STATEMENT OF WORK

Debris cleanup at Multiple Locations

PMIS: 244622–Debris Cleanup at VIERS (VI Environmental Resource Station)

PMIS: 251140 – Debris Removal from (3) Mid-Century Housing Units

1.0 Section 1: Introduction

1.1 Overview:

This document is a Statement of Work (SOW) for the National Park Service (NPS). The purpose of the SOW is to describe services associated with the cleanup of storm debris at the Virgin Islands Environmental Research Station (VIERS), and three Mid-Century Houses on Saint John, USVI.

The contractor shall exercise management and operational control over and retain full responsibility for requirements as set forth in this SOW. The Government shall not exercise any supervision or control over sub-contractor(s) performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

Offerors are encouraged to propose process improvements and industry best practices in their proposals.

1.2 Site History:

Virgin Islands National Park is more than just beautiful beaches. Hike to plantation ruins to learn about a time when sugar dominated the island. Visit the ancient petroglyphs carved by the Taino Indians. Come snorkel the coral reefs to discover hidden marine life. Two-thirds of the island of St. John is national park, making it a unique destination for visitors from around the world.

1.3 Project Background:

Hurricane Irma and Maria became the 9th and 13th Named Storms of the 2017 Hurricane Season.

The hurricanes made landfall in Saint John in Aug and September 2017, causing significant damage throughout the park.

This project will:

• Cleanout all debris lying about the area or that has been removed from the buildings

• Cut up and remove vegetative debris

• Remove remaining debris from the three houses.

• NO BUILDINGS, OR PARTS OF BUILDINGS WILL BE DEMOLISHED AS PART OF THIS

PROJECT.

1.4 Description of stakeholders and customers:

This project will be managed by a Project Manager (PM) from the NPS South Atlantic Gulf Regional Office in Atlanta, Georgia representing VIIS. The General Contractor will be responsible for all aspects of the project, from design, construction, safety, and completion. The park superintendent and staff are the project’s primary stakeholders for this work. The park will remain open to visitors while the work of this contract is executed, and the contractor shall state in his proposal how he intends to provide visitor access during construction. Visitors are the park’s primary customers. Occasional contact with visitors by the contractor is not likely. As all resources and operations of the NPS are ultimately paid for by the U.S taxpayer, any visitors that the contractor comes into contact with while accomplishing this work should be considered a customer and be accorded all reasonable courtesy.

2.0 Section 2: Scope of Work

2.1 Objectives of the Project:

The primary objectives of the project are:

• Pre-proposal site visit is strongly encouraged. If desired, coordinate with the Contracting Officer. There is a locked gate to the facility, coordination will need to be made at least 72 hours in advance.

• Review photos and information provided

• Complete all work as specified below

Specifically, the contractor is expected to meet the following objectives:

• Pre-Construction Meeting is required. This meeting will be coordinated by the

Contracting Officer.

• VIERS (Virgin Islands Environmental Resource Station)

• Site clean-up Trash/Manmade Debris:

o Remove and dispose of all Manmade debris from the VIERS Grounds larger than a golf ball.

o There is a large pile in the main courtyard – NPS Estimates this pile at approximately 90 CY, consisting of mattresses, building components and items left behind prior to storm o Other debris scattered around the area – NPS Estimates debris scattered about to be approximately 70 CY.

o See Map in Attachment B for limit of work – Debris to be cleaned within these limits o NO BUILDINGS, OR PARTS OF BUILDINGS WILL BE DEMOLISHED AS PART OF

THIS PROJECT.

• Cut and clear all brush/vegetation 3” in diameter or less, to a distance of 15’ from all existing structures.

o Vegetation to be cut at grade o No stump grinding or other ground disturbing activity will occur o The VIIS NP Resource Management Team will mark any vegetation that is not to be disturbed prior to the issuance of the Notice to Proceed (NTP).

• Vegetative debris shall be removed from the site and disposed of per USVI Regulations

• Housing Cleanup o Island Fancy – Lat: 18°21'41.91"N, Long: 64°44'34.49"W Remove remaining debris approximately 7 CY Absolutely no stonework will be demolished or removed from the site.

o Lameshur House – Lat: 18°19'18.82"N, Long: 64°43'34.45"W

Remove remaining Debris approximately 5 CY NOTE: Access to Lameshur house is via a rough gravel road.

Absolutely no stonework will be demolished or removed from the site.

o Lilly Maho – Next door to Island Fancy, See Attachment B

Remove remaining Debris approximately 7 CY Absolutely no stonework will be demolished or removed from the site.

• General Notes

• Contractor pickup, remove and dispose of all debris/trash in a legal manner per USVI

Regulations

• All debris/trash/appliances become the property of the contractor for final legal disposal.

• There is no known Hazardous Materials (HazMat) at the sites, if any suspected HazMat is discovered, notify the Contracting Officer immediately

• Power is believed to be disconnected, Contractor shall be responsible to verify and coordinate with the power utility company for power disconnection, if desired.

