This notice announces a direct award to the Commemorative Air Force for aerial performance services at the 2024 Laughlin Air Force Base Air Show and Open House. The Commemorative Air Force will provide five vintage aircraft - a B-25 Mitchell bomber, C-45 Expeditor, C-47 Skytrain, BT-13 Valiant, and U-3 Songbird - for two flight performances. The C-47 Skytrain will also carry members of the Wings of Blue jump team. The Commemorative Air Force is an experienced aerial performer that can safely execute an entertaining routine with its aircraft collection. As the only source that can meet the requirement, the Air Force intends to award a contract to the Commemorative Air Force on a sole-source basis under Federal Acquisition Regulation 13.106-1(b)(1)(i). Other organizations may submit evidence of their ability to provide comparable services by March 1, 2024 for consideration, but no responses are anticipated. Any costs incurred from responding to this notice will not be reimbursed by the government.

2024 Laughlin AFB Air Show and Open House
Statement of Work Commemorative Air Force
Sec�on 1: Descrip�on of Service:
1.1 General Requirements: The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services to provide 1 jump pla�orm for the wings of blue, 4 sta�c aircra� displays, marshalling services and equipment, and fuel and oil services and equipment for the 2024 Laughlin AFB Air Show.
1.2 Contractor Requirements: The Contractor shall abide by Technical Order (TO) 00-25-172, TECHNICAL MANUAL, GROUND SERVICING OF AIRCRAFT AND STATIC GROUNDING/BONDING and DEPARTMENT OF THE AIR FORCE MANUAL (DAFMAN) 91-203, AIR FORCE OCCUPATIONAL SAFETY, FIRE, AND HEALTH STANDARDS for all applicable fuels, cryogenics--O2/N2 issues or movements.
1.3 Aircra� Requirements: The contractor shall perform a minimum of two flights. The contractor shall provide sea�ng for the wings of blue jump team on the C-47 aircra�. The contractor shall provide the following aircra�.
1.3.1 B-25
1.3.2 C-45
1.3.3 C-47
1.3.4 BT-13
1.3.5 U-3
1.4 Equipment Requirements: The contractor shall also provide the following equipment.
1.4.1 100LL fuel specified in the contractor quote
1.4.2 W-120 oil specified in the contractor quote
1.4.3 W-100+ oil specified in the contractor quote
1.4.4 smoke oil specified in the contractor quote
1.5 Performance Requirements: The contractor shall provide for all CAF owned aircra� the following:
1.5.1 Marshalling services
1.5.2 Fuel and oil servicing
1.6 Period of Performance: The contractor shall have all required equipment at Laughlin Air Force Base no later than 0900 CST on 08 March 2024. The contractor shall not depart Laughlin Air Force Base un�l all supported aircra� no longer require their services but are not required to stay later than 1700 CST 10 March 2024.
1.7 Limita�ons: The contractor shall operate within the limita�ons prescribed by Federal Avia�on Regula�on Waiver (FAA Form 7711-1) on the dates specified above; provided weather, mechanical and site condi�ons permit.
1.8 Pre-Show Requirements: The contractor, or a contractor’s representa�ve, shall atend a pre-show briefing each morning of the Air Show. The Contractor’s failure to atend the pre-show briefing shall result in cancella�on of that day’s performances and the Contractor’s payment shall be adjusted accordingly.
Sec�on 2: Government Furnished Property/Services:
2.1 Transporta�on. The Government shall provide vehicles for all CAF personnel. Vehicle requirements are located in the Airshow OPLAN.
2.2 Lodging. The Government shall provide hotel rooms for all CAF personnel. Lodging requirements are located in the Airshow OPLAN.
2.3 Other. The Government shall provide all requirements as specified in the quote.
Sec�on 3: Addi�onal Informa�on:
3.1 Logis�cs: CAF will coordinate with their fuels, oils, and marshalling personnel to service their aircra� as required.
3.2 Hangar Space: If an event occurs during the airshow that drives a decision to hangar aircra�, there will not be hangar space for the CAF aircra�. A flyoff opportunity will be available to fly the CAF aircra� to a safe loca�on.
Sec�on 4: Cancella�ons
4.1 Covid Cancella�ons: In the event the airshow is cancelled due to COVID-19 related health condi�ons precluding mass crowd gatherings requiring cancela�on of the airshow prior to the contractor depar�ng and incurring non-recoverable cost, the contractor will not bill the US government nor be paid for services not performed.
