Introduction & Background
The National Oceanic and Atmospheric Administration (NOAA) Barrow Atmospheric Observatory (BRW), located in Utqiaġvik, Alaska, is a premier Arctic research facility. The observatory supports continuous monitoring of atmospheric constituents that influence climate, the ozone layer, and air quality.
Maintaining the structural integrity of the facility's interior is essential for the safety of personnel and the preservation of sensitive scientific equipment.
Need/Problem Statement
There is a two part need for these repairs
The first repair is to the ⅜ underlayment plywood that has warped and delaminated under the a laminated static resistant vinyl floor sheeting, due to previous flooding of sewage from the toilet in the bathroom. The vinyl sheets on the floor should be replaced as well.
The second repair is to restore, decontaminate, mitigate mold from, assess, and replace (if necessary) the materials that were impacted by a separate flooding issue created by a cracked floor drain pipe from the same restroom as above. Sewage from the flooding event above further impacted the facility before the cracked drain pipe was discovered. This work includes:
Scope of Work & Requirements
The contractor shall provide all labor, materials, tools, and equipment necessary to complete the following:
Repair 1:
Demolition:
- Remove the laminated static resistant vinyl floor sheeting
- Remove ⅜ laminated subfloor
Assessment:
- Evaluate the extent of subfloor damage
Mitigation:
- Sanitize and mitigate any potential mold/mildew
Material Replacement:
- Replace all removed and disposed materials with new, like quality materials
Cleanup & Disposal:
- Ensure all construction debris is removed from the site in accordance with local Utqiaġvik waste management regulations.
Repair 2:
Demolition:
- Remove and dispose of the soiled insulation
- Remove and dispose of the vapor barrier above the soffit, below the insulation
- Remove and dispose of the soffit materials
Assessment:
- Inspect for additional water damage, mold, or bacterial contamination
- Confirm that the initial water fitting leak has been fully resolved and that no additional leaks are present
Mitigation and Decontamination:
- Mitigate any mold/mildew and decontaminate all soiled surfaces to eliminate bacteria
Material Replacement:
- Replace all removed and disposed materials with new, like quality materials
Cleanup & Disposal:
- Ensure all construction debris is removed from the site in accordance with local Utqiaġvik waste management regulations.
Logistics & Performance Period
● Location: NOAA Barrow Atmospheric Baseline Observatory in Utqiagvik, AK
● Period of Performance: Repairs are expected to be completed within 60 days of the contract award.
● Special Considerations: The contractor must account for the remote nature of the site and ensure all materials are procured and transported to Utqiaġvik as part of the bid.
