1.1. SCOPE

In accordance with the terms and conditions listed below, the contractor shall perform the work listed in this Statement of Work (SOW) for the Bureau of Indian Education (BIE) as described below. All Architect-Engineer (A-E) Services required in this SOW should be performed by licensed Architects and Engineers registered in the State of South Dakota.

1.2. DISCLOSURE OF MAGNITUDE

In accordance with the Federal Acquisition Regulation Part 36.204(e), the total contract amount for all design and construction services is estimated to be between $500,000 and $1,000,000.

1.3. LOCATION

This project is located at Cherry Creek Rd Hwy 34 E, Howes, SD 57748.

1.4. BACKGROUND

The fire alarm systems installed in structures described in Figure No.1 and listed in Table No.1 below, are not working properly and this school is currently on Fire Watch. The fire alarm control panels/fire alarm control units (FACP/FACU) are outdated and cannot perform its safety function, which is automatic fire detection and provide a means of notifying building occupants and first responders in the event of a fire. Spare parts are hard to come by. Batteries failed the load test and are excessively corroded.

1.5. DESCRIPTION

The BIE through a contract with a Design-Build (DB) Contractor shall complete the following design, construction, installation, testing, demolition, and repairs services to address improvements to the fire alarm system currently installed at IE156 Takini School, specifically in the structures outlined in Figure No.1 and Table No.1 below. The objective of this project involves the removal and legal disposal of existing fire alarm panels, devices, appliances, and associated equipment, as appropriate; and includes the delivery, installation, and testing of a new fully addressable Fire Alarm Systems that meet requirements included in NFPA 72, National Fire Alarm and Signaling Code and the applicable references listed in section 1.10. Table No.1 presents a summary of the general fire alarm system problems identified in the areas indicated in Figure No. 1 and includes the respective applicable buildings. It is the responsibility of the DB Contractor to conduct a walk-through of the identified buildings to obtain the fidelity of the objective of this project. Table No.1 does not include all existing issues related to fire alarm systems. The installation of the new FACUs, initiating devices, notification appliances, relay modules, and associated fire alarm equipment must be a direct replacement of the existing devices with a new device that meets the requirements listed in this SOW (see section 2.1.2 Definition of Contract Line Items-Contract Line-Item No.2). An emergency voice communication/alarm system and new carbon monoxide (CO) detectors will be installed in all buildings, in accordance with NFPA 5000, Building Construction and Safety Code, 2024 Edition. All fire alarm system wiring shall be installed in conduit. Conduits shall be rigid metal or electric metallic tubing, with a minimum diameter of ¾” that utilizes steel compression type fittings and couplings.

Existing fire alarm conduit and wiring may be reused where the National Electric Code (NEC) conduit fill requirements are not exceeded and there are no compatibility issues. New wiring and raceways must be installed as required by the new devices and appliances. Shop drawings, battery and voltage drop calculations are required. Existing water flow and supervisory switches that monitor fire sprinkler systems must be connected to the new fire alarm panel. All fire alarm devices, appliances, and associated equipment are connected through the existing underground conduit system all leading back to Building No.501 (Secondary School). Surge protection shall be installed on all exits and entrances to the underground fire alarm conduit between the buildings identified above. Supervisory/tamper switch shall be installed in existing post indicator valves (PIV) and fire sprinkler control valves. Existing horns shall be replaced with approved speakers. FACP at Building No.501 must provide a means communication with a Supervising Station Alarm Systems as described in NFPA 72, Chapter 26. The FACP shall have a digital alarm communicator transmitter (DACT). The DACT shall support dual telephone lines, “contact ID” communications format, and configured for dual-tone, multi-frequency (DTMF). If dual telephone lines are not available, the use of fire alarm cellular communicators is acceptable.

The project schedule shall be updated on a monthly basis throughout the entire contract period and until project substantial completion. The status date of each schedule update shall be 10 days before the progress payment request date.

Purpose: The purpose of the project schedule is to ensure adequate planning, coordination, scheduling, and reporting during execution of design and construction activities of the Contractor. The project schedule will assist the Contractor and the Contracting Officer in monitoring the progress of the work, evaluating proposed changes, and processing the Contractor's monthly progress payment requests Software: The software shall be the latest version of Microsoft Project, Primavera Project Planner, or approved equal.

Schedule Development: The project schedule shall cover the entire contract period. The late finish date of the project schedule shall be the same date as the established completion date of the contract.

The Contractor shall use the Critical Path Method (CPM) with limited use of lead or lag durations between scheduled activities. The Contractor's project schedule shall consist of procurement activities (including mobilization, submittal, and the fabrication and delivery of key and long-lead procurement items) and construction activities.

The Contractor's project schedule shall consist of, but not be limited to, the following for each activity:

· Concise description of the work represented by the activity (maximum 48 characters). Avoid the use of non-standard abbreviations. The work related to each activity shall be limited to one work trade.

In developing the project schedule, the Contractor shall be responsible for ensuring that subcontractor work at all tiers, as well as its own work, is included in the project schedule.

The project schedule, as developed, shall show the sequence and interdependence of activities required for complete performance of the work. The Contractor shall be responsible for ensuring all work sequences are logical and the project schedule shows a coordinated work plan. The proposed durations assigned to each activity shall be the Contractor's best estimate of time required to complete the activity considering the scope and resources planned for the activity. Resource loading of each activity shall list all personnel by labor category and equipment type and capacity proposed to complete the activity in the duration shown. Time Extensions: Activity delays shall not automatically mean that an extension of the contract time is warranted or due the Contractor. It is possible that a modification, change, or delay will not affect existing critical activities or cause non-critical activities to become critical. A modification, change, or delay may result in only absorbing a part of the available total float that may exist within an activity chain of the project schedule, thereby not causing any effect on the contract time. Time extensions will be granted in accordance with the terms of the contract.

Float: Float is not for the exclusive use or benefit of either the BIE or the Contractor. Extension of the contract time will be granted only to the extent the equitable time adjustments to the activity or activities affected by the modification, change, or delay exceeds the total (positive or zero) float available on a particular activity.
