12-MONTHLY PREVENTATIVE

MAINTENANCE FOR WASHRACK

SPACE FORCE, VANDENBERG

MAINTENANCE FOR WASHRACK

for the

30 LRS

27 JAN 2026

1.0 BACKGROUND

The 30 LRS have 5 wash stations, and 3 bays. 2 Bays have 2 Wash Stations. 1 Bay only has one wash station. The wash rack facility supports routine cleaning and maintenance of government vehicles and equipment, requiring continuous operation of its pumping, filtration, water treatment, and wash delivery systems. These systems operate in a high-use environment and rely on multiple mechanical, electrical, and chemical components that must function together to ensure proper water flow, adequate pressure, effective soap delivery, and compliant wastewater handling.

Due to the complexity of the wash rack system, including high-pressure pumps, foaming brush assemblies, filtration units, ozone injection systems, water softeners, and oil/water separation equipment, regular preventative maintenance is essential to prevent equipment failures, reduce downtime, and extend the service life of critical components. Historically, the facility has experienced recurring issues such as pump failures, hose brush detachment, soap depletion, and filtration system degradation, all of which impact operational readiness and increase repair costs when not addressed promptly.

To ensure the three (3) washrack bays remain fully operational, environmentally compliant, and safe for personnel, a qualified contractor is required to perform scheduled preventative maintenance, complete minor repairs, monitor system performance, and provide timely response to emergent issues. This contract establishes the requirements and expectations for maintaining the washrack system in optimal working condition throughout the year.

2.0 SUMMARY:

The contractor is responsible for performing all work in full compliance with applicable building codes, OSHA requirements, and site conditions, while providing scheduled preventative maintenance and advance notification to the Government POC. Monthly PM services must cover all wash rack components—including filtration, pumping, foaming brush, water softening, and air systems—and the contractor must supply all necessary materials, parts, and consumables. All work areas must be restored to original condition, debris removed, and only OEM or approved equivalent parts used. The contractor must maintain adequate repair parts on hand to avoid unnecessary return trips and may not defer repairs that compromise safety or system operability. Any repairs outside the PM scope require a detailed written quote and POC approval. The contractor must also provide an SDS-compliant eyewash station and obtain written approval before using subcontractors. Personnel performing the work must possess strong mechanical, electrical, filtration, chemical delivery, and diagnostic skills, along with knowledge of environmental regulations, OSHA safety practices, and emergency repair procedures. Effective communication, accurate documentation, and proper inventory management are essential to ensure continuous system functionality and contract compliance. 3.0 OBJECTIVES:

Preventative maintenance tasks to be performed include the following:

1. Ensure Continuous and Reliable Operation of the Wash Rack System

• Maintain all system components—including pumps, filtration systems, foaming brush assemblies, water softeners, and air compressors—in proper working conditions.

• Prevent common failures such as pump breakdowns, hose brush detachment, and soap depletion.

2. Conduct Comprehensive Monthly Preventative Maintenance

• Perform full-system inspections to identify wear, leaks, performance degradation, or component failures.

• Complete all minor repairs during scheduled PM visits, including hose replacement, leak repair, belt replacement, wand and brush rebuild, solenoid repairs, and filter servicing.

3. Maintain Accurate System Performance Records

• Record meter readings and maintain detailed maintenance logs for all PM activities.

• Track system performance trends and recommend corrective actions when degradation is observed.

4. Maintain and Service All Filtration and Water Treatment Components

• Clean, backwash, and replace filters as required, including Lantec filters, high-pressure filters, media filters, and carbon filters.

• Drain and clean filtration tanks, settling tanks, and water storage tanks on required schedules.

• Ensure proper operation of ozone injectors, ozone generators, and oil/water separation components.

5. Maintain Proper Chemical and Consumable Levels

• Monitor and replenish wash soap, foaming brush soap, and water softener salt.

• Ensure all chemical delivery systems (soap injectors, hydro minders, solenoids) function correctly.

6. Ensure Compliance With Environmental, Safety, and Regulatory Requirements

• Dispose of waste oil, sludge, and solids offsite in accordance with Federal, State, and local regulations.

