About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to remove approximately 34,500 linear feet (LF) of existing woven wire and barbed wire fence and construct approximately 17,500 LF of new 4-wire wildlife friendly fence in Uinta County, Wyoming. The work includes installing H-braces, 3-post corner panels, drainage crossings, and wire gates.
The SOW provides detailed specifications for the new fence, including wire types, post sizes and depths, and stay spacing. The contract is divided into two bid schedules - Segments 1 and 2 are the priority work, and Segment 3 is an option the government may choose to exercise. The contract will be awarded as a single contract covering all fence segments. A site visit is scheduled for August 22, 2024. Bids will be accepted based on the provided bid schedules.

A. General: Submittals shall be according to Section 01009 - General Information and Requirements.
1.3 QUALITY ASSURANCE
A. General: Contractor – All work will be inspected by the Contracting Officer’s Representative before acceptance.
2.1 CONTRACTOR - FURNISHED MATERIALS
A. General: Contractor – All building supplies and materials will be furnished by the contractor.
3.1 PREPARATION
A. Clearing: No blading will be allowed. Cutting and clearing shall be by brush hog or other comparable equipment. Clearing shall be limited to 5’ either side of the fence line. Dispose of cut brush by scattering it evenly adjacent to the fence line.
3.2 INSTALLATION
A. General:
1. Steel posts shall not be used for end-panel, corner-panel, gate-panel, or stress-panel posts.
02824 - 2
2. When treated posts must be bored or cut during construction, thoroughly swab untreated surfaces with copper naphthenate.
B. Driving Posts:
1. Wood Posts: Driving wood posts shall not be allowed for Stress Panels, Three
Post Corners and End Panels. Driving line posts will be allowed if they drive without damaging the post.
2. Steel Posts: Drive into the ground to the depth shown on the drawings or until the anchor plate is slightly below the ground surface. Posts shall be driven plumb. When rock formations prevent driving, remove anchor plate and excavate or drill holes a minimum of 18-inches deep and slightly larger than the diameter of the post. Place posts in the holes and grout the post solidly in position.
C. Setting Posts:
Dig holes for setting wood posts to the depth as shown on the Work Data Sheet for Corners, End and Stress Panels. Set posts plumb and to the spacing and grades as shown on the drawings, unless staked otherwise. Space posts within 6-inches of the dimension shown on the drawings or specified on the Work Data Sheet. Holes shall provide adequate open space around the post so backfill can be tamped the full depth around the post. Backfill with soil gradually and uniformly around each post. Holes shall be backfilled firmly, from the bottom of the hole to the top of ground surface.
D. Corner Post, Gate Post, Corner Panel, Brace, End Panel, and Stress Panel Assemblies:
Construct as shown on the drawings or as staked in the field. Construct stress panels on crests of hills, and a maximum of 1320 feet center-to-center for barbed wire sections. In addition, stress panels are required at points between which wire is to be stretched. Construct end panels at the end of fence runs unless shown otherwise on the drawings.
E. Wire:
Stretch tightly and staple to wood posts or securely attach to steel posts with standard wire clips. Wire is properly stretched when it is springy to the touch. Drive staples crosswise with the grain of the wood. The wire shall be free to move through the staples as it expands and contracts. Terminate wire at each end post, gate post, corner post, or stress panel. Wrap wire around the post two times and tie off by wrapping around the incoming wire a minimum of four times.
02824 - 3
F. Brace Wire:
Twist tight with a lever. Leave one end of the lever long enough to fasten behind the horizontal brace to prevent wire from unwinding.
1. The lever shall be a straight ridged rod, consisting of dimension wood ripped and cut to length or a minimum #4 rebar cut to length.
G. Spiking: For spikes predrilled lead holes shall be used. The hole diameter shall be 3/4 the diameter of the spike and drilled to a depth no greater than 1/2 the length of the spike.
H. Minor Drainage Crossings:
Additional steel posts shall be set at the top and bottom of breaks or the centerline of the drainage depending on the size and shape of the drainages. Additional wire shall start and end from the main fence. Shall be in locations staked in the field or as directed by the Contracting Officer.
I. Wooden Fence Stays: Fence stays shall be used in this Contract. See work data sheet for size of wood stays
J. Wire Gates: Construct wire gates with 2 wooden fence stays spaced evenly across opening. Each gate will have a fence closer. Gate closures will not be measured separately, but costs for gate closers should be considered as part as the Wire Gate bid item cost on the bid schedule.
K. Under Road Cattle Passageway: When ending the fence segment at the cattle passageway, a stress panel shall be placed tight to the stem wall on either side ensuring livestock cannot pass through. If option 2 is chosen, contractor to verify depth on footing on stem wall, ensuring minimum depth of post can be achieved. See drawings for details.
4.1 METHOD OF MEASUREMENT
A. Units: The work described in this section will be measured and paid for by the job, each section, for fence constructed.
B. No direct payment will be made for minor drainage crossings, deadmen, figure fours, or rock jacks. The Contractor shall include consideration for these items in the bid price for other items of the contract.
