The facility must be located no more than twenty-five (25) miles from Casa Grande, Arizona.

The contractor must provide stalls measuring a minimum of 12' x 12' (with 12' x 16' preferred), constructed from pipe (preferably 2" diameter or larger) and standing at least 5' high. Each stall requires a minimum 12' x 12' covered awning area, 4' wide gate, fresh water source, feed bin, and artificial lighting. Government horses must be housed separately from other boarded horses, with a dedicated sick pen/quarantine area. Additional facility requirements include a secure insured facility, round pen, cleaning/working area with hitching post and water source, secured tack storage, truck and trailer parking, covered feed storage, turnout areas, level footing, adequate water drainage, an arena of at least 100' x 200' with dust control, and unrestricted Border Patrol access with emergency contact availability.

The contractor's primary tasks include feeding horses twice daily (or more as directed), administering medications and supplements per supervisory direction, treating minor injuries, moving horses between stalls and exercise areas, and immediately reporting health or behavioral issues. Maintenance responsibilities include daily cleaning of stalls, feed bins, water troughs, and removal of manure; monthly cleaning of horse trailers and examination of boards; facility cleanliness in common areas and storage facilities; and manure disposal. The contractor must maintain individual logs for each horse documenting medications, behavioral problems, and prescribed services, plus a daily facility maintenance log. The government will supply grains, hay, grooming supplies, and veterinary supplies. The contract period spans one base year (8/28/2026–8/27/2027) plus four optional one-year renewal periods. The contractor must obtain prior approval for any personnel other than the qualifying contractor to access the facility and assumes all travel costs.

U.S. Customs and Border Protection U.S. Border Patrol – Tucson Sector

Statement of Work (SOW) Boarding and Caretaking of Horses (Casa Grande)

1. BACKGROUND

The Customs and Border Protection (CBP), Office of Border Patrol (OBP) is responsible for providing caretaking and boarding services for approximately twenty-four (24) horses that are to be utilized by the Casa Grande Border Patrol Station Horse Patrol Unit. These horses are used to patrol remote areas with limited access to roads, which are often inaccessible during inclement weather.

2. SCOPE

The Casa Grande Station requires a facility to board agency owned horses, providing caretaking and boarding services for approximately twenty-four (24) horses. The number of horses may be subject to increase or decrease due to retirement or changes in the needs of the service. The facility must be no more than twenty-five (25) miles from the city of Casa Grande.

3. APPLICABLE DOCUMENTS

3.1. Contractor shall comply with all required Federal, State and Local laws, licenses and regulations that are applicable to these types of services.

3.2. It is the responsibility of the Contractor to be in compliance/current with all applicable laws and licensing requirements.

3.3. Commercial and Industry standards shall be followed and utilized during the delivery of caretaking and feeding services.

4. SPECIFIC REQUIREMENTS

The Contractor shall provide the following horse stables as required to comply with this SOW.

4.1 Stalls

4.1.1. Size and Construction

o Stalls shall be a minimum of twelve feet by twelve feet (12’ x 12’). Stalls measuring twelve feet by sixteen feet (12’ x 16’) are preferred. Stalls larger than specified are acceptable.

o Stalls shall be constructed out of pipe, preferably two-inch (2”) in diameter or larger.

o Stalls shall be a minimum of five feet (5’) high.

o Stalls must have a minimum of twelve feet by twelve feet (12’ x 12’) covered awning area.

o Stalls shall have a minimum of a four foot (4’) wide gate.

o If the stalls are inside, there must be an open and adjoining outside pen.

o Shed row or mare motel barns are acceptable.

4.1.2. Placement.

o Stalls for government horses shall be separate and apart from other horses boarded by Contractor.

o One sick pen/quarantine pen should by designated and be separate and apart from others.

Attachment 1 – Statement of Work o Stalls should be located on ground that is free of debris, insects, or other objects that could possibly cause injury to the horse.

o Stalls located on artificial surfaces shall contain the appropriate amount of shavings so that the horse is not subject to injury or galling.

4.1.3. Fixtures

o Stalls for government horses shall be equipped with a fresh water source.

o Stalls for government horses shall be equipped with a feed bin.

o An artificial light source shall be available that would illuminate the stall area.

4.2 Facility

4.2.1. Contractor shall provide a secure insured facility.

4.2.2. Contractor shall provide the use of a round pen made out of pipe or other horse safe material.

4.2.3. Contractor shall provide an area where horses can be cleaned and worked on.

o A hitching post must be available.

o A water source must be available.

o An artificial light source must be working and available.

4.2.4. Contractor shall provide a secured area for tack.

4.2.5. Contractor shall provide adequate space for the parking of trucks and horse trailers.

4.2.6. Contractor shall provide a clean and covered area for the storage of feed.

4.2.7. Contractor shall provide a turn out area made of pipe or other horse safe material that is free of debris, loose wire/rope, insects, or other objects that would cause entanglement, entrapment, and/or injury to the horses.

4.2.8. Contractor shall ensure the stalls, round pen, and turn out area are level and have adequate footing for the horses.

