About this file
This is a Statement of Work for the procurement of a narrowband mid-infrared laser system for the National Institute of Standards and Technology (NIST) Physical Measurement Laboratory. NIST requires a single laser system with tunable wavelength between 2.5 to 10.0 micrometers and tunable repetition rate between 100 to 200 kHz to support advanced atomic force microscopy metrology for measuring thermal properties of nanoscale materials. The laser must emit pulses with length between 0.1 to 10 nanoseconds, linewidths less than 8 cm⁻¹ (preferably less than 4 cm⁻¹), and wavelength tuning capability of 1 cm⁻¹ steps at 9 cm⁻¹/second minimum (50 cm⁻¹/second preferred). The system must emit average power greater than 5 milliwatts at 200 kHz repetition rate, include a visible alignment laser collinear with the mid-IR output, and feature linear polarization capability. All equipment must be new, manufacturer-direct goods in original packaging with complete documentation and software.
The contractor must deliver, install, and provide training for the laser system within six months of order receipt at NIST's Gaithersburg, Maryland campus (Building 216) on an FOB Destination basis. Installation must be completed within four weeks of delivery and include uncrating, setup, hook-up, and specification demonstration. The contractor shall conduct onsite training for up to five NIST users within seven days of installation completion covering system operation, maintenance, troubleshooting, and provide initial installation manuals, utility requirements, and system schematics at award. Payment is due 100 percent upon successful installation and completion of testing demonstrating conformance to specifications. The system carries a minimum one-year warranty covering parts and labor, with government testing and acceptance to occur within 14 days of installation. The contractor must comply with NIST campus security requirements including identification badges, vehicle registration, and adherence to cybersecurity standards protecting sensitive personally identifiable information.

STATEMENT OF WORK
Title: Narrowband Mid-IR laser with tunable wavelength and tunable repetition rate Lab: PML/683.12
I. BACKGROUND INFORMATION
The National Institute of Standards and Technology (NIST) CHIPS metrology program has a requirement for a narrowband, mid-IR laser with tunable wavelength and tunable repetition rate to enhance advanced AFM metrology for measuring thermal properties of materials at the nanoscale which are being developed in the Physical Measurement Laboratory Nanoscale Device Characterization Division (NDCD), e.g., Nano Lett. 2022, 22, 11, 4325–4332.
The CHIPS Metrology Program at NIST advances metrology for accelerating R&D and for developing breakthroughs that support the development of the next-generation microelectronics and ensure the competitiveness and leadership of the United States. The development and advancement of new measurement methods and infrastructure to characterize nanoscale engineered materials and heterogeneously integrated devices is a critical part of the CHIPS metrology and NDCD mission.
II. PURPOSE
The goal of this contract is to supply, install and train users for operating, the narrowband, mid-IR laser with tunable wavelength and tunable repetition rate. The laser will be integrated by NIST scientists to be used with NIST photothermal induced resonance setup (Anal. Chem. 2022, 94, 45, 15564–15569).
The Contractor shall deliver a quantity of (1) one, inclusive of FOB Destination delivery, installation, warranty and training.