• Contractor shall be solely responsible for marking or shutting off all public Utilities. Park will work with the contractor to mark any park owned utility lines.

• Prepare and submit all required quality assurance reporting documentation in a timely manner.

• Accomplish all activities within the established contract time limits

• Site to be left clean and orderly at the end of each day.

• Demobilize from the site. Remove all debris and equipment from the worksite.

Rehabilitate all areas affected by the work to match existing conditions.

• Close Project. Complete all administrative requirements necessary to close project within 2 weeks of final acceptance of site work.

The location of the work is shown in SOW Attachment B.

2.2 Contractor Responsibilities:

2.2.1 Personnel and Equipment:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and services necessary to perform the work as defined in this SOW except for those items specified as government furnished property and services.

Marking or, and coordination with Utilities is sole responsibility of the contractor. Park will work with contractor on any park owned utility lines. All pictures, measurements, quantities, etc.

listed in this SOW are for reference only. Contractor shall be solely responsible for verifying all existing conditions, measurements, quantities, etc.

2.2.2 Documentation:

The contractor shall be responsible for the documentation of all efforts to include required plans and statement of final proper disposal.

2.3 Work Location:

The work will be performed at the Virgin Islands National Park, St. John, Virgin Islands Environmental Research Station. VIERS is located on the Southeast portion of Saint John. The road to VIERS is very rough, 4x4 or High Clearance Vehicle is recommended. The location is remote, there are no refreshment or food facilities available. Contractor should bring any water or snacks as needed for personnel.

Housing sites are located at two different locations throughout the park. See aerial photo in Attachment B.

2.4 Scope of Work:

The Contractor will execute the work in coordination with the NPS as described in Section 2.1 and other sections of this Statement of Work.

2.4.1 Materials Quality:

NA

2.4.2 Aesthetic Quality:

The NPS requires that all work areas to be left clean and generally free of all debris greater than a golf ball in size.

2.5 Period of Performance:

The period of performance shall be 90 days from issuance of a notice to proceed by the NPS Contracting Officer.

2.6 Required Plans and Submittals:

2.6.1 Quality Control Plan (QCP):

The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

The QCP is to be delivered to the COR in accordance with the submittal register provided in Attachment A. After acceptance of the quality control plan, the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system. A revised copy of the QCP shall be submitted to the COR within 5 working days when changes are made thereafter.

2.6.2 Safety/Accident Reporting Plan/Spill Plan

The contractor shall develop a Safety/Accident Reporting Plan to cover the following:

Prior to a Notice to Proceed order is issued, the Contractor shall submit and receive approval on a site-specific Safety Plan.

The contractor and their employees will comply with all Occupational Safety and Health Administration (OSHA) standards at all times.

The contractor is responsible to safeguarding the project site as work is being performed. Appropriate signs, warning devices, and barriers shall be used as appropriate to protect the public, government and contractor employees.

The Contractor shall ensure that all reasonable precautions are taken to protect the public in the areas where work is being performed.

The Contractor shall immediately report to the Contracting Officer Representative (COR) any potential hazards found by his employees on the project.

The Contractor shall not allow any persons, except employees, into work areas that are not otherwise open to the public; nor shall the Contractor transport in Contractor work vehicles any persons, except employees, during times the Contractor is on the project performing work under this contract.

All reportable accidents, which are those resulting in death, occupational disease, traumatic injury to employees or the public, fires, and property damage by accident in excess of $100, shall be reported to the Contracting Officer and COR immediately. Within 7 days of a reportable accident, the contractor shall fill out and forward to the Contracting Officer an Accident/Property Damage Report (Form

CM-22).

If the Government determines that the Contractor did not use reasonable care for Government property and caused damage to or loss of said property, the Contractor

Virgin Islands National Park Page 6 of 23 shall repair the damage or replace the property, at no cost to the Government. If the Contractor fails or refuses to make such repairs or replacement, the Contractor shall be liable for the cost, which will be deducted from the contract payment.

2.6.3 Inclement Weather Preparedness/Hurricane Plan

Prior to commencement of work, Contractor must provide weather preparedness plan in writing to the Park should unfavorable weather patterns develop during construction.

The Contractor and Park shall mutually agree upon a plan to secure the site and/or materials. No reimbursement or additional cost will be applied to Park for carrying out the plan. The Contractor shall not be entitled to, and the Park shall not be responsible for, any claim for additional compensation as a result of Contractor's compliance with the weather preparedness plan.

2.7 Recognized Holidays:

The contractor is not authorized to work at the site on Federal Holidays unless specifically authorized in writing by the NPS Contracting Officer. Requests to work over a holiday must be received no less than 5 working days prior to the holiday.

