STATEMENT OF WORK
Conservation of Ten Historic Books Adams National Historical Park
Project Background
The collection contains personal artifacts, furnishings, decorative art, books, and papers belonging to four generations of the Adams Family. The park maintains the home of the Adams family including, John Adams and his son John Quincy Adams, the second and sixth presidents of the United States, Charles Francis Adams and Henry Adams and Brooks Adams. The homes are listed on the National Register of Historic Places. It is one of the very few presidential homes in which all the artifacts are original and belonged to members of the family. The family’s library, included in the park museum collection, includes approximately 14,000 volumes of historic and rare books.
These books are in need of cleaning and stabilization. A lack of conservation treatment will result in continued deterioration. Permanent and irreparable damage will result in removal of the books from the exhibit, making them inaccessible to visitors and research scholarship, in addition to the information preserved within these books.
The majority of the work shall be performed off-site in the conservator's studio in a facility that meets National Park Service fire, safety, and security standards. This work shall include all of the conservation work and documentation work (including digital photography) associated with this project. Conservation work shall primarily consist of ensuring that the historic books are clean, stabilized, and appropriately housed.
The preliminary on-site work shall involve preliminary examination of books, fine arts quality packing of the books by the contractor who shall then transfer the objects to a contractor-supplied vehicle for transport. After off-site conservation of the books is complete, contractor shall return books to Adams National Historical Park, with their supplied transport, in order to deliver the treated objects for NPS staff to replace in their original locations. All work shall be performed in accordance with American Institute for Conservation Standards. Contractor shall present a certificate of insurance in the coverage amount of $50,000 including coverage for when collection objects are in transit and when objects are located off-site during project printed with archival-pigmented inks.
Purpose
The purpose of this effort is to provide documentation and conservations services on paper-based artifacts (books) from the Adams National Historical Park.
SCOPE OF EFFORT
Contractor will provide Project Management: schedule, coordinate, oversee, and manage conservation treatment of single or groups of books. Contractor will provide all personnel, materials, and facilities to examine the books and provide a written treatment proposal.
Ten books have been identified as needing critical repairs in order to stabilize them.
Work treatments may include: Surface cleaning, reducing or removing surface soil using dry cleaning techniques, using aqueous, chemical or physical conservation treatments. Repair bindings, sewing boards, and replacing faded and fragile leather, mend tears and guard folds in exterior leaves.
A. Packing/Transport- The contractor shall provide the NPS with all labor, supplies, and materials necessary to complete the work outlined below:
The contractor shall retain/return the original housing in which the objects were sent to the contractor, but rehouse the objects in newly created museum-quality housings. The contractor shall pack the materials for safe transport and return to the Contracting Officer's Representative (COR) after all project work is complete.

the existing condition, photographic documentation, details of proposed treatment, including methods, materials and equipment to be utilized and estimated time for treatment.
