Statement of Work (SOW) Update Medical Group Signage Luke Medical Group 7219 N. Litchfield Rd.
Luke AFB, AZ 85309-1525
1.0 Project Background:
Due to AFMEDCOM transitions, as medical groups move out of their installation wings, the previous installation wing numbering convention can no longer be used by the medical group. Signage on the Medical Group (MDG) buildings and around the base must be updated to exclusively reflect “Luke Medical Group.”
2.0 Project Scope of Work
The Contractor shall provide all labor, management, supervision, materials, tools, equipment, transportation, and disposal services necessary to manufacture and replace the signage in accordance with (IAW) UFC 3-120-01 Design: Sign Standards, Section 3-3.
Note: Please refer to Attachment 1 for photos of all locations requiring signage replacement.
2.0 Building-Mounted Signage Tasks
A. Conduct a comprehensive on-site evaluation prior to commencing work to develop a cost-effective, detailed execution and safety plan.
B. Safely remove existing, outdated signage and associated mounting hardware. If it is determined that removal is causing damage to the underlying building facade, the new signage must be mounted on a metal background painted a light brown to cover and protect the surface.
C. Install the new manufactured signage flush, level, and securely anchored to the building surface IAW manufacturer specifications and base standards.
D. Design and Fabrication Requirements:
Typography: Use the Helvetica Neue 85 Heavy font for typical building identification letters or numbers.
Panel Design: Individual dimensional letters applied directly to the surface of the wall are discouraged. The preferred fabrication detail includes an aluminum sign panel mounted to the building, with letterforms applied to the panel.
Color & Finish: Provide a dark bronze painted finish for the background of the message panels. Use light-colored letters on dark sign panels, and dark-colored letters on light sign panels to ensure clear contrast.
2.2 Freestanding Signage Tasks
In the event that freestanding (monument or post-mounted) building identification or directional signage is required to be updated or replaced as part of this effort, the Contractor shall adhere to the following standards IAW UFC 3-120-01:
Design and Fabrication Requirements:
Sign Classification: Freestanding facility identification signs must strictly conform to the structural design, size, and layout standards corresponding to the facility’s group classification (Primary, Secondary, or Tertiary) as defined by the Installation Facilities Standards (IFS).
Layout & Orientation: Freestanding identification signs mounted perpendicular to a roadway must be double-sided to ensure visibility from both directions of traffic.
Placement & Clearance: Signs must be placed to optimize visibility while minimizing traffic hazards. In accordance with UFC guidelines, post-mounted and freestanding signs shall maintain a minimum lateral clearance of 12 feet (3.6 meters) from the edge of the roadway or the face of the curb, unless local site conditions or IFS dictate otherwise.
Wind Resistance & Resilience: The contractor shall provide engineered mounting designs and fabrication for freestanding sign structures to ensure they are adequately secured at grade to withstand local high-wind conditions and prevent debris hazards.
Color & Finish: The back panel and support posts of all freestanding signs must be painted in a low-maintenance, installation-approved neutral color (typically standard dark bronze or light brown) consistent with the base palette.
3.0 Performance Period and Hours
The contractor shall have access to the site only during normal working hours: Monday through Friday, 0730 to 1630 (7:30 AM to 4:30 PM), excluding federal holidays. Any work outside of these hours must be requested in writing and approved by the Facility Manager at least 48 hours in advance.
4.0 Applicable Standards and Regulatory Compliance
All work, materials, and disposal methods shall comply with the most current versions of federal, state, local, and military regulations, including but not limited to:
Luke AFB Facility Design Standards (FDS) Unified Facilities Criteria (UFC) International Building Code (IBC) Occupational Safety and Health Administration (OSHA) standards
Note: The contractor is responsible for ensuring that all employees and sub-contractors possess the necessary certifications, licenses, training, and qualifications required to execute this scope of work.
5.0 Site Protection and Damage Prevention:
The contractor and the Government representative shall perform a joint walkthrough of the work areas prior to starting demolition to document existing conditions.
Extreme caution must be exercised in all work areas to avoid damage to active utilities, adjacent facilities, landscaping, pavements, and other government property.
Any damage to government property resulting from the contractor’s operations shall be repaired, restored, or replaced by the contractor to a "like new" condition at no additional cost to the Government.
6.0 Cleanup, Material Removal and Disposal
The contractor shall maintain a clean and organized work site, managing debris daily to prevent safety hazards.
The contractor is solely responsible for the legal transport, recycling, and disposal of all demolition debris, old signage panels, scrap metal, and hardware off-base.
Before scheduling the final inspection, all work areas must be thoroughly swept, cleaned, and restored. The contractor shall remove all tools, equipment, surplus materials, and rubbish from the site. Any surfaces soiled or damaged during installation (e.g., dirt, stains, or scuffs on the building exterior) must be fully cleaned and refinished to their original condition.
7.0 Safety and Security
The contractor, its employees, and sub-contractors shall comply with all security procedures, vehicle registration, and gate-access rules established by Luke AFB Security Forces.
The contractor shall conform to all applicable US Army Corps of Engineers Safety and Health Requirements (EM 385-1-1) and OSHA regulations. A basic Activity Hazard Analysis (AHA) must be submitted and approved prior to physical mobilization.
The contractor is responsible for securing their own tools, equipment, and materials at the end of each workday. The government is not liable for loss or damage to the contractor's property.
