DESCRIPTION/WORK STATEMENT/SPECIFICATION FOR

FY23 Replacement/Standby Flygt Pumps for IWTP

1.0 Scope:

This specification establishes a requirement for providing new Flygt replacement pumps for the Barnes Pumps for use at the Anniston Army Depot’s Industrial Waste Treatment Plant (IWTP). The warranty period will begin from date of a valid start-up or a minimum of a one-year period after delivery. The Government must be satisfied that the Pumps are in a 100% operational status and all Federal, State, and Local requirements are met before final acceptance.

2.0 Requirements:

2.1 The contractor shall provide new Flygt Pumps and required parts as listed in the chart below.

2.2 The contractor shall install controls (Items 6 & 7) in each of the three control panels which operate the lift stations. The contractor shall test for proper operation of each control after installation is complete.

2.3 The contractor shall provide two paper copies of the pump manual and parts list for each type of pump, and one copy of any other documentation included with each pump. A CD containing the pump manuals and parts list may be substituted in place of the paper copies of the pump manuals and parts list.

3.0 Normal Period of Support (NPS):

The normal period of corrective maintenance support shall be Monday through Thursday 0700-1630 hrs. and 0700-1530 hrs. every other Friday.

4.0 Contractor’s Point of Contact:

The Contractor shall provide the Contracting Officer with a point of contact and a telephone number for the Government to make any arrangements needed. The Contracting Officer (KO) shall supply the Contractor with the name and telephone number of his/her designated technical representative. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.

5.0 Warranty of Parts/Materials:

Parts/materials under this contract shall be subject to a 5-Year Non-Prorated Warranty.

All repairs shall be warrantied for workmanship. If a replacement part is defective or a repair is not properly performed, the Contractor shall replace the defective part and/or redo the defective repair at no cost to the Government.

6.0 Access and General Protection/Security Policy and Procedures:

6.1 This standard language is for contractor employees with an area of performance within an Army-controlled installation, facility, or area. The contractor and all associated subcontractor’s employees shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security office. The contractor workforce must comply with all personal identity verification requirements (FAR clause 52.204-9, Personal Identity Verification of Contractor Personnel) as directed by DOD, HQDA, and/or local policy. In addition to the changes otherwise authorized by the change clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

6.2 For contractors that do not require a Common Access Card (CAC), but require access to a DOD facility or installation. Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center interstate identification Index (NCIC-III) and Terrorist Screening Database (TSDB) (Army Directive 2014- 05/AR 190-13), applicable installation, facility access and local security policies and procedures (provided by government representative), or, at OCONUS locations, in accordance with status of forces agreements and other theater regulations.

6.3 If necessary, Contractor shall acquire and return all issued U.S. Government Common Access Cards, installation badges, and/or access passes.
