About this file

This is a Statement of Work (SOW) for the procurement of a 21-foot general-use boat for Monomoy National Wildlife Refuge in Chatham, Massachusetts.

The contractor must furnish a new, fully assembled, and fully outfitted center-console, outboard-powered vessel suitable for nearshore and coastal water operations, including shallow flats with beach landings and wave-exposed waters. The vessel will transport personnel, equipment, and supplies to and from offshore islands and operate routinely in 2–4 foot wind-driven seas. Acceptable models include Parker 210 Coastal, Parker 21SE, Grady White Fisherman 216, or approved equals. The hull must be 21 feet in length (±6 inches) with a modified V-hull design, solid fiberglass construction without balsa or foam coring below the waterline, deadrise of 14–16 degrees at transom, and draft of 10–12 inches at rest with engine trimmed up. The vessel requires a 150-horsepower 4-stroke outboard engine approved for continuous-duty operation, minimum 8-person passenger capacity, and fuel capacity of not less than 90 gallons. Safety and navigation equipment must include wireless man-overboard engine cutoff, flush-mounted GPS/chartplotter with 12-inch minimum display and depth sounder, marine radar, fixed-mount VHF radio, compass, horn, LED navigation lighting, two marine-grade batteries, automatic bilge pump, self-bailing cockpit, and USCG-compliant flotation foam. Deck features must include center console with dry storage, stainless steel grab rails and cleats, leaning post with folding seat, hydraulic steering with stainless wheel, T-top, trim tabs with position indicator, jack plate, non-skid deck, bow and aft seating with removable cushions, under-seat storage, swim platform with ladder, removable windshield, and USB and 12-volt charging ports. A tandem-axle marine-grade aluminum trailer with roller or bunk support, manual winch with safety chain, tongue jack, transom tie-downs, waterproof lighting, and hydraulic surge brakes must be included. The manufacturer must have a minimum 20 years of fiberglass center-console vessel production experience and demonstrated use in government, commercial, or law enforcement operations. Delivery must be fully assembled and operational to Chatham, Massachusetts, with domestic manufacturing required, and must include builder's specification sheet, Hull Identification Number, and manufacturer warranty for hull and gelcoat.
