About this file

This document is a Notice of Intent to Sole Source to Physics Applications, Inc. (PAI) for a Two-Stage, Light Gas Gun Launch System (S2 Launcher) under NAICS code 334519.

The Air Force Materiel Command Test Center (AFTC/PZIA) at Arnold AFB, TN intends to solicit and negotiate only with PAI, a small business, to meet the government's requirement for the S2 Launcher as outlined in the attached Statement of Work, under the statutory authority of 10 U.S.C 3204(a)(1) for only one responsible source. The government will consider any responses received by 1:00 PM CST on May 21, 2024 to determine if a competitive procurement is warranted. If no favorable responses are received, a contract will be negotiated with PAI. Vendors must have completed a basic NIST SP 800-171 assessment within the past 3 years and uploaded the score to the Supplier Performance Risk System (SPRS) to receive the draft Statement of Work.

The draft Statement of Work is marked Controlled Unclassified Information (CUI). Therefore, to handle CUI on a vendor information system, vendors must perform the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 self-assessment and upload their score to the Supplier Performance Risk System (SPRS).

Per DFARS 252.204-7012, a contractor information system shall be subject to the security requirements NIST SP 800-171 to safeguard covered defense information. For more information, please review DFARS 252.204-7012 and comply with the NIST SP 800-171 DoD Assessment Requirements found at DFARS 252.204-7020. *NOTE: A “basic” NIST SP 800-171 assessment that has been completed within the past three years from today, 17 May 2024, is required.

Currently there is no minimum score needed.

If your company has completed a basic NIST SP 800-171 assessment within the past three years and uploaded the assessment score in SPRS: contact the Contracting Officer via email at brooke.vandeman@us.af.mil to request a copy of the draft Statement of Work. Upon confirmation of your company’s basic NIST SP 800-171 assessment in SPRS, the draft Statement of Work will be provided.
