About this file
This Statement of Work (SOW) details a maintenance service contract for 14 Leica Microsystems imaging platforms used by the Laboratory of Immune System Biology (LISB) at the National Institute of Allergy and Infectious Diseases (NIAID). The contract covers SP8, SP8 DIVE, Thunder, and Stellaris microscope models, with a base period from May 1, 2025 to March 31, 2026 and four potential one-year option periods through March 31, 2030. Key service requirements include unlimited service visits by manufacturer-trained engineers, replacement parts coverage, one annual preventive maintenance inspection, 24-hour priority response time, software updates, and support during normal business hours.
The solicitation (RFQ-NIAID-25-2247744) is a competitive procurement using simplified acquisition procedures for commercial items, with quotes due by 3:00 PM EST on April 24, 2025. NIAID will evaluate quotes based on technical acceptability, past performance, and price, with the goal of selecting the best value vendor. The contract will be awarded as a firm fixed-price purchase order, and is not set aside for small businesses. The North American Industry Classification System (NAICS) code is 811210 with a small business size standard of $34 million. Quotes must be submitted via email to the contract specialist and include detailed technical capabilities, support terms, pricing, and OEM certification documentation.

STATEMENT OF WORK (SOW)
TITLE: SERVICE CONTRACT FOR LEICA IMAGING PLATFORMS FOR THE
LABORATORY OF IMMUNE SYSTEM BIOLOGY (LISB)
April 10, 2025
1.0 INTRODUCTION/OVERVIEW
The U.S. Department of Health and Human Services (HHS), National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID) conducts and supports applied research to better understand, treat and ultimately prevent infectious, immunologic, and allergic diseases. NIAID has a unique mandate, which requires the Institute to respond to emerging public health threats. One of the major program areas within NIAID is the Division of Intramural Research (DIR). DIR’s mission is to make scientific discoveries that promote the development of new vaccines, diagnostics, and therapeutics that improve human health. DIR’s research goals encompass expanding knowledge of normal immune system components and functions, defining mechanisms responsible for abnormal immune function (immunodeficiency, allergy, and autoimmunity), understanding the biology of infectious agents (viruses, bacteria, fungi, and parasites) and the host response to infection, as well as developing strategies to prevent and treat immunologic, allergic, and infectious diseases.
2.0 BACKGROUND INFORMATION
Of the 16 laboratories in DIR, the Laboratory of Immune System Biology (LISB) conducts research in fundamental and applied aspects of immunology. The major research activities of LISB are focused on the basic genetics, molecular biology, and cell biology of the immune system, as well as on human diseases informed by these more basic studies. A key aspect of LISB’s research is the development and application of systems and quantitative approaches to dissect how the molecules, cells, and commensals studied by LISB investigators together shape emergent immune system behavior. To do so, LISB along with the Center for Advanced Tissue Imaging (CAT-I) focus on high-tech imaging analysis and advanced microscopy techniques.
LISB has multiple high-end platforms already in use for imaging various samples and therefore, a service contract is needed for various equipment to augment those capabilities by providing support upstream of imaging and servicing. Since they are so widely used, services described in this SOW are needed for LISB’s microscopy equipment to ensure the optimal condition of and successful continuous operation of instruments without failure. Without a service contract that includes a preventive maintenance visit and prompt service to remedy downtime, there would be detrimental impacts to the research work of LISB’s investigators.
3.0 OBJECTIVE
The objective of this SOW is to procure a base plus four (4) option periods contract for maintenance services for 14 instruments manufactured by Leica Microsystems that include the SP8, SP8 DIVE, and Thunder microscopes that are used for high-tech imaging analysis and advanced microscopy techniques in CAT-I and LISB. These services are necessary to ensure the microscopy and imaging equipment are in optimal condition to ensure the successful, continuous operation of the instrumentation without failure as the instruments are widely used by investigators. The instrument models consist of the following:
