Red River Dining Facility Equipment Install Statement Of Work (SOW), Version 03 Updated As Of 18 June 2024
1. DESCRIPTION OF WORK
1.1 Scope: The contractor shall provide all parts, tools, equipment, materials, transportation, personnel, labor, supervision, and management to uninstall existing equipment and reinstall the following new units: two gas fryers, two sink worktables, one hot holding cabinet, one blast chiller, three worktables without sinks, refrigerator rails and one reach in refrigerator at the Red River Dining Facility, at Barksdale Air Force Base (BAFB), LA.
1.2 Place of performance: Red River Dining Facility: 331 Curtis Rd. Barksdale AFB, LA 71110 (Building 4631)
1.3 Objective: Installation will include all pieces of equipment outlined in the equipment list when available in a specified location. If replacing an existing unit, the contractor will remove and dispose of the existing unit.
2. BACKGROUND
2.1 The Red River Dining Facility currently has a broken refrigerator needed for salad station storage as well as an inoperable blast chiller. The current worktables with sinks and hot holding cabinets are over 10 years old and are due for replacement. Replacement installation of these items will help maximize effective and proper cooking procedures and ensure proper preparation in accordance with the Tri-Service Food Code.
3. DISCUSSION
3.1 Contractor will properly disconnect the equipment items from the building’s utilities. They will then remove the agreed upon equipment items (government will mark equipment with an X signifying which to remove) and move them to the designated Dining Facility warehouse to prime for disposal. The contractor will then move the new equipment into the kitchen, uncrate and assemble the equipment and make all final connection to existing utilities to include electric, water, drainage, gas and support/anchoring. A test run/function check of the equipment should be performed in front of the Government representative.
4. DELIVERABLES:
4.1 Contractor format for the deliverables is subject to Government acceptance. All deliverables shall be produced using recommended and/or specified software tools/versions as accepted by the Government.
5. SPECIAL REQUIREMENTS:
5.1 All equipment will be installed in accordance with the owner/operator’s manual, to include proper calibration and function checks are completed to ensure equipment is operational. All debris and packaging materials should be removed.
5.2 The contractor must acquire all necessary permits related to work performance and base access prior to installation start dates.
5.3 The Government will not provide space for staging or storage during the installation of the deliverables. The contractor shall be responsible for all storage of equipment items during the installation process.
6. SECURITY REQUIREMENTS:
6.1 Visitor Passes: To receive a visitor pass the contractor must complete a 2 SFS/SFA Form 74, and fax or email that form to the Contract Administrator. This form will be sent to the successful offer or upon request. This information will be reviewed and forwarded to the passing office. If a pass is approved, the Commercial Visitor Control Center will issue a SFMIS AF Form 75 (Visitor Pass) to the contractor and his/her employees upon completion of screening process for the duration of the contact. The screening process takes time, and the contractor shall visit the Commercial Visitor Control Center prior to expecting base entry to receive required forms and instruction on the application process, to include estimated time of receiving the visitor pass. Although contractors will not be issued vehicles passes, vehicles are subject to search while on the installation. Employee privately owned vehicles will not be allowed access to restricted/controlled areas without a free zone being established. Company vehicles will be allowed access to restricted/controlled areas. All Contractor vehicles should have markings with the company name for quick identification of ownership and notification if they are involved in an incident. Conduct Requirements: The contractor shall ensure that his/her employees comply with all base traffic regulations and properly conduct themselves while on the base.
6.2 Retrieving Identification Media. The Contractor shall be responsible for retrieving all identification media including vehicle passes from employees who depart for any reason before the contract expires (e.g., terminate for cause, retirement, etc.)
6.3 The Contractor and contractor employees shall comply with base traffic regulations.
6.4 Weapons, Firearms, Ammunition. Contractor employees are prohibited from possessing weapons, firearms, and ammunition on themselves or within their contractor or privately owned vehicles while on base.
6.5 The Contractor shall be responsible for safeguarding all government property, and controlled forms provided for contractor use. At the end of each work period, Contractor shall secure all Government facilities, equipment, and materials.
6.6 Anti-Terrorism: All contractor employees requiring access to any Federally controlled facility and logical access to Federally controlled information systems except for "national security systems" as defined by 44 U.S.C. 3542(b)(2), should be certified in Level 1 Anti- Terrorism Training. The training is accessible from any computer with access to the World Wide Web and is available at https://atlevel1.dtic.mil/at. The contractor is responsible for ensuring that the training has been satisfactorily completed and that valid certificates of completion have been submitted to the Contracting Officers Representative (COR) with a copy furnished to the Contracting Officer. The Certificates are valid for one year; therefore, training shall be completed every year for the duration of the contract. Unit anti- terrorism managers will be responsible for organizing this level 1 training.
7. SAFETY:
7.1 The Contractor shall have a safety plan for their employees. The Contractor shall instruct each employee in the recognition and avoidance of unsafe conditions and regulations to his or her work environment to control or eliminate any hazards or other exposure to illness or injury.
The Contractor shall provide their employees appropriate Personal Protective Equipment (PPE) and mandate proper wear.
7.2 Accident/Incident Reporting and Investigation. Contractor shall record and report to the Dining Facility POC all available facts relating to each instance of accidental damage to Government property or injury to either Contractor or Government personnel. The Contractor shall secure the accident scene and wreckage until released by the accident investigative authority through the Dining Facility POC. If the Government elects to conduct an investigation of the incident, the Contractor shall cooperate fully and assist the Government personnel until the investigation is completed.
8. DELIVERY: The project plan shall include a thorough rollout and implementation schedule to complete all installs within 1 month of initial field install. The contractor must execute the mutually agreed upon project plan.
9. HOUSEKEEPING: The Contractor shall keep all facilities and work areas clean and neat IAW industry, Occupational, Safety and Administration (OSHA), fire and safety standards.