• Maintain the work area in compliance with OSHA and all applicable building codes.

• Provide documentation confirming no asbestos-containing materials or lead were used.

7. Provide Emergency and Corrective Maintenance Support

• Respond to emergency repair needs within required timelines (48 hours to 12 days depending on severity).

• Provide written repair estimates for any work outside the PM scope, including parts, labor, and materials.

8. Maintain Adequate Inventory of Parts and Materials

• Keep sufficient stock of filters, hoses, wands, soap, rebuild kits, and other consumables to prevent delays.

• Ensure all replacement parts are OEM or POC-approved equivalents.

9. Deliver Clear Communication and Reporting

• Provide monthly PM reports detailing all repairs, parts replaced, and inventory status.

• Notify the POC at least one day prior to scheduled service visits.

• Provide field reports and recommendations for any additional required repairs.

10. Restore Work Areas and Manage Waste Properly

• Return all work areas to original condition after service.

• Remove all debris and waste materials from the site; no onsite disposal permitted.

11. Manage Subcontractors and Ensure Contract Compliance

• Obtain written approval before using subcontractors.

• Ensure all subcontractors comply with contract terms and performance standards.

4.0 SECURITY REQUIREMENTS & WORK HOURS:

The contractor must ensure that all technician(s) requiring access to Vandenberg Space Force Base are preapproved in accordance with base entry requirements and must provide year-round repair services, with on-site support available once per month between Monday and Friday from 7:00 a.m. to 5:00 p.m. The contractor is also expected to demonstrate an appropriate sense of urgency when responding to system failures that occur between scheduled preventive-maintenance visits, ensuring timely corrective action and minimizing operational downtime.

7.0 DECRIPTION OF WORK

The Contractor shall perform all work in full compliance with applicable City, County, State, and Federal building codes, as well as all OSHA health and safety requirements, and shall examine all site conditions prior to commencing work. The Contractor shall provide a written schedule identifying dates and times of service and shall notify the Government POC no less than one (1) day prior to any scheduled service call. Before the initial preventative maintenance (PM) visit, the Contractor shall submit written certification to the Government POC confirming that no asbestos-containing or lead-based materials will be used. The Contractor shall conduct PM on the filtration system, pumping system, foaming brush system, water softener, air compressor, and all associated components once per month for a total of twelve (12) PM visits per contract year. The Contractor shall supply all materials and replacement parts required to perform PM, including but not limited to wash soap, foaming brush soap, hoses, wands, foaming brush assemblies, water softener salt, pump oil, filtration system filters, and pump rebuild kits. Upon completion of work, the Contractor shall restore the work area to its original condition and remove all debris, ensuring off-site disposal in accordance with all regulatory requirements. All parts furnished shall meet contract requirements, be free from defects, and be OEM or Government-approved equivalents. The Contractor shall maintain sufficient quantities of common repair parts to complete minor repairs during routine service calls; no additional charges shall be authorized for return trips resulting from failure to carry required parts, and deferring repairs that render the system inoperative or unsafe is prohibited. Damage resulting from improper use by VSFB personnel shall not be covered under this PM contract. Repairs or replacement parts outside the scope of PM shall require the Contractor to provide the POC with a written quote detailing parts (including descriptions and part numbers), materials, labor, and taxes listed separately, and such repairs shall not proceed without POC approval. The Contractor shall provide an eyewash station compliant with SDS requirements and shall obtain written approval from VSFB prior to employing any subcontractors; proposed subcontractors and their responsibilities shall be clearly identified in the Contractor’s quote, and all subcontracts shall incorporate the terms and conditions of this contract by reference. All labor and materials required to maintain a fully functional system are included within the PM contract;

if complete system replacement (e.g., stainless tank, holding tank) is required, the Contractor shall provide a separate quote to the POC. The systems are manufactured by Riveer Environmental www.riveer.com and Enviro Safety Technologies (EST) www.envirosafetytech.com.

8.0 DESIRED SKILLS AND KNOWLEDGE

The contractor shall possess the technical expertise, certifications, and experience necessary to perform preventative maintenance, troubleshooting, and repair of all wash rack systems and components. Personnel assigned to this contract must demonstrate proficiency in the following areas:

1. Mechanical Systems Maintenance

• Knowledge of high-pressure pump operation, diagnostics, and rebuild procedures.

