About this file

This is a Statement of Work for combustible dust testing services procured by Naval Nuclear Power Training Command (NNPTC).

NNPTC seeks laboratory services to perform combustible dust testing on one dust sample collected from an industrial shredder enclosure to determine its explosive properties, addressing a deficiency identified during a Naval Reactors audit. The testing follows a two-part conditional structure: initial screening includes Go/No-Go Explosibility Screening per ASTM E1226, with Burn Rate and Combustibility testing per UN 4.1 performed only if the sample is determined non-explosible. If the sample is determined explosible, full explosibility testing shall proceed, comprising Explosion Severity (Pmax, dP/dt max, Kst) per ASTM E1226, Minimum Ignition Energy (MIE) – Dust Cloud per ASTM E2019, Minimum Ignition Temperature (MIT) – Cloud per ASTM E1491, Minimum Explosible Concentration (MEC) per ASTM E1515, and Layer Ignition Temperature (LIT) – Dust Layer per ASTM E2021-15. The contractor shall provide all personnel, equipment, supplies, facilities, and supervision necessary to complete testing. Deliverables include a comprehensive report containing test procedures, results, and basic interpretation of findings, to be delivered electronically within 5 to 7 working days of sample receipt and purchase order authorization. The contractor shall handle and dispose of surplus materials in accordance with State and Federal environmental guidelines. Services are to be performed off-site at the vendor's facility, with government responsibilities limited to sample collection and shipment (approximately 4 pounds) and provision of Safety Data Sheet or handling protocols.

Statement of Work for

Combustible Dust Testing Services Naval Nuclear Power Training Command (NNPTC)

1.0 BACKGROUND

The mission of Naval Nuclear Power Training Command (NNPTC) is to prepare safe and trusted naval nuclear operators ready for follow-on prototype training and, ultimately, service in the Fleet.

As a result of a recent Naval Reactors audit, a deficiency was identified regarding combustible dust hazards associated with the industrial shredders and the room they are enclosed in. To address this finding and ensure compliance with process safety standards, NNPTC requires specialized testing of a dust sample from this specific environment.

2.0 OBJECTIVE

The objective of this contract is to procure laboratory services to perform combustible dust testing on one (1) dust sample collected from the industrial shredder enclosure to determine its explosive properties.

3.0 DESCRIPTION OF REQUIREMENT

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to provide the combustible dust testing services as defined in this Statement of Work (SOW).

4.0 PERFORMACE REQUIREMENTS

4.1 Test Overview

The contractor shall perform dust explosion testing for one (1) sample provided by NNPTC. The sample shall be prepared and tested according to the ASTM standards specified below. The testing is divided into two parts, with the second part being conditional upon the results of the first.

4.2 Initial Screening

• Go/No-Go Explosibility Screening (ASTM E1226): To determine if the sample is explosible.

• Burn Rate and Combustibility (UN 4.1): To be performed if the sample is determined to be "No-Go" (Not Explosible) in the initial screening.

4.3 Full Explosibility Testing

This series of tests will only be performed if the sample is determined to be "Go" (Explosible) in the Initial Screening.

• Explosion Severity (Pmax, dP/dt max, Kst) per ASTM E1226

• Minimum Ignition Energy (MIE) – Dust Cloud per ASTM E2019

• Minimum Ignition Temperature (MIT) – Cloud per ASTM E1491

• Minimum Explosible Concentration (MEC) per ASTM E1515

• Layer Ignition Temperature (LIT) – Dust Layer per ASTM E2021-15

4.4 Deliverables

The contractor shall provide a comprehensive report containing the test procedures, results, and a basic interpretation of the findings.

5.0 VENDOR RESPONSIBILITIES

• The Vendor is responsible for performing all tests as outlined in Section 4.0.

• The Vendor shall deliver the final comprehensive test report electronically via email within 5 to 7 working days following receipt of the sample and purchase order

• The Vendor shall handle and dispose of surplus materials in line with current State and

Federal environmental guidelines.

6.0 GOVERNMENT RESPONSIBILITIES

• The Government shall collect and ship one (1) dust sample (approximately 4 pounds) to the Contractor's facility.

• The Government shall provide a Safety Data Sheet (SDS) for the material, or written safe handling protocols if an SDS is not available.

• The Government Technical Point of Contact (GTPOC) shall coordinate with the vendor and provide a purchase order to authorize the work.

Note: The requirement is for off-site services at the vendor's facility. No access to government installations is required.
