About this file
This Statement of Work (SOW) details a contract for designing and installing a Passive Integrated Transponder (PIT) tag scanner system to monitor endangered razorback sucker fish at the Imperial Ponds Conservation Area on the Imperial National Wildlife Refuge. The project involves creating six submersible PIT antennae arrays, two communications boxes with tag readers, radio transmitters for inter-scanner communication, and a cellular modem to transmit data to Biomark's website. The contractor will be responsible for system design, procurement, assembly, installation, and providing a one-year web portal subscription for data access.
The project is part of the Lower Colorado River Multi Species Conservation Program (LCR MSCP) Habitat Conservation Plan, aimed at complying with the Endangered Species Act and National Environmental Policy Act. The period of performance is 365 days after contract award, with an initial site visit and kickoff meeting scheduled within 30 days of award. The contractor must obtain a special use permit from Imperial National Wildlife Refuge and coordinate closely with Reclamation and US Fish and Wildlife Service staff. Reclamation will support certain infrastructure needs like trenching and conduit placement if required.

Imperial Ponds Conservation Area PIT Scanner Array
Statement of Work
Background
Reclamation seeks a contractor to design and install a passive integrated transponder (PIT) tag scanner system to monitor endangered razorback sucker (fish) at a site, consisting of six constructed backwater ponds on Imperial National Wildlife Refuge
(INWR).
The Imperial Ponds Conservation Area (IPCA) is a 134 site, on the Imperial National Wildlife Refuge, which is cooperatively managed by US Fish and Wildlife Service USFWS and Reclamation, in fulfilment of conservation measures described in the Lower Colorado River Multi Species Conservation Program (LCR MSCP) Habitat Conservation Plan (HCP). These conservation measures are required to ensure compliance with the Endangered Species Act (ESA) and National Environmental Policy Act (NEPA).
In 2006, the LCR MSCP and USFWS signed a Land Use Agreement to establish ponds, marsh, and cottonwood-willow habitats on the IPCA. The six backwaters, totaling 80 acres, were constructed in FY06. Since construction of the ponds in FY2006, Reclamation, through the LCR MSCP, has completed fisheries management and monitoring activities maintain populations of endangered razorback sucker and bonytail (LCR MSCP covered species) in the ponds, and monitored their population levels. This monitoring includes a variety of sampling techniques, including trammel net surveys, hoop nets, and deploying passive integrated transponder (PIT) antennae arrays. As technology has improved, the use of PIT antennae arrays to conduct continual monitoring has allowed biologists to generate fish population estimates, with a high degree of statistical confidence, while reducing the labor costs required to do so.
Scope of Work
A contractor is needed to design, fabricate, and install a system of stationary tag readers for Imperial Ponds. The system would include one submersible PIT antennae array for each of the six (6) ponds. Two communications boxes would be installed, which include the tag readers inside of the boxes. The boxes would be attached to the submersible PIT scanners by cable. The two scanners would be connected to radio transmitters, allowing them to communicate with each other. One of the boxes would
140R3025Q0084 include a cellular modem, which would then transmit the data to a server. The data would be uploaded and housed on Biomark’s website, and Reclamation would be granted a subscription for one year (1-year) period, to view and download the data, after which time, a subscription renewal would be required.
The period of performance is 365 Days ARO
The photos below display two potential options for placement of the equipment.
Task 1: Initial Site Visit
An initial site visit and kick off meeting will be scheduled within 30 days of contract award. During this site visit, the contractor will meet with Reclamation and USFWS staff to determine locations for all equipment and discuss site access procedures and site preparation needs.
Within 7 days of the initial site visit, the contractor will submit a schedule to Reclamation for completion of the requirements of the contract.
Task 2: Design & Assemble System
The contractor will design the PIT scanner system, procure all materials, and assemble the system at INWR. The contractor must obtain a special use permit from INWR and notify Reclamation and INWR of the dates they will be working on the refuge. It is imperative that notice is provided in advance of each site visit. Site access will be discussed at the kickoff meeting.
For this system, we assume that a cellular modem would be sufficient to transmit the data from the site. The site is flat, so it is assumed that line of site radio communication could tether the two stations together, requiring just a single cellular modem. 12-volt power is available at each of the ponds, so it is assumed that the system will operate off of 12-volt power. It is assumed that the contractor would be responsible for all aspects of designing the system, installing the system, testing, troubleshooting, and hosting the data management/web portal. If excavation and placement of conduit is required to bring cable across access roads, Reclamation would be responsible for trenching, placing conduit, and backfilling. If other construction activities are required, Reclamation would be responsible for those activities.
Task 2: Web Portal Subscription
The contractor will provide 1 year (12 months) access to a secure web portal to view and download PIT tag data and facilitate user access for Reclamation approved users.
Security Needs
The contractor will be required to obtain a special use permit directly from INWR, following contract award.
