About this file
This document is a Statement of Work for a federal IDIQ (Indefinite Delivery Indefinite Quantity) contract opportunity for the recurring purchase of Liquid Argon and other compressed gas cylinders for the Pasture Systems and Watershed Management Research Unit in University Park, PA.
The key requirements include the ability to deliver bulk refrigerated Argon, maintain flow rates and pressure, provide telemetry monitoring, deliver standard cylinder gases on a regular schedule, and have equipment that can fit the facility's size and access limitations. Pricing is provided for a 5-year contract with annual ordering periods, covering tank installation and rental, delivery, and various gas products. The solicitation is a full and open competition under NAICS code 325120 Industrial Gas Manufacturing, with award to be made on a best value trade-off basis considering price, technical approach, and past performance. Quotes are due by June 25, 2024 and the Government intends to award without discussions.

Introduction and Background
The Pasture Systems and Watershed Management Research Unit in University Park, PA has a need to require recurring purchases of Liquid Argon, as well as other gas cylinders, and would like to establish an IDIQ.
Scope
The liquid Argon and other cylinder gases are necessary for running of instrumentation at the Unit.
Anticipated Requirements:
The following is the anticipated need through the ordering periods. Specific requirements will be identified on issued orders:
1. Must be able to deliver bulk refrigerated argon (1000-1500 liters) to bulk tank onsite when tank is at 25% or lower capacity.
2. Flow rates shall be 15-20 Liters (gas/minute) maximum flow rates are 75 Liters (Gas/Minute), while maintaining a minimum pressure of 125 Pounds Per Square Inch (PSI).
Pressure should be adjustable at the tank outlet.
3. Must be able to have access to telemetry to tell when tank level is sufficiently low enough to signal a refill is due
4. Must be able to deliver standard cylinder gases and collect empty cylinders to and from facility gas farm on monthly or occasional schedule.
5. Bulk Tanks will need to be able to fit on a 10x10 concrete pad.
6. Delivery to the University has limitations that no Tractor Trailers are allowed on the facility.
7. Bulk Tanks should be able to be moved by a Forklift.
9. Bulk Tanks must contain Vaporizers, Pressure Builders, Relief Valves, and Rupture Disk
10. The whole system shall have Vessels and Vaporizers that are contained in a single footprint.
11. System shall maintain constant pressure, and be capable of ventless re-filling.
All gas cylinders are customer owned and only gases in new cylinders are paid for, full gas cylinders are exchanged with empty ones. The bulk tank for argon is rented. Rental charges and telemetry fees are billed out monthly.
Site Access:
Contractor will work between 8:00 am – 4:00 pm (EST) Monday – Friday. Contractor will not work on Federal Holidays. If the Federal Holiday falls on a weekend, Contractor should check with USDA’s technical representative for the day it will be observed.