2.8 Hours of Operation:

The contractor is responsible for conducting business at the site between the hours of 7:30 am to 5:00 pm Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Work outside of these hours must be coordinated with the Park and COR no less than 72 hours prior.

The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.

2.9 Post Award Conference/Periodic Progress Meetings:

The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5.

The contracting officer, Contracting Officers Representative (COR), and other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.

2.10 Construction Staging Area

The contractor can stage equipment at the VIERS Location as needed. Prevent damage to the existing buildings and facilities. Contractor will be allowed to store limited equipment and materials at the housing locations while working.

2.12 Contracting Officer Representative (COR):

The COR monitors all technical aspects of the contract and assists in contract administration The COR is authorized to perform the following functions: assure that the Contractor performs the technical requirements of the contract: perform inspections necessary in connection with contract performance: maintain written and oral communications with the Contractor concerning technical aspects of the contract: issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Contractor's performance and notifies both the Contracting Officer and Contractor of any deficiencies;

coordinate availability of government furnished property, and provide site entry of Contractor personnel. A letter of designation issued to the COR, a copy of which is sent to the Contractor, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates. The COR is not authorized to change any of the terms and conditions of the resulting order.

2.13 Key Personnel:

The follow personnel are considered key personnel by the government:

2.13.1 Site Superintendent:

The contractor shall provide a site superintendent who shall be responsible for the performance of the work. The site superintendent shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The site superintendent or alternate shall be present on site at all times when the contractor’s employees are working.

2.13.2 Alternate Site Superintendent:

The alternate site superintendent shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract when the Site Superintendent is not on site.

The site superintendent or alternate shall be present on site at all times when the contractor’s employees are working.

3.0 Section 3: Government Furnished Items and Services

3.1 Services

The Government will provide no services to the Contractor

3.2 Facilities

There are no functioning toilet facilities at the work site. Contractor will be allowed to use portable toilets.

3.3 Utilities

The Government will not provide access to utilities.

3.4 Equipment

The Government will provide no equipment to the contractor.

3.5 Materials

The Government will provide no materials to the Contractor.

4.0 Section 4: Performance Objectives and Measures

4.1 Confirm the Functional Requirements of the Work.

4.1.1 Task Description:

The contractor will be familiar with the requirements stated in this statement of work and meet with the park superintendent and staff to gain a clear understanding of the design and functional requirements of work desired.

4.1.2 Acceptable Quality Level:

The CO/COR will organize and conduct a meeting with the contractor, park superintendent and staff within three weeks of Contract Award. The objective of the meeting is to discuss and coordinate the Contractor’s proposed approach to accomplishing the work, establish clear lines of communication and authority, and confirm specific details of the timeline for completion.

4.2 Confirm Existing Conditions

4.2.1 Task Description:

The contractor will confirm and become familiar with existing site conditions and measurements.

All pictures, drawings, measurements, quantities, etc. listed in this SOW are for reference only.

Contractor shall be solely responsible for verifying all existing conditions, measurements, quantities, layout, site access, etc.

4.2.2 Acceptable Quality Level:

Contractor is expected to conduct due diligence in verifying existing site conditions.

4.3 Debris Cleanup

4.3.1 Task Description:

Remove all remaining debris and trash from the VIERS Compound, larger than a golf ball in size.

No ground disturbing activity is allowed.

Remove all remaining debris and trash from within the listed housing areas.

4.3.2 Acceptable Quality Level:

All debris and trash, larger than a golf ball, has been collected and removed from the sites, and properly disposed of. Vegetation has been cut and removed per Section 2.1. VIIS will conduct daily inspections.

4.5 Quality Assurance Reporting

4.5.1 Task Description:

Daily reports will be consolidated and submitted to the COR weekly. Project management submittals will be submitted and approved as indicated on the Transmittal Register. Product submittals will be approved in advance of procurement and installation.

4.5.2 Acceptable Quality Level:

90% of daily reports will be received complete and on time. 100% of pre-construction project management submittals will be received and approved prior to procurement and installation.

4.6 Demobilize Project

4.6.1 Task Description:

Remove all construction associated debris and equipment from the worksite.

4.6.2 Acceptable Quality Level:

100% compliance

4.7 Project Closure

4.7.1 Task Description:

Complete all administrative requirements needed to close the project within 2 weeks of final acceptance of site work.

4.7.2 Acceptable Quality Level:

100% compliance

Transmittal: Package each submittal individually and appropriately for transmittal and handling.

Transmit each submittal using a transmittal form. Contracting Officer will discard submittals received from sources other than Contractor.

CM-16 Transmittal Form: All material submittals shall be transmitted using National Park Service form CM-16. (This form can be downloaded from the Workflows website at http://www.nps.gov/dscw/con_subreview21.htm.) No action will be taken on a material submittal item unless accompanied by the transmittal form.

Documents required in division 1 are to be delivered under separate cover letter. Do not use the CM-16 Transmittal form for these documents.
