Statement of Work Summary
This is a Statement of Work (SOW) for Solicitation No. 19CE2026Q0010 covering Recreation Center Renovation Phase III – HVAC (Air Conditioning & Mechanical Ventilation Systems). The vendor must deliver a complete, fully functional air conditioning system serving a clubhouse with an average occupancy load of 120 persons. The vendor assumes full responsibility for verifying that the proposed system design, capacities, and configurations meet all project requirements and performance criteria, with ancillary and minor works within five percent (5%) of the total contract value included at no additional cost. All work must comply with ASHRAE Standards (62.1, 90.1), SMACNA Duct Construction Standards, International Mechanical Code (IMC), NFPA 70 (NEC), and Air Conditioning Contractors of America Manual D standards. The contractor must be an HVAC contractor with minimum five years' experience, and all installers must be certified technicians using new, unused equipment.
The HVAC system components required include a VRV/VRF inverter-driven air conditioning system with two outdoor condensing units, eight indoor units (four 48,000 BTU/hr ceiling cassettes and three 24,000 BTU/hr floor-mounted units plus one 24,000 BTU/hr concealed duct unit), mechanical ventilation with two inline centrifugal exhaust fans (50 CFM @ 100 Pa), galvanized steel ductwork to SMACNA standards, refrigerant piping in Type L hard-drawn copper with specific insulation requirements, and PVC condensate drain systems. The contractor must provide testing, adjusting and balancing (TAB) within ±10% of design per Associated Air Balance Council standards, complete commissioning with functional performance testing, and training to owner personnel. Deliverables include equipment data sheets, shop drawings, refrigerant pipe sizing calculations, static pressure and airflow calculations, control schematics, as-built drawings, O&M manuals, warranty certificates, and spare parts lists. Warranty requirements include one year workmanship warranty, five years compressor warranty, and a two-year functional warranty for the complete system from final acceptance. System acceptance is contingent upon successful commissioning, compliance with airflow and cooling performance, zero refrigerant leakage, and no abnormal vibration or noise.
