BUFFALO FIELD OFFICE ROAD MAINTENANCE

STATEMENT OF WORK HIGH PLAINS DISTRICTWyoming - High Plains District Office

SECTION 01009 – GENERAL INFORMATION AND REQUIREMENTS

PART 1: GENERAL

1.1 SUMMARY:

A. Description of Work: Furnishing labor, equipment, supplies, and materials to maintain roads.
Total mileage of road blading is 24.7 miles with an additional 2.5 miles of cleaning andreshaping ditches as directed by the BLM. One culvert cleanout per year, including inlets and outlets, as
directed by the BLM.

1. Bar C Road: Blade 7.5 miles of roadway on Bar C Road, The 7 miles of roadway for the Bar C Road are not contiguous. There is a 0.7-mile separation in the two sections of road that are maintained.

The 0.7-mile section not maintained on the Bar C Road is between the 1st and 2nd Fishing access to the Outlaw Canyon. Contractor shall ensure that there is no disturbance to the road, shoulder, or adjacent landscape on the 0.7-mile section while moving road grader between the two maintained sections.

Bar C Road will be maintained once between 01 May and 31 May and once prior to 03 November.

2. Billy Creek Road: Blade 7.7 miles of roadway, Hauling, placing, and blading of 50 CY of gravel on Billy Creek Road as directed by the BLM. The U.S. Forest Service will make available to the BLM and its contractors, 50 CY of aggregate from the Pole Creek Pit per year.

Billy Creel Road will be maintained once between 01 May and 31 May and once prior to 03 November.

3. Weston Road: Blade 7.0 miles of road.

Weston Hills will be maintained once between 15 April and 15 May.

4. Mosier Gulch: Blade 0.75 miles of road.

Mosier Gulch will be maintained once between 15 April and 15 May.

The Contractor shall coordinate the blading of the roads with the BLM to time the work with current precipitation/moisture. The contractor shall provide at least one week notice to the BLM before starting work on any road. All roads have aggregate surfacing.

A. Location: Work under this Contract is located in Johnson and Campbell Counties, Wyoming. The work locations are shown on the drawings.

1.2 REFERENCES:

A. Referenced Specifications/Standards with Abbreviations and/or Acronyms: Wherever the following acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. Copies of the referenced specifications/standards referred to herein may be procured by the Contractor, from the following:

SECTION 01009 – GENERAL INFORMATION AND REQUIREMENTS

A. Codes and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

1.4 PROJECT/SITE CONDITIONS:

A. Access to the Work: Access is via Wyoming State Highways and County roads.

1.5 SEQUENCING AND SCHEDULING:

A. Work Schedule: The schedule for the upcoming season shall be submitted at the pre-work conference. When requested, the Contractor shall submit an updated schedule within 3 calendar days.

B. Weather Delays: In the event of heavy snow on the roads in late spring, coordinate with the Contracting Officer Representative to select an alternative date for completion based on road conditions.

PART 2: PRODUCTS

(There are no applicable requirements.) PART 3: EXECUTION

3.1 PROJECT MEETINGS:

A. Pre-Work Conference:

1. A pre-work conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date, and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. The Contractor, subcontractors, and the persons responsible for coordination of the work shall be present at the meeting.

3. The Contractor shall be prepared to summarize and explain procedures planned for the project [and present the submittals requested in the specifications].

B. Progress Meetings:

1. Meetings shall be held at the project site, or as determined by the Contracting Officer.

2. Meetings may be called by either the Contracting Officer or the Contractor. Request shall

state who should attend and include an agenda.

C. Final Inspection:

1. Meeting shall be held at the project site, or as determined by the Contracting Officer.

2. The Contractor shall notify the Contracting Officer in writing at least 3 working days before the completion date so the Government can schedule final inspection.

3. The Contractor shall require the superintendent to be present during this inspection.

3.2 PREPARATION:

A. Work Layout: If requested, the Government will set construction stakes to give the Contractor measurements, lines and grades necessary for the work executed under the Contract. Baseline monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense.

B. Work Limits and Control Points: Will be staked by the BLM as necessary.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT:

A. Units: The work described in this section will not be measured for payment.

4.2 BASIS OF PAYMENT:

A.Payment:No direct payment for the work described under this section will be made.
The Contractor shall include consideration for this item in the bid price for other items of the Contract.

SECTION 02213 – SITE GRADING

PART 1: GENERAL

1.1 SUMMARY:

A. Section Includes: Reestablishing roadway template by blading.

1.2 PROJECT/SITE CONDITIONS:

A. Environmental Conditions: Do not attempt to blade frozen or saturated materials. The Contractor shall coordinate the blading of the roads with the BLM in order time the work with precipitation/moisture.

PART 2: PRODUCTS

2.1 EQUIPMENT:

A. Road Blading Equipment: The Contractor shall provide a road grader with a minimum 150 horsepower and twelve-foot blade. The cutting edges of the blade shall be in good condition, free from deformation due to excessive wear. All controls, including brakes, shall be in proper working condition to allow full control of the grading at all times.

PART 3: EXECUTION

3.1 BLADING:

A. Blade shoulders to recover aggregate, destroy vegetation, and ensure drainage from roadway into ditch. Pulling ditches is not required. Roadway shall be reshaped to remix the aggregate, eliminate potholes and wash-boarding, and reestablish the roadway crown.

B. Aggregate material shall not be bladed into cattleguards or into culvert openings.

C. No material shall be left in windrows on the roadway overnight, over weekends, or holidays.

D. Berms shall not be left along the shoulders of the roadway.

E. If contractor notes a problem area where the continuation of work may cause damage to natural resources, structures, roads or any other improvements they shall continue work in another area and contact the BLM in order to re-evaluate the scope of work.

3.2 TRAFFIC CONTROL:

A. The Contractor shall conform to MUTCD requirements for control of traffic in the work zone.
