Attachment 1 Electrical Resistance Tomography Survey East Side (East Bank) of the Saugus River Saugus Ironworks National Historic Site
Statement of Work
1. Purpose.
This is the first Phase of a 2-Phase project that proposes to conduct a baseline survey to locate and evaluate archeological resources at Saugus Iron Works National Historic Site (SAIR), especially areas within the east side (“East Bank”) of the Saugus River.
Saugus Ironworks National Historic Site is requesting proposals for conducting an electrical resistance tomography survey at Saugus Ironworks National Historic Site (SAIR) in Saugus, MA. This project is intended to image the subsurface structure of the East Bank of the Saugus river to locate 17th-century archaeological resources that may be connected to the iron works as well as evidence of occupation in periods previous and subsequent to the 17-th century industrial use. The results of this survey will be evaluated in a second project phase through archeological testing and evaluation and contribute valuable information for baseline inventory, site interpretation, and to park management efforts. This project will be administered by Interior Region 1 North Atlantic-Appalachian Archeology Regional Program Lowell, MA and is part of component A of PMIS 210077.
Roland Robbins did extensive archaeological work in the 1940s and 1950s on the west side of the Saugus River. The furnace, forge, and slitting mill were all uncovered and resorted by the First Iron Works Association (FIWA) based on Robbins’ excavations.
While the lands on the west side of the Saugus River have been extensively investigated, comparatively little work has been done on the east bank of the River. While Robbins’ excavations discovered the core features of the industrial complex, numerous buildings needed to support the original ironworks are absent from the original 400+ acre landscape. Barns, roads, storage buildings, maintenance areas, houses (including worker’s housing for the ironworks, etc.) are all missing from the current landscape.
2. Background.
Centuries of use of the East Bank for industry, agriculture, water treatment utility corridors, and now urban residential and park maintenance facility overlap and are a challenge to archeological excavation. These land uses have made for very complex stratigraphy, not easily deciphered by traditional geophysical or archaeological methods.
The East Bank landforms are open areas, tree and brush covered areas, areas with very large boulders, and tidal lands. Because of this complex collection of landforms and complex soil development, a multitude of investigative methods are proposed. All archaeological resources (pre-contact, contact, and post-contact) that are encountered will be properly documented. Geophysical methods for discovery are planned for FY2020 while archaeological excavations to assess the anomalies identified during the FY2020 work will be investigated in FY2021.
ERT survey is just one of several techniques slated for use at Saugus to fulfill the goals of the project. Other methods of subsurface evaluation include drilling, GPR and Geo Probe sampling. These will be done in-house or contracted separately.
3. Contractor Services.
An electrical resistance tomography (ERT) survey will be conducted over an area of approximately four acres measuring approximately 300 m x 50 m (Figure 1). The survey will have a probe spacing of 5 m x 5 m across the survey area with focus to a minimum depth of three meters, maximum 5 meters. (Previous excavations identified archeological features to a depth between 0 and 10 feet at times extending to 15 feet.)
Pseudosections will be recorded, post processed, and imaged in three dimensions.
Resulting pseudosections and 3D models will both be interpreted to identify the location, depth, and extent of potential buried archeological features. Resulting data images and related interpretations (pt, ln, py) should be provided in an ESRI ArcMap / ArcGIS Pro format using NAD 1983 UTM 19 N coordinate system.
Other terms and conditions:
All data collected as part of this project will be delivered at the conclusion of the project.
The contractor will be responsible for the securing the site at night and over weekends if necessary.
The contractor is responsible for having adequate insurance coverage for all activities under contract.
The contractor will be responsible for all damages to persons and property that occur in connection with the work and services under this contract.
All applicable OSHA standards shall be observed.
Metric measurements shall be required for all work.
Field forms or field notebooks shall be used to record all work and the original notes/field notebook shall be submitted to the park at the close of the project.
The work shall be documented with digital photographs that will be submitted to the park at the close of the project
The Contracting Officer’s Representative (COR) shall be notified immediately of any significant discoveries.
The survey grid and probe locations shall be mapped using NAD 1983 UTM Zone 19 coordinates.
Results from the ERT survey shall be rectified using NAD 1983 UTM Zone 19 location information.

4. Reporting.
In addition to the GIS information, a report on the work will be prepared. It will contain the following sections:
1) Introduction and background
2) Theory of ERT
3) Methodology used to conduct the survey
4) Results
5) Interpretations
6) Recommendations
Graphics should be integrated within the report and should include, but should not be limited to, a locator map, a map illustrating the location and details of the survey, selected pseudosections and 3D images that highlight survey results and interpretations, and photographs of the work in progress.
Appendices shall include all pseudosections (maps of pseudosection location with associated labels) and representations of the 3D modelled data (including time slices).
All digital data (GPS, GIS, Photographs, final report, scanned field notes / field notebooks, and ERT raw and final processed data) shall be a deliverable on an external drive. All digital data must be submitted:
Raw data and the final post processed data (including final versions that may have different filters applied).
Pseudosections and 3D model images (i.e. depth slices) shall be in a format compatible with ESRI ArcMap / ArcGIS Pro and shall use the NAD 1983 UTM Zone 19 coordinate system.
Data interpretations shall be in a format compatible with ESRI ArcMap / ArcGIS
Pro and should use the NAD 1983 UTM Zone 19 coordinate system.
All digital data shall be submitted with associated metadata (guidelines will be provided).
The draft report will be reviewed by the NPS. Comments on the draft report will be provided to the contractor for revision to the final report. Four hardcopies of the final report will be submitted (2 for SAIR, 2 for NRAP) and an electronic copy included on the digital data external drive (.pdf format).
