About this file

This Statement of Work (SOW) details an asbestos testing project for the US Department of Agriculture Forest Service at the Rio Grande National Forest. The project requires a certified contractor to inspect, sample, and report on asbestos-containing materials (ACMs) in eight buildings constructed between 1900 and 1986, with square footages ranging from 443 to 3,063 square feet. Key requirements include identifying and sampling ACMs, creating location diagrams, developing mitigation strategies, and submitting comprehensive reports within 30 days of inspection completion.

The solicitation seeks proposals evaluated on three factors: cost, past performance, and key personnel experience. Contractors must provide detailed documentation including organizational information, project history, key personnel certifications, and laboratory testing credentials. The testing must comply with federal and state safety regulations, using an accredited laboratory to analyze samples. The project scope is specifically for identification and reporting, with actual asbestos removal or mitigation not included in this contract requirement.

Project Title

Rio Grande National Forest Bunkhouse Asbestos Sampling

General Information

1.0 Background and Purpose

The Rio Grande National Forest utilizes multiple barracks and bunkhouses for housing seasonal employees and in the performance of our mission. These buildings were often built using dangerous Asbestos-Containing Materials, and the Forest Service would like to identify any ACMs present in these buildings and the locations of these materials. Additionally, a mitigation strategy for each ACMs is needed. Mitigation is NOT included in this requirement; the Contractor is only required to find suspected ACMs, testing each sample, providing reports of the testing results, and provide a common recommended mitigation strategy for each instance of ACMs found and tested positive for. For example: removal, abatement, enclosure, regular monitoring, etc..

The goals of this requirement are as follows:

For each of the eight (8) buildings listed in this requirement:

· Identification and sampling of ACMs within each building

· Provide a diagram showing locations of each instance of ACMs for each building

· Provide a recommended mitigation strategy for each instance of ACMs found

· Provide a report(s) on ACMs tested in each building

The buildings to be tested have the following characteristics:
