Boiler Testing, Inspection, and Repair Services

Statement of Work

1.0 Scope:

A. The Contractor shall provide all personnel, supervision, professional expertise, licenses, vehicles, tools, materials, services, equipment, and quality control to perform semi-annual inspection, testing, certification, and repairs of the steam generation and hydronic boilers at the Cheyenne VA Medical Center (VAMC), located at 2360 E Pershing Blvd, Building 13, Cheyenne, WY 82001. Work shall include inspection, safety device testing, tuning, reporting findings, repairs, and reviewing VA records. Work will be performed at six-month intervals to maintain operation of each site’s boilers.

B. The contractor shall provide emergency and scheduled repairs and inspections of the boilers, related vessels / pressure vessels, and distribution systems. If repairs are required, they shall be coordinated with the Contracting Officer Representative (COR) prior to initiating work. Itemized pricing for repairs shall be provided to the Contracting Officer (CO) prior to initiating work. All pricing for repairs shall be in accordance with (IAW) standard commercial pricing or published price lists. All pricing for repairs shall be determined fair and reasonable and approved by the CO prior to initiating work. Required repairs will be incorporated into the contract by modification. As applicable, certain requests will require reports provided to be in accordance with Directive 1810. After hours and weekend work may be required to complete certain tasks.

C. The Contractor shall test all steam plant safety devices annually to provide a third-party review per VA Directive 1810 and provide a written report of findings.

D. The Contractor shall test four boilers and associated plant devices and provide a report of findings.

E. The Contractor shall perform no additional work without the prior written authorization of the Contracting Officer. Any additional work, which may be performed by the Contractor without this approval, will be performed by the Contractor at no additional cost to the government.

2.0 Technician Qualifications:

A. Technicians shall demonstrate familiarity with and ready access to the current versions of the following references:

1. NFPA 85, Boiler and Combustion Systems Hazards Code, Latest Edition.

2. ASME Boiler and Pressure Vessel Code, Latest Edition.

3. VHA Boiler Plant Safety Device Testing Manual, 8th Edition, February 2024.

4. VHA Boiler and Boiler Plant Directive 1810, January 4, 2023.

5. NFPA 70E Standard for Electrical Safety in the Workplace, Latest Edition.

B. Technicians shall be equipped with portable electronic flue gas analyzers and other test instruments necessary for the required tests and calibrations, all calibrated within one month of the site visits. At facilities with programmable digital controls, the technicians shall be capable of programming the controls and have the appropriate hardware and software for this.

3.0 Inspection, Testing and Calibration Requirements:

A. The Contractor shall perform inspection, tuning, testing, calibrating, and adjustments of burners and boiler and boiler plant controls as specified below. This shall be done every six months in accordance with the schedule provided by VAMC. VAMC may extend the schedule for burners in limited service.

B. Instrumentation, monitoring, and data management systems as listed below shall be calibrated every six months.

C. Provide at least two weeks of notice to the COR prior to performing the work. Work cannot be scheduled during heavy steam load periods. Only one boiler at a time can be out of service for the inspection, testing and calibration procedures. Work shall be conducted when the COR or his/her designate is available on site to monitor the work.

D. The inspections, testing and calibrations shall comply with:

1. The recommendations and requirements of VHA Boiler and Associated Plant

Safety Device Testing Manual, 8th Edition.

2. The written recommendations of the equipment manufacturers.

3. The requirements and recommendations of NFPA 85 Boiler and Combustion

Systems Hazards Code including applicable appendices.

4. Burner performance requirements in this document.

E. A summary of the work is as follows:

1. Review boiler plant log sheets and alarm and trouble reports.

2. Review records that show combustion performance (flue gas oxygen and carbon monoxide).

3. Perform overall visual inspection of systems. Verify that systems comply with referenced codes and VAMC requirements stated in this contract.

4. Test and record the operation and set points of all burner/boiler safety interlock devices. Refer to list below. Verify that the set points and operating points are within approximately 20% of normal operating parameters. Adjust as necessary and record the new settings. The operation of a device shall result in burner shutdown and/or proper alarm operation.

