About this file

This Statement of Work details requirements for converting an existing barbed wire fence to a wildlife-friendly fence in Sublette County, Wyoming for the Bureau of Land Management. The project consists of two segments totaling 3.52 miles: New Fork River Fence (14,927 linear feet) and Sheep Fence on New Fork (3,659 linear feet), with work to be performed between August 15 - November 15, 2025.

The first segment requires installing a 4-wire fence with 19 stress panels, seven 3-post corners, twelve 16-foot wire gates, and seven X-gate wildlife crossing gates. The second segment requires a 5-wire fence with 10 stress panels, four end panels, and two 16-foot wire gates. Key specifications include using all wood posts (minimum 5-inch diameter for line posts, 6-inch for brace posts), specific wire heights and spacing requirements, and proper installation methods for posts, wire, and gates. The contractor must prevent livestock crossings during construction and is responsible for removing and disposing of the existing fence. No blading is allowed, and surface disturbance must be minimized during construction.

3.2 INSTALLATION

A. General:

1. Steel posts shall not be used for end-panel, corner-panel, gate-panel, or stress-panel posts. Steel posts will not be used in this fence except for minor drainage crossings.

2. When treated posts must be bored or cut during construction, thoroughly swab untreated surfaces with copper naphthenate.

B. Driving Posts:

1. Wood Posts: Driving wood posts shall be allowed for Stress Panels, Three Post Corners, and End Panels. Driving wood posts will be allowed if they drive without damaging the post and drive plumb and are sufficiently tight.

2. Steel Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving, remove anchor plate, and excavate or drill holes a minimum of 18-inches deep and slightly larger than the diameter of the post.

Place posts in the holes and grout the post solidly in position. Steel posts will not be used as line posts in this fence.

C. Setting Posts:

Dig holes for setting wood posts to the depth as shown on the Work Data Sheet for Corners, End and Stress Panels. Set posts plumb and to the spacing and grades as shown on the drawings, unless staked otherwise.

Space posts within six (6) inches of the dimension shown on the drawings or specified on the Work Data Sheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post. Backfill with soil gradually and uniformly around each post. Holes shall be backfilled firmly, from the bottom of the hole to the top of ground surface.

New Fork River Fence, Sheep Fence on New Fork WIRE FENCES AND GATES

02824 - 3

D. Corner Post, Gate Post, Corner Panel, Brace, End Panel, and Stress Panel, X-Gate Wildlife Gate Assemblies:

Construct as shown on the drawings or as staked in the field. Construct stress panels on crests of hills, and a maximum of 1,320-feet center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs unless shown otherwise on the drawings.

DI. Wire:

Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Drive staples crosswise with the grain of the wood. The wire shall be free to move through the staples as it expands and contracts.

Terminate wire at each end post, gate post, corner post, or stress panel.

Wrap wire around the post two (2) times and tie off by wrapping around the incoming wire a minimum of four (4) times.

DII. Brace Wire:

Twist tight with a lever. Leave one end of the lever long enough to fasten behind the horizontal brace to prevent wire from unwinding.

1. The lever shall be a straight ridged rod, consisting of dimension wood ripped and cut to length, or, at minimum, #4 rebar cut to length.

DIII. Spiking:

For spikes, predrilled lead holes shall be used. The hole diameter shall be 3/4 the diameter of the spike and drilled to a depth no greater than 1/2 the length of the spike.

DIV. Minor Drainage Crossings:

Steel posts shall be set at the top and bottom of breaks or the centerline of the drainage depending on the size and shape of the drainages.

Additional wire shall start and end from the main fence and shall be in locations staked in the field or as directed by the Contracting Officer/COR.

02824 - 4

I. Wire Gates:

Construct wire gates with two (2) wooden fence stays spaced evenly across opening. Each gate will have a fence closer. Gate closures will not be measured separately, but costs for gate closers should be considered as part as the Wire Gate bid item cost on the bid schedule.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units: The work described in this section will be measured and paid for by each section of fence constructed.

B. No direct payment will be made for drainage crossings, deadmen, figure fours, or rock jacks. The Contractor shall include consideration for these items in the bid price for other items of the contract.

4.2 BASIS OF PAYMENT

A. Payment: Prices and payment will be full compensation for the work described in this section. Payment will be made under:
