About this file
This is a Statement of Work (SOW) for the relocation and installation of two large walk-in freezer/cooler units at the USDA Agricultural Research Service (ARS) Central Crops Research Station in Clayton, North Carolina. The contractor must relocate two existing Polar King refrigeration units (a 16 ft × 40 ft unit weighing approximately 16,000 lbs and an 8 ft × 12 ft unit weighing approximately 6,000 lbs) from temporary locations to newly constructed concrete slabs approximately 100 yards away, and provide all permanent electrical infrastructure necessary for their operation. The larger unit must be installed on the larger pad with doors facing south and east; the smaller unit must be installed on the smaller pad with the door facing east. A 210-ton crane will be required for the relocation due to equipment weight and size.
The contractor must furnish all labor, materials, equipment, and supervision to complete equipment relocation and electrical installation work, which must comply with the National Electrical Code (NEC), OSHA standards, local/state building codes, and USDA-ARS safety standards. All electrical work must be performed by licensed electricians, with each cooler receiving a dedicated circuit and lockable disconnect mounted on the top of each unit near the compressor. The contractor is responsible for obtaining all required permits, licenses, and inspections at its own expense; submitting written specifications and material data sheets for approval; scheduling utility outages with 24-hour advance notice; maintaining a clean work area with daily debris management; and removing all construction materials from the site. Work hours are Monday through Friday, 8:00 A.M. to 5:00 P.M., with project completion required within 120 days of contract award. The contractor must provide a one-year labor and materials warranty with no dollar limit, submit a Site-Specific Safety Plan within 14 days of award, and coordinate all work with the onsite contact, Matthew Krakowsky at (919) 418-2308, and the Administrative Officer, Natasha Ducey at (843) 669-5203 ext. 104.

For the work covered in this Statement of work, the Contractor shall furnish all labor, materials, and supplies to install permanent electrical infrastructure to support two refrigeration coolers at the USDA‑ARS Central Crops Research Station. The coolers are already on site and currently positioned in a temporary location.
They must be relocated to their designated permanent placement on the newly constructed concrete slabs at USDA‑ARS – Central Crops Research Station 13223 US Business 70 West Clayton, NC 27520‑2128
All work must comply with applicable federal, state, and local electrical codes.
All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.
Contractor is responsible for inspecting the site and for determining the exact dimensions of the project. All dimensions provided in this document are approximate. Contractor is expected to participate in a site visit to view firsthand the details and complexities involved with the renovation described in this SOW (see Site Visit section below).
Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit written specifications for all materials and supplies to be used and included in the bid.
Contractor shall notify and schedule utility outages at least 24 hours in advance.
During work, contractor shall maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. Contractor shall secure all openings from weather intrusion during the demolition and installation work. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas. The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.
Scope of Work
The two coolers are already on site in a temporary location. The larger unit weighs approximately 16,000 lbs., and the smaller unit weighs approximately 6,000 lbs. USDA‑ARS has completed two new concrete slabs intended for their permanent placement. The contractor shall relocate the coolers to the new slabs, and provide all electrical infrastructure required for permanent installation. The permanent slabs are approximately 100 yards from the temporary location. Due to the size and weight of the units, it is anticipated that a 210‑ton crane will be required to safely lift and move the coolers. Prior to relocation, the contractor shall install all electrical service necessary to power the units in their permanent location. Both units must be fully operational for the project to be considered complete.
The contractor shall provide all labor, equipment, tools, materials, and supervision necessary to complete the following tasks.
Equipment Relocation
• Relocate the cooler units from the temporary location to the new concrete slab using a crane with adequate lifting capacity and reach.
• Unit specifications:
o Unit 1: Polar King H1640 is 16 ft × 40 ft, approx. 16,000 lbs, to be moved approx. 100 yards.
Install on the larger pad with doors facing south and east.
o Unit 2: Polar King H814 is 8 ft × 12 ft, approx. 6,000 lbs, to be moved approx. 100 yards.
Install on the smaller pad with the door facing east.
• Ensure all equipment is transported and positioned safely without damage.
• Position units according to manufacturer specifications and direction from ARS staff.
• Coordinate with ARS staff to safely disconnect the coolers from their temporary electrical source.
Electrical Installation
Install dedicated electrical service at the concrete slab location to meet the operational requirements of both freezer/cooler units.
o Exact electrical connection points to be confirmed during the site visit unless already known.
• Ensure installation complies with NEC, OSHA, local/state building codes, and USDA‑ARS safety standards.
• All electrical work must be performed by licensed electricians.
• Contractor must review equipment specifications provided by ARS to confirm voltage, phase, and amperage requirements.
• Each cooler must have a dedicated circuit and lockable disconnect.
• These units do not require outlets. Both freezer/cooler units are direct‑wired systems with a disconnect mounted on the top of each unit near the compressor on the end opposite the door (west side of each pad). The contractor shall route conduit and wiring to these disconnect locations and ensure all connections meet manufacturer specifications and applicable electrical codes.
• Test electrical service to confirm proper voltage, grounding, and load capacity.
• Furnish and install all electrical components required for permanent operation, including:
o New circuits sized per manufacturer specifications o Conduit, wiring, breakers, and disconnects o Any required panel or transformer upgrades
• Provide final electrical tie‑ins once the coolers are positioned.
• Test and verify proper operation of all electrical systems.
Final Setup
• Connect both units to the newly installed electrical service and verify proper operation.
• Ensure units are level, stable, and secured according to manufacturer guidelines.
• Freezer/cooler units fully relocated and positioned on the concrete slab.
• Installed and operational electrical service meeting all code and safety requirements.
• Documentation of electrical testing and compliance.
• Confirmation of successful startup and operation of both units.
Inspections and Completion:
1. Upon completion of the project, contractor shall ensure proper performance and shall demonstrate the required performance to the Location Monitor (LM) and/or other owner representatives.
2. In addition to the 10 year warranty on the generator, the contractor shall issue at least a one year, labor and materials, no dollar limit warranty to cover all work done under this contract.
