Attachment 1 – Statement of Work
STATEMENT OF WORK FOR SERVICES
Tower Electrical Solicitation 1333MJ24R0003
PURPOSE:
The National Oceanic and Atmospheric Administration (NOAA) Global Monitoring Laboratory (GML) maintains atmospheric air trace gas measurement and sampling equipment on tall-towers for long-term atmospheric studies. The purpose of this request is to have electrical work conducted at a new tower location at Barnwell, South Carolina (ASR 1059177). The electrical is necessary to power a NOAA sea-container at the base of the tower in South Carolina, that will house the air trace gas measurement and sampling equipment.
The objective is to establish a 100 Amp single-phase split electrical service to power a customized shipping container (the container serves as a self-contained, climate-controlled unit, equipped with a 2-ton Bard HVAC system intended to support lighting, various electrical appliances, and scientific instrumentation). Power for the container will be sourced from the WEBA-TV transmitter building’s main utility service entrance operating at 480 Volts. To facilitate this, a transformer will be installed outside of the transmitter building to step down the voltage from 480V to 220V, suitable for the container's requirements. Wiring from the transmitter building to the container will traverse through the brick wall and extend approximately 35 feet beneath the ice bridge to connect with an externally mounted disconnect panel on the shipping container. Additionally, grounding will be tied into the existing grounding grid near the sea-container. The disconnect panel and grounding rod will serve as a safety and maintenance point, ensuring safe operation of the electrical system.
NOAA personnel should be on site while the work is being performed, so work must be scheduled to accommodate the time frame when NOAA personnel can provide access to the site. Work shall not be considered to be complete until appropriate conditions of the permit have been met and inspector has signed off on the installation.
TECHNICAL SPECIFICATIONS:
Permits and Regulations:
- Ensure that all necessary permits are obtained for the installation, and that the work complies with local building codes and regulations.
Electrical Service Provision:
- Derivation of a 100 Amp supply from the main 480V high voltage supply through an appropriate transformer.
- Utilization of electrical conductors suitable for 100 Amp service, installed within conduit.
- Installation of overhead conduit and/or similar infrastructure as necessary to channel power from the WEBA-TV transmitter building to the NOAA sea-container.
Grounding:
- Installation of CADweld to existing grounding system.
Disconnect and Load Center Integration:
- Installation and mounting of a 100 Amp Disconnect on the exterior of the NOAA sea-container.
- Integration of the existing Square D QOC24US Load center with the newly installed 100 Amp disconnect, which is equipped with the following breakers:
o 7 - 20A 120V circuits (existing).
o 2 - 20A 220V circuits (existing).
o 1 - 30A 220V circuit (existing).
