ANNUAL MAINTENANCE AND REPAIR OF SCUBA REGULATORS AND GAUGES

STATEMENT OF WORK

The NOAA Diving Center (NDC) has a requirement for the annual servicing and repair of its scuba diving regulators, pressure gauges and bottom timer/depth gauges and AGA full face mask by qualified outside vendors.

The items to be serviced and/or repaired are listed below with the estimated annual quantities.

· 600 ScubaPro MK17/G260 regulators (first and second stage)

· 50 ScubaPro G260 Octopus second stages

· 300 Atomic SS1 Safe Second/Alternate Air Source regulators

· 600 Pressure gauges

· 300 UWATEC Digital depth gauges/ bottom timer

· 25 AGA Interspiro Divator MK II Full Face Mask (annual mask service)

· 5 AGA Interspiro Divator MK II Full Face Mask (full 6 year service)

The above quantities are approximate and any additional equipment beyond these quantities will be billed per item. Itemized invoices should be submitted to NDC on a monthly basis.

Any worn or broken replacement part used, other than annual service kits, should be recorded as a separate line item on the itemized invoice.

Vendors are asked to include, as part of the bid package, their intended percentage of mark-up for service kits and replacement parts over dealer cost. This will be considered in the final bid calculation and by NDC as a reference for billing.

A single-award Indefinite Delivery-Indefinite Quantity (IDIQ) award is to be awarded with a five year ordering period.

SPECIFIC REQUIREMENTS & INFORMATION

Required Qualifications –

· All work performed on NOAA regulators must be done by certified ScubaPro, Atomic or Interspiro service technicians with training in the repair of these specific regulators.

· Vendors must provide proof of certifications annually for all repair technicians servicing NOAA regulators.

· Vendors must provide calibration certifications for the master gauges used to test NOAA gauges.

· Vendors must have sufficient number of technicians. Demand will fluctuate throughout the year; however, peak demand will be in the winter months.

· Vendors must be registered in SAM.gov (prior to the award of the contract).

Vendor responsibilities –

· All regulators, gauges and hoses must be serviced in accordance with the manufacturer’s recommendations and procedures.

· Equipment will be shipped directly from the dive units to the service facility with a maximum expected 7 day turnaround (not including transit time back to the dive unit).

· All items received in a shipment must be serviced and returned together. Shipping labels will be provided as needed by NDC. All shipping costs to and from the vendor will be provided by NDC.

· Vendor shall provide a primary and secondary Point of Contact for NOAA/NDC customer service.

Service agreement –

· All replacement parts must be new and meet the manufacturer’s requirements.

· For recordkeeping and quality control purposes each regulator and attached gauges must be tracked by serial number and serviced so that all parts, including gauges and hoses, stay paired with that regulator.

· Written documentation is required for all work performed. This should include parts replaced (other than annual service parts), pressure settings and test results with the names of service technician and certifying QAQC technician. A NOAA required service form will be provided.

Specifications for Annual Service of NOAA Scuba Regulators –

· All work is to be performed in a clean and well maintained service area.

· All pressure gauges are to be cleaned, tested and air spools are to be replaced with new. Any pressure gauge that reads >10% of the master gauge shall be deemed defective and returned to the NDC.

· UWATEC gauges will be clean and tested in a pressurized water chamber to 200 fsw. Depth readings for each gauge shall be recorded (both decent and ascent) at surface and at 20’ intervals to 100fsw, then at 50’ intervals to 200fsw. Any gauge reading +3ft (-0) should be considered defective and returned to NDC. Any other discrepancies in time, temperature readings, etc. should be noted.

· All failed/replaced gauges are to be returned to NDC.

· With the exception of the annual replacement parts, all broken, worn and replaced parts should be returned to NDC.

· Replacement of any part or component, other than annual service replacement parts should be approved by NDC prior to replacement.

· Mouthpieces should be inspected and replaced as needed.

· All hoses should be inspected for excessive wear, damage or cracking and replaced as needed. Hose ends should be cleaned and O-rings should be inspected and replaced as necessary.

After service, if a regulator is not functioning properly, or it is determined by NDC or the NOAA diver that the equipment is not in the best possible condition, it will be returned to the service facility for repair at no additional cost to NOAA, to include shipping costs to and from the vendor. Examples include but are not limited to: dirt, sand or corrosion left in or on the regulator, incorrect pressure settings; missing, incorrect, or improperly install parts; or failure to detect/replace faulty or damaged parts.
