About this file
This is a Statement of Work for the installation of a complete scarifier system on an existing Caterpillar motor grader. The contractor must provide all materials, components, labor, fabrication, and installation services necessary to make the scarifier system fully operational. The government will furnish the scarifier itself (removed from another motor grader and currently on site in operational condition), but the contractor must supply all supporting components including hydraulic cylinders, hoses, pump, control lever, mounting assemblies, pins, bushings, pivot assemblies, mounting hardware, hydraulic fluid, and protective guards. The installation location must be within 60 miles of Murphy, North Carolina, where the motor grader and scarifier components will be delivered by agency personnel to the contractor's preferred site.
The contractor must perform a complete turnkey installation including design (if required), fabrication, installation, and operational testing. Key installation requirements include inspecting the motor grader for compatibility, fabricating or adapting mounting structures, securely mounting the scarifier assembly, integrating hydraulic systems, properly routing and protecting hydraulic lines, and performing operational testing to verify smooth raising and lowering, full depth penetration capability, absence of hydraulic leaks, and safe stable operation. Upon completion, the system must operate via hydraulic controls from the operator station and provide consistent, adjustable penetration depth while meeting applicable safety and mechanical standards. The contractor must demonstrate experience with heavy equipment fabrication or modification, hydraulic system installation, qualified welders and technicians, and ability to provide warranty on parts and workmanship. Work shall begin within 30 days of contract award and be completed within 90 calendar days, with deliverables including a fully installed and operational scarifier system and an operational demonstration.

Statement of Work Purpose
The purpose of this Statement of Work is to solicit a qualified contractor to furnish all materials, components, labor, fabrication, and installation services necessary to supply and install a complete and fully operational scarifier system on an existing motor grader.
2. Background
The motor grader (figures 2 &3) is not currently equipped with a scarifier attachment or supporting hydraulic components. In order to improve surface preparation, grading efficiency, and roadway rehabilitation operations, a fully functional scarifier system must be installed.
The scarifier itself will be provided by the government, however, no hydraulic cylinders, hoses, pump, control lever, or mounting assemblies are currently available. The awarded contractor shall provide all required components and complete installation. The government furnished equipment was removed from another motor grader and is on site and in operational parts. Please reference figure 1.

3. Scope of Work
The Contractor shall provide a turnkey solution including design (if required), fabrication, installation, and testing of a complete scarifier system.
Installation work must be completed within 60 miles of Murphy, NC. The motor grader and scarifier components will be delivered by Agency personal to the awarded contractor’s preferred site location within 60 miles of Murphy, NC.
3.1 Contractor-Provided Components
The Contractor shall supply, at minimum:
• Partial scarifier frame assembly compatible with the motor grader
• All structural mounting brackets and reinforcement members
• Hydraulic cylinders (sized appropriately for application)
• Hydraulic hoses and fittings
• Hydraulic pump (if required for integration)
• Control lever and operator controls
• Pins, bushings, and pivot assemblies
• All mounting hardware (bolts, fasteners, lock components)
• Hydraulic fluid and system integration components
• Protective guards and shields as necessary
All components must be properly rated for the grader’s size, operating capacity, and intended use.
4. Installation Requirements
The Contractor shall:
A. Inspect the motor grader to verify compatibility and mounting configuration.
B. Fabricate or adapt mounting structures as required.
C. Install and securely mount the complete scarifier assembly.
D. Install and integrate hydraulic cylinders, pump, hoses, and controls.
E. Ensure proper routing and protection of hydraulic lines.
F. Perform operational testing to verify:
• Smooth raising and lowering of the scarifier
• Full depth penetration capability
• No hydraulic leaks
• Safe and stable operation
G. Make any adjustments necessary for full operational readiness.
5. Performance Requirements
Upon completion, the scarifier system shall:
• Operate via hydraulic controls from the operator station
• Provide consistent and adjustable penetration depth
• Be structurally secure for standard grading operations
• Meet applicable safety and mechanical standards
• Be free of hydraulic leaks and mechanical defects
6. Contractor Qualifications
The Contractor must demonstrate:
• Experience with heavy equipment fabrication or modification
• Experience installing hydraulic systems
• Qualified welders and technicians
• Ability to provide warranty on parts and workmanship
7. Deliverables
• Fully installed and operational scarifier system
• Operational demonstration
8. Schedule Work shall begin within 30 days of contract award and be completed within 90 calendar days, subject to site access and equipment availability.
