Statement of Work (SOW) Vault Pumping Uncompahgre Field Office and Gunnison Gorge National Conservation Area

This Statement of Work (SOW) is split between two requestors, the BLM Uncompahgre Field Office (UFO) and Gunnison Gorge National Conservation Area (GGNCA). Service is to be provided on an as-needed basis upon request from the BLM. Illustrated below, the UFO and GGNCA are segregated into individual requirements, in Tables 1 and 2.

DESCRIPTION OF SERVICES

The Contractor shall remove outhouse waste by pumping BLM maintained vaults in the locations listed in Tables 1 and 2 The Contractor shall supply all labor, equipment and materials necessary for pumping vault toilets and leaving them in a clean and sanitary condition for public use. The Contractor must remove garbage/or trash deposited in vaults. Contractor shall pump from the rear vault access door and not through the riser. Contractor shall add 50 gal of fresh water, supplied by the contractor, to the vault after pumping. All sewage waste must be disposed of in a Colorado State approved facility and in accordance with all applicable laws. The Contractor, at their expense, shall repair damages to BLM facilities caused by the Contractor. The Contractor, at their expense, will clean up any sewage or vault trash spilled or smeared outside of the vault during the pumping operation and will properly wash the spill area. All outhouses are easily accessible and are located within fifty feet of parking areas or roadways. A key will be provided, to the contractor, that will allow access to the vault access doors.

Vaults are located within the Uncompahgre Field Office and Gunnison Gorge National Conservation Area within Montrose, Delta, Ouray, and San Miguel counties. Site maps are included that illustrate the total number of vaults per managed area: fourteen vaults are in the UFO, and fifteen vaults are in GGNCA. Vault capacities range from 500- 3,000 gallons. There is a possibility that up to five new vaults will be added. Those are highlighted in green in the table below and on the Schedule of Items.

The BLM will contact the contractor when pumping services are needed. The contractor will complete the pumping request within 10 business days of the BLM’s request.

Invoices shall be submitted based on grouping outlined in Tables 1 and 2 below. That is, all toilets pumped in Group A shall be invoiced to line item 010, all toilets in Group B shall be invoiced to line item 020, all toilets in Group C shall be invoiced to line 030, and all toilets in Group D shall be invoiced to line 040. All invoices will indicate the Invoice Group and the corresponding funding line in the contract.