• Experience repairing and maintaining belts, hoses, fittings, valves, regulators, and mechanical linkages.

• Ability to rebuild pressure washer spray wands and foaming brush assemblies.

2. Filtration and Water Treatment Systems

• Understanding of multi-stage filtration systems, including media filters, carbon filters, lantec filters, and high-pressure filters.

• Ability to perform backwashing, filter replacement, tank draining, and system cleaning.

• Familiarity with water softeners, hardness testing, and proper adjustment of softener settings.

• Knowledge of oil/water separation systems and proper waste oil handling.

3. Electrical and Control Systems

• Ability to diagnose and repair solenoids, injectors, hydro minders, and automated control components.

• Understanding of ozone generators, ozone pumps, and ozone injector valves.

• Experience verifying proper operation of indicator lights, sensors, and system alarms.

4. Chemical Delivery and Soap Systems

• Knowledge of soap injection systems, foaming brush soap delivery, and chemical flow regulation.

• Ability to identify and correct issues related to soap depletion, improper mixing, or clogged injectors.

5. Preventative Maintenance and System Diagnostics

• Ability to conduct full-system inspections and identify early signs of wear, leaks, or performance degradation.

• Skill in recording meter readings, maintaining maintenance logs, and analyzing performance trends.

• Experience developing recommendations for corrective actions based on system data.

6. Environmental and Safety Compliance

• Knowledge of Federal, State, and local regulations governing wastewater, sludge, and waste oil disposal.

• Familiarity with OSHA safety requirements and safe work practices in mechanical and chemical environments.

• Ability to recognize hazards and maintain a safe, compliant work area.

7. Troubleshooting and Emergency Repair Response

• Ability to diagnose system failures quickly and perform timely corrective actions.

• Experience sourcing and replacing OEM or equivalent parts.

• Capability to respond to urgent repair needs within required timelines.

8. Certifications

The technician must hold current certification in Washrack Maintenance and Repairs, and the contractor is required to ensure that all service technicians remain Riveer- and EST-factory trained for the full duration of the contract. This qualification provides technicians with exclusive access to Riveer and EST products, technical resources, and product support, enabling them to service the proprietary systems comprehensively, including all electrical, plumbing, and fabrication components. In addition, the contractor must maintain the capability to perform on-site programming of Allen-Bradley Programmable Logic Controllers (PLC) to support system functionality and troubleshooting.

9. Documentation and Communication

• Ability to prepare clear, accurate PM reports, repair estimates, and inventory updates.

• Skill in communicating findings, recommendations, and scheduling updates to the

Government Point of Contact (POC).

• Experience coordinating with subcontractors when required.

10. Inventory and Parts Management

• Knowledge of common repair parts, rebuild kits, filters, and consumables used in wash rack systems.

• Ability to maintain adequate stock levels to ensure uninterrupted PM service.

9.0 DISPOSAL / ENVIROMENT FACTORS

Leadership in the Ground Transportation Shop can confirm the technician’s compliance by conducting periodic reviews of the hazardous-waste storage areas to ensure that waste is initially kept with the technician and later transported by the technician to an approved, designated disposal location. During these reviews, leadership will verify that all containers remain intact, properly closed, and appropriate for the waste they hold, ensure that incompatible materials are not mixed in violation of segregation requirements, and monitor storage timelines to confirm they do not exceed the limits associated with the facility’s generator status. Through these oversight activities, leadership can determine whether the technician is operating within the applicable regulatory framework according to environmental, Federal, and States laws.

10.0 DELIVERY TIME FRAME

The Contractor shall perform preventative maintenance services once per month, totaling twelve

(12) visits per contract year, including 1 base year and 4 option years. Upon identification of any system issue requiring repair, the Contractor shall complete the necessary corrective action promptly unless the repair requires specialized parts that are not immediately available. In such cases, the Contractor shall notify the Government Point of Contact (POC) promptly and provide an estimated completion timeline.
