Statement of Work:

As a part of the solicitation response for this requirement, the Contractor shall furnish a detailed cost proposal, specifications of proposed materials/equipment and three reference projects of similar scope which the contractor has completed in the last 5 years with contact info for each project. For the work covered in this Statement of work, the Contractor shall furnish all labor, materials, and supplies to provide backup generator and liquid propane supply installation and connection to existing seed storage system located at USDA, Clemson, Pee Dee REC, 2200 Pocket Road, Florence, SC 29506.

All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

Contractor is responsible for inspecting the site and for determining the exact dimensions of the project. All dimensions provided in this document are approximate. Contractor is expected to participate in a site visit to view firsthand the details and complexities involved with the renovation described in this SOW (see Site Visit section below).

Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit written specifications for all materials and supplies to be used and included in the bid.

Contractor shall notify and schedule utility outages at least 24 hours in advance.

During work, contractor shall maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. Contractor shall secure all openings from weather intrusion during the demolition and installation work. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas. The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.

Backup Generator System: Contractor shall provide/install connection to existing seed storage system (2 16’ x 20’ walk-in units and planned freezer area). This work shall include installation of a 60 kw generator (liquid propane) bolted to a 6” formed and poured concrete pad (to be installed by Contractor). The generator shall have at least a 10-year warranty. The system should also include 2 automatic transfer switches, a 200 amp load center, power and control wiring, and battery. The contractor shall install a 500 gallon tank and piping that includes primary regulator, second stage regulator, and all required piping.

Inspections and Completion:

1. Upon completion of the project, contractor shall ensure proper performance and shall demonstrate the required performance to the Location Monitor (LM) and/or other owner representatives.

2. In addition to the 10 year warranty on the generator, the contractor shall issue at least a one year, labor and materials, no dollar limit warranty to cover all work done under this contract.

3. Contractor shall remove all excess materials, debris, and equipment from the site.

4. Upon completion of all project requirements and inspections, the COR/LM shall approve payment.

Site Visit:

Bidders are expected to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. The scheduled site visit date/time will be posted with the solicitation. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be obtained through: www.sam.gov

Utilization of Bio-Based Products:

As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C.

8102(c) (3)), the Offeror certifies, by signing this offer, that bio-based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio-based products that are not purchased by the Offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.

The contractor shall utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer (CO). Products can be found at: https://www.biopreferred.gov

Recycling:

Contractor shall make best effort to recycle any construction debris created during the contract.

Safety:

The contractor will submit a Site-Specific Safety Plan (SSSP)/Accident Prevention Plan (APP) in industry recognizable format to the Contracting Officer within 14 days of contract award for Government review and approval. The plan shall be approved prior to beginning any construction activities.

Detailed Bid:

Contractor shall provide a detailed bid which includes break-down costs of all materials, labor, and equipment to fully and successfully complete the Statement of Work described in this document. Contractor shall provide a https://www.biopreferred.gov/ separate document containing detailed specifications and data sheets for all proposed materials and a project work plan with estimated timelines.

Contractor Responsibility:

1. Contractor will verify all dimensions and existing site conditions prior to beginning work.

2. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.

3. Contractor is required to manage the project and consult with the Government prior to beginning all work phases and to work in a manner that minimizes the impact of the work on Government operations, research, and functions.

4. Contractor will provide daily reports of work performed to the COR/LM.

5. Contractor shall remove and dispose of all construction related materials from all work areas daily and remove these waste materials from the site on a weekly basis.

6. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.

7. Contractor must always have a superintendent onsite when work is occurring on this project.

8. Contactor will provide their own restroom facility.

Material / Submittals:

Submittals of all material and equipment, including shop drawings and specifications, used on this project shall be submitted to the Contracting Officer for approval prior to work.

Installation Procedure:

Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work within working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for always protecting his work and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.

Damage to Property:

Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government at contractor’s own expense.

Inspection and Acceptance:

A government representative shall inspect and approve the work performed on this project. The Contractor shall coordinate final inspection with the COR/Location Monitor.

Project Schedule:

The completion of this project shall not exceed 120 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.

Work Hours:

Contractor work hours shall be Monday through Friday, eight (8) A.M. to five (5) P.M. with the exception of Government holidays. Should it be necessary to schedule work outside of these hours, contractor shall arrange for access to the work area with the LM at the site at least two days prior.

Site Access During Covid-19 Recovery:

Contractor shall follow all Covid federal and local protocols that may be in place at the site.
