STATEMENT OF WORK
LOWER MISSISSIPPI GULF WATER SCIENCE CENTER JACKSON MS OFFICE PARKING LOT
FENCE
I. GENERAL INFORMATION
a. INTRODUCTION. The Department of the Interior (DOI), U.S. Geological Survey (USGS), Lower Mississippi Gulf Water Science Center Jackson, MS Office, 308 South Airport Rd, Jackson, MS has a requirement to construct a security fence for their back parking lot and ware yard where fleet vehicles, boats, trailers and other equipment are kept.
b. BACKGROUND. The Jackson, MS Office is located in a relatively low-crime area, but there have been instances of vehicle tampering since moving to the facility many years ago. The existing fencing is an old chain link with barbwire that will need to be removed before construction of new fencing to include the personal vehicle parking lot area.
With the increase in vehicular thefts and vandalism within the central MS area the need for increased security for fleet and personal vehicles left overnight at the facility is needed. The facility is leased through GSA and will need GSA approval for the removal and construction of new fencing.
c. DEFINITION/APPLICABLE DOCUMENTS.
i. Fenced Area Photo – Section III.f
d. SCOPE. The contractor shall provide all materials, labor, equipment, travel and supervision necessary to remove existing fencing and construct a new fence around an existing parking and ware yard lot in order to secure Department of Interior (DOI) vehicles, and privately-owned vehicles of employees.
II. WORK REQUIREMENTS
a. TECHNICAL REQUIREMENTS
i. DEMOLITION/SITE PREPERATION. Removal of existing chain link fencing will be necessary. Minor ground leveling may necessitate soil removal. Line location will be a factor. One underground gas propane line exists near the northeast corner of the proposed construction area. Other underground lines may exist and should be discoverable by normal line location methods.
ii. CONSTRUCTION. Contractor to install approximately 500 linear feet of 7-foot-tall, 9-gauge galvanized steel; one (1) 24ft wide, 9-gauge galvanized steel, cantilever swing gate (automated) on the south side of rear parking lot entrance and two (2) 4ft wide, 9-gauge galvanized steel, single gate, on the north face opening to the grass field on the north side of parking area, and on the south side of the parking area near the swing gate. This installation shall include all necessary fencing, posts, and concrete per the fence manufacturer guidelines and ASME specifications.
b. GENERAL REQUIREMENTS
i. Schedule. Within ten (10) calendar days after the notice to proceed is issued, the Contractor shall submit in writing to the USGS Technical Liaison a schedule of construction for the project. The schedule shall indicate the dates of the periods of time that the Contractor intends to be on site. The schedule shall indicate the dates that major components of the work will be accomplished.
When preparing the schedule, the Contractor shall consider lead times for utility outages, permit requirements and material/ equipment procurement, and shall consider the permitted hours of work indicated in Time of Work Performance clause. The Contractor shall notify the USGS Technical Liaison immediately if any anticipated on-site date is expected to change from the original schedule. The Contractor shall be responsible for determining the labor staffing levels needed to complete the project by the established delivery date.
c. WARRANTY. The Contractor shall warranty all workmanship to meet the specifications set forth in this Statement of Work. Additionally, the Contractor shall warranty all Contractor workmanship for a (minimum) period of 12 months from the date of Government acceptance.