4.2.9. Contractor shall ensure there is adequate water runoff for the stall(s), round pen(s), and turnout areas in order to mitigate standing water from rain-storms or broken water lines.

4.2.10. Barbed Wire fencing shall not be allowed as a fencing source for the horses.

4.2.11. Contractor shall provide an arena, at a minimum of 100’x200’, for trainings.

Contractor shall maintain or provide equipment for agents to use to maintain the arena.

Contractor shall have a dust control system, for example water truck or sprinkler system.

4.3 Access and Availability

4.3.1. Contractor shall maintain a secure facility.

4.3.2. Contractor shall ensure that the Border Patrol has unrestricted access to the facility.

4.3.3. Contractor shall provide a contact number for emergencies.

5. SPECIFIC TASKS

The contractor shall complete the following tasks as required to comply with this SOW.

5.1 Care of Horses

5.1.1. Contractor shall feed horses twice daily at a minimum. Upon directions by the Supervisory Border Patrol Agent (SBPA) or the Horse Patrol Instructor, additional feedings may be required.

5.1.2. Contractor shall feed horses in accordance with the directions of the SBPA, Horse

Patrol Instructor, or COR.

5.1.3. Contractor shall feed supplements and minerals as directed by the SBPA or Horse

Patrol Instructor.

5.1.4. Contractor shall acknowledge that feeding times and amounts are subject to change according to the needs of the unit.

5.1.5. Contractor shall treat and/or clean minor abrasions and injuries as needed based on the guidelines determined by the SBPA or Horse Patrol Instructor.

5.1.6. Contractor shall administer minor medications, as well as maintenance medications (i.e.

fly spray, hoof dressing) as directed by the SBPA or Horse Patrol Instructor.

5.1.7. Contractor shall move horses between stalls and exercise areas (turnouts) as directed by the SBPA or Horse Patrol Instructor.

5.1.8. Contractor shall notify the SBPA or Horse Patrol Instructor of any health or behavioral issues with the horses.

5.2 Maintenance

5.2.1. Contractor shall clean and maintain the corral area and stalls daily.

o Manure shall be removed from the stalls daily.

o Feed bins shall be cleaned of debris daily.

o Water troughs shall be filled daily and cleaned as needed.

o Trash shall be removed from the corral area and stalls daily.

o The contractor shall fill holes in the corral and stall area to maintain a level and safe area for the horses. They may be required to spread sand in the stalls as directed.

5.2.2. Contractor shall clean and monitor horse trailers.

o Manure shall be removed daily.

o Rubber mats shall be removed and cleaned once a month.

o Boards shall be cleaned and examined once a month. Contractor needs to notify the SBPA or Horse Patrol Instructor of any deficiencies to the boards.

5.2.3. Contractor shall be responsible for the disposal of the manure.

5.2.4. Contractor shall maintain the general common area, alley ways, hay barn, and feed storage areas to an acceptable standard and provide a safe and clean environment for the horses.

6. DELIVERABLES AND DELIVERY SCHEDULE

6.1. The Contractor shall be available to accept all feed deliveries and coordinate deliveries if necessary.

6.2. Contractor shall maintain a log for each horse.

o Contractor shall log any medication given to the horse.

o Contractor shall log any behavioral problems of the horse.

o Contractor shall log all prescribed services and activities.

o Contractor shall immediately report any abnormalities to the SBPA, Horse

Patrol Instructor, or Horse Patrol Agent.

6.3. Contractor shall maintain a daily maintenance log for the facility to include work performed and any problems encountered.

7. GOVERNMENT-FURNISHED EQUIPMENT AND INFORMATION

7.1. The Government will supply grains, hay, grooming supplies and miscellaneous vet supplies for U.S. Border Patrol boarded horses.

8. PLACE OF PERFORMANCE

Contractor Facility

9. PERIOD OF PERFORMANCE

The Period of Performance (POP) shall be one base period and four (4), one-year option periods.

• Base Period: 8/28/2026 – 8/27/2027

• Option Period 1: 8/28/2027 – 8/27/2028

• Option Period 2: 8/28/2028 - 8/27/2029

• Option Period 3: 8/28/2029 – 8/27/2030

• Option Period 4: 8/28/2030 – 8/27/2031

10. SPECIAL REQUIREMENTS

10.1. The contractor shall request and receive prior approval for any person(s) other than the qualifying contractor to access the facility and provide the required services.

10.2. Contractor is responsible for their travel and/or that of their personnel to and from the facility.

11. SECURITY

11.1 There are no specific security classification level requirements associated with this procurement action. Information is deemed unclassified.

12. CHANGES TO THE SOW:

12.1. No changes to this SOW or cost increases shall be incurred without written prior approval of the

Contracting Officer (CO). Any changes or cost increases shall not take effect until the CO executes a written modification. The CO is the only individual with authority to amend a contract.

13. POINTS OF CONTACT

13.1. All contract questions and concerns shall be directed to the point of contact as designated below. The Contracting Officer is the only individual with the authority to amend this contract.