5. Tune boilers on natural gas and fuel oil from low fire to high fire and back to low fire in at least thirteen increments and record combustion performance (flue gas oxygen, carbon monoxide, NOx where applicable), fuel train pressures, atomizing train pressures, burner pressures, stack temperatures, boiler steam output. Reports shall be issued to the COR following the tuning.

6. Compare the combustion performance data with VAMC requirements (see below) and previous readings. If necessary, adjust the fuel flow and combustion air controllers, control valves and dampers to obtain the required performance.

Record the new performance data.

7. Verify accuracy of instrumentation listed below. Verify that all devices are properly selected for the application in terms of type, size, set point range, performance, code approval. Calibrate all instruments that are not within manufacturer’s specifications for accuracy.

8. Immediately inform COR of any recommended repairs and perform required repairs upon approval of the CO.

F. List of interlocks and safety devices to be inspected and tested on each boiler/burner

(note, some are only applicable to steam boilers and will not be applicable to hot water boilers):

G. Required burner performance (natural gas and fuel oil):

1. Turndown (ratio of maximum and minimum firing rates): 10/1 8/1 5/1 4/1 (Refer to original burner specification).

2. Achieve, but do not exceed, boiler maximum steam flow output rating. Measure fuel input at minimum and maximum firing rates.

3. Maximum carbon monoxide: 200 parts per million (ppm)

4. Maximum NOx: _____ (Refer to original burner specification).

5. Flue gas oxygen: 2.5 – 4.2% (Up to 5.2% at loads below 40% of maximum steam output; no upper limit at minimum firing rate; oxygen can be one percentage point higher on oil firing on single-point positioning systems).

6. Flue gas oxygen (low excess air burners): 1.0 – 2.0% (Up to 2.5% at loads below 40% of maximum steam output; no upper limit at minimum firing rate; oxygen can be one percentage point higher on oil firing on single point positioning systems).

7. No visible smoke, except on heavy oil fuel maximum opacity is 20%. Comply with local emissions regulations.

8. The Contractor shall provide a copy of the plant permit and references for the plant.

9. Flames shall be stable with no pulsations, shall be retained near burners, no blowoff or flashbacks, no constant flame impingement on refractory or waterwalls.

H. List of instrumentation and controls to be inspected and calibrated:

1. Steam flow transmitters (all).

2. Steam flow recorders/computer readout.

3. Flue gas oxygen sampling, analyzing and recorder/computer readout.

4. Boiler and economizer stack temperature transmitters and recorder/computer readout.

5. Master steam pressure and combustion controllers.

6. Boiler outlet draft controllers.

7. Boiler water level controllers.

8. Feedwater deaerator and condensate storage tank water level controllers including overflow.

9. All pressure and temperature sensors and transmitters.

10. All signal processing and readout devices.

4.0 Report Requirements:

A. The Contractor shall provide complete written reports of the inspections fully describing all tests performed, all findings, and recommendations.

B. The Contractor shall furnish reports within two weeks of each facility inspection in “Microsoft Word” or PDF format by email to the COR and to the VA Headquarters office designated by the COR. Provide hard copies of data sheets and flue gas analyzer “strip” printouts to the COR within two weeks of visit.

C. The Contractor shall immediately report all safety-related deficiencies to the COR during the inspection visit and include the deficiencies as part of the written report.

5.0 Service Hours and Federal Holidays:

A. Normal hours of coverage are Monday through Friday from 7:30 am to 4:30 pm, excluding holidays. All work shall be performed during normal hours of coverage unless otherwise requested or approved by the COR or their designee.

B. All contract work shall be on a date and time mutually agreed upon between the Contractor and the COR.

6.0 Equipment List:

A. Work shall be performed at Cheyenne VAMC, 2360 E Pershing Blvd, Building 13, Cheyenne, WY 82001.

B. The following boilers shall be tested, inspected, and repaired: Please note that there are plans to replace one of the hot water boilers that is no longer in service.

7.0 Project Management:

A. The Contractor shall appoint an Onsite Supervisor who will be the single point of contact between the Contractor and the Government. The Onsite Supervisor shall provide management briefings, as required. The onsite supervisor or designee shall be available when contract work is in progress to receive notices, reports, or requests from the COR.

B. The Onsite Supervisor shall be designated by the Contractor in writing to the COR prior to initiating work.
