II. SCOPE OF WORK:

A. General Requirements:

The Department of Veterans Affairs, Orlando Veterans Affairs Healthcare System (OVAHCS), is seeking professional Bid-Build (B/B) services to construct the project titled “Improve Lake Baldwin Electrical Distribution” at the OVAHCS, Lake Baldwin Campus, 5201 Raymond Street, Orlando, FL 32803 and Lakemont Campus, 2500 S. Lakemont Avenue, Orlando, FL 32814.

The Contractor shall furnish all construction services including labor, materials, tools, equipment, and supervision as necessary to construct the project described herein and other specified tasks as further defined in the Statement of Work (SOW). The construction shall be in accordance with the 100% design drawings and specifications for this project. Refer to attachments.

B. Project Overview:

This project is to upgrade specific electrical deficiencies at the Lake Baldwin and Lakemont VA campuses located in Orlando, FL identified in the Facility Condition Assessment. The objective of the project is to rectify these deficiencies by undertaking a series of activities such as repairing, relocating, replacing, and correcting various electrical equipment in accordance with the SOW and Specifications.

C. Specific Project Requirements:

1. Replace the tie-breaker within Building 500’s Switchboards 2 and 3.

A. Switchboards 2 and 3 are tied together through a single 1,600A breaker mounted within

Switchboard 3. The VA facilities personnel have stated that while the switchboards are fed from utility power the tie-breaker functions as expected. However, when the generators are running, the tie-breaker will trip. This is not how the tie-breaker is intended to function and can cause unnecessary outages. For instance, in the event of an outage in Switchboards 2 or 3, while a generator test is ongoing, the tie-breaker may fail to operate correctly, resulting in a substantial power loss to Building 500. Per the as-built drawings, as-built submittals, and field observations the main breakers within Switchboards 2 and 3 and the tie-breaker are kirk-keyed. Each breaker also appears to have a shunt trip. However, it is unclear what exactly was connected to the shunt trip of each breaker. Neither the drawings nor submittals indicated the intended use of the shunt trip functionality. It was also not feasible to trace the wire in the field either. If the shunt trip can be examined during the next planned outage/maintenance event it may be possible to determine if the shunt trip is the source of the nuisance tripping. Notwithstanding, the proposed solution currently is to replace the tie-breaker and provide proper programming, interlocks, and shunting such that the tie-breaker performs properly under both normal and emergency situations.

2. Add a disconnecting means at the Orlando Utilities Commission (OUC) south utility feeder.

A. The south utility-owned multi-way switch does not have any government-accessible means of disconnecting. The switch has hardwired outputs that feed medium voltage switches MV-MWS- NO.3 and MV-ATS-NO.4. In order to disconnect the south utility, the incoming switches at the medium voltage multi-way switch must be opened. There is no way to disconnect the feeder from the Automatic Transfer Switch (ATS). The OUC south utility cabinet is not owned by the government and as such, breakers or switches cannot be added to the existing switch.

B. The proposed solution is to intercept the output feeders at manhole 89, install an additional government-owned multi-way switch, and re-feed both MV-MWS-NO.3 and MV-ATS-NO.4.

This provides the government with the ability to disconnect power from the south at a single location.

C. During the summer of 2023 another project provided a new underground ductbank from the south OUC switch to manhole 89. As-builts of this project have not been provided to the AE team. These as-builts need to be reviewed to confirm the proposed solution is feasible.

3. Replace the transformer in front of Building 3130 and relocate a portion of the overhead power lines crossing the road underground.

A. The transformers and secondary disconnect are both in need of replacement. Both will be replaced in place, like for like. A portion of the transformer secondary travels overhead over a driveway. The overhead lines are not high enough and often get clipped by trucks causing outages. This project will relocate that portion of overhead lines (approximately 200 linear feet) underground. The new underground duct bank will originate at the new transformer MV-XF- ENG, traverse underneath the road, and end the existing power pole directly north of building 3129. The feeder will rise up the pole and be spliced into the existing overhead lines.

B. Building 3129 is currently fed from an overhead wire that is spliced mid-span. This can be seen in Figure 3. This feeder will also need to be replaced and the building re-fed. An additional power pole will be provided to the east of Building 3129 and re-feed Building 3129 via a new overhead power line.

4. Replace the transformer between Building 504 and 502 and provide emergency generator-backed power to Building 504.

A. The existing transformer MV-XF-504 is in poor condition, appears past the end of its useful life, and needs replacement. This transformer will be replaced in place.

B. Additionally, this building will be reworked in such a way as to provide generator-backed power to the entire building. An existing breaker within Switchboard Emergency within the Central Energy Plant (CEP) will be utilized and an additional underground conduit will be provided from Building 502 to Building 504. An additional transformer will be added to transform the voltage from 480 to 208Y/120V. This transformer will be placed outside building 504 next to MV-XF-

504. An ATS will be added fed from both transformers. Other equipment may be added/modified as well to accommodate the additional feeder and source. Additional documentation is required from the VA concerning this building to finalize a design.

5. Replace the transformer between Building 504 and 502 and provide emergency generator-backed power to Building 504.

A. The ATS feeding the Domiciliary, 519-ATS-K is non-functional and needs to be replaced. The

ATS that feeds panel K is located inside the domiciliary. The ATS is located outside on the west well directly outside the exit door. This will be replaced in place. There is no other work at the domiciliary as part of this project.

B. The alternate feed and generator start signal for 519-ATS-K originates in Building 503. Note:

Building 503 is owned by the state and not the VA. The scope of this project does not include providing a new alternate emergency feeder from a VA-owned building. The existing emergency feeder and generator start signal will be used for this project.

6. Replace the fire pump ATS.

A. The fire pump ATS, 502-ATS-A, is to be replaced as part of this project. The ATS will be replaced in place. The fire pump itself and all associated feeders are existing to remain. The fire pump controller and transfer switch are two separate enclosures. Only the transfer switch will be replaced as part of this project.

7. Replace medium voltage ATSs No. 2, 3, and 4 in place. All incoming and outgoing feeders are to remain the same.

8. Lakemont A. Relocate or Replace ATS in the chiller yard under a covered area.

1. There is an existing ATS located near the chiller within the chiller yard walls. This ATS is not protected from the elements or the chiller spray. This ATS will be relocated and replaced as part of this project. The ATS feeders will be intercepted and re-routed to the new location.

The ATS will be located at the west end (right side of Figure 7) of the existing canopy-covered equipment outside the chiller yard proper. The canopy will be extended to cover the ATS. There is no other work to the ATS or Lakemont distribution system as part of this project.
