ATTACHMENT 1

STATEMENT OF WORK

FOR

SLUDGE REMOVAL FROM

DEFENSE DISTRIBUTION CENTER, SUSQUEHANNA

NEW CUMBERLAND, PA

DESCRIPTION/SPECS/WORK STATEMENT

1. The Contractor shall remove and dispose of up to 300,000 gallons of non-hazardous liquid wastes (referred to as sludge in the remainder of the SOW) annually from the Defense Distribution Center, Susquehanna (Installation) Sewage Treatment Plant aerobic digester, SBR, and post aeration tank. The cost per gallon identified in Attachment 2- Schedule of Services includes all labor, equipment, vehicles, transportation, and disposal.

The Contractor shall remove and dispose of up to 8,000 gallons of non-hazardous solid wastes (referred to as sludge in the remainder of the SOW) annually from the Installation Sewage Treatment Plant aerobic digester, SBR, and post aeration tank, and from lift stations located throughout the Installation. The cost per gallon identified in Attachment 2- Schedule of Services includes all labor (where confined space entry is not required), equipment, vehicles, transportation, and disposal.

The Contractor shall remove and dispose of up to 30,000 gallons of non-hazardous liquid wastes (referred to as sludge in the remainder of the SOW) annually from Installation lift stations. The cost per gallon identified in Attachment 2- Schedule of Services includes all labor, equipment, vehicles, transportation, and disposal.

The Contractor shall remove and dispose of up to 100,000 gallons of non-hazardous liquid wastes (referred to as sludge in the remainder of the SOW) annually from Sewage Treatment Plant equalization tank, influent screening room and other areas of the plant not including the digester, SBR, and post aeration tank. The cost per gallon is identified in Attachment 2- Schedule of Services.

The Contractor shall remove and dispose of up to 10 tons of non-hazardous solid wastes (referred to as sludge in the remainder of the SOW) annually from Sewage Treatment Plant equalization tank, influent screening room and other areas of the plant not including the digester, SBR, and post aeration tank. The cost per ton is identified in Attachment 2- Schedule of Services

Contractor is responsible to ensure none of the limitations included in Attachment 2- Schedule of Services are exceeded during the year and to notify the Installation GOVERNMENT POC when limitations in Attachment 2- Schedule of Services are within 20% of the limitation included in Attachment 2- Schedule of Services.

Contractor will transport waste to a DEP approved facility.

However, if the any of the limits identified in Attachment 2- Schedule of Services are met and additional sludge requires removal to maintain operation of the plant prior to the contract expiring, the contractor will remove and dispose of additional sludge at no increase in the unit costs identified in Attachment 2- Schedule of Services once the additional quantities have been incorporated by contract modification. For unforeseen circumstances such as large quantities of oil or filamentous bacteria, the contractor will provide a separate quote for sludge removal and wait for approval to remove the sludge.

All actions by the contractor or subcontractor shall comply with all United States Environmental Protection Agency, Pennsylvania Department of Environmental Protection (DEP), York County and any other local laws and regulations governing the project. The prime contractor is responsible for overseeing all subcontractors utilized to complete the project.

2. The Contractor will remove sludge from the designated location/s meeting all United States Environmental Protection Agency, Pennsylvania Department of Environmental Protection (DEP), York County and any other local laws and regulations.

3. While removing sludge from the plant, the Contractor will need to back into the site, position the truck on the road adjacent to the removal site. If removing sludge from the digester, connect to the offloading valve to remove sludge. If removing sludge from other areas of the plant, drag a house to the location to remove sludge. If removing sludge from lift stations position the truck on the road adjacent to the lift station and drag a hose to the lift station to remove sludge. After removing sludge from Installation, Contractor shall provide copies of all manifests, bills of lading, etc. signed by the final disposal facility for each load of sludge removed from the installation to the GOVERNMENT POC within 14 days of the removal date.

4. The contractor shall obtain a sample of sludge from each load of sludge taken offsite and deliver it to a laboratory certified to analyze the sample to determine the percent solids in each load. Contractor must ensure samples arrive at the certified laboratory to allow analysis before the hold-time expires.

5. The Contractor shall supply the Environmental Office with all information required by the United States Environmental Protection Agency, Pennsylvania Department of Environmental Protection (DEP), York County and any other local agencies within 14 days of the sludge removal including but not limited to:

a. Final signed copies of waste manifests, bills of lading, etc.

b. Total gallons of sludge removed.

c. Laboratory analytical results for the percent of solids in each load including quality assurance data.

d. Disposal site, county, and permit number.

e. Hauler permit number.

f. How the final sludge was used - Agricultural utilization, composting, landfill, or identify other.

The contractor shall attach all required documents identified in 5a and 5c to the request for payment in Wide Area Work Flow (WAWF).

6. Arrival at the Installation to conduct operations must occur between the hours of 6:00 AM through 1:30 PM, Monday through Friday. In some cases, such as removal of sludge from the lift station in Building 2001, the removal will be conducted outside of the times listed above due to ongoing operations. Installation personnel will schedule these removal operations with the contractor. Sludge removal will not normally occur on Federal holidays or weekends.

7. The Defense Logistics Agency Installation Management Susquehanna Environmental Division or plant operators will notify the contractor and set up times for sludge removal. If the Contractor varies from his proposed schedule without informing the GOVERNMENT POC in advance, there is no guarantee that the Sewage Treatment Plant gates will be open, and the Contractor could experience a lengthy delay gaining access to the Sewage Treatment Plant. The Contractor shall provide the required information to the DLA Installation Management Susquehanna Environmental Division or plant operators prior to arrival at the installation for contractor representatives who will enter the Installation and need to obtain an Installation Pass. DLA Installation Management Susquehanna Environmental Division or plant operators will make proper arrangements for contractor entry to the Installation.

8. In accordance with the York County Solid Waste and Refuse Authority (Municipal Waste Collection and Transportation Licensing Rules and Regulations), all persons engaged in the collection or transportation of wastewater treatment sludge, whether generated or disposed of in the county, shall obtain a license issued by the authority. A VALID DECAL ISSUED BY THE COUNTY MUST BE DISPLAYED DURING COLLECTION AND TRANSPORTATION OF THE SLUDGE. Disposal of sewage treatment plant sludge shall be at a designated disposal site permitted by the Commonwealth of Pennsylvania. Failure to comply with these conditions shall result in revocation to collect or transport sewage sludge from the Installation.

9. The Contactor must state with his offer, the name, address, and telephone number of the permitted disposal/treatment facility (to include the permit number) that will receive the sewage sludge for final disposition. Contractor must also submit sub-contractors name, address, telephone number, and permit numbers with offer. If contractor wishes to make substitutions in disposal sites, haulers, or sub-contractors, during the duration of the contract, the GOVERNMENT POC must approve the substitution prior to use.

10. Confined space entry is required for some areas. Contractor will be responsible for all confined space operations including safety equipment and procedures. Contractor will follow all requirements identified in the OSHA 1910.146, 1926.1201 and/or the DLA Installation Management Susquehanna Confined Space Entry Procedure manual or applicable document/procedure.

11. The Prime Contractor shall provide the haulers current certification/permits/licenses to transport sewage sludge. The Prime Contractor shall also be responsible for obtaining all necessary notarized documents from the haulers, if required. All transportation shall be in accordance with the Department of Transportation 49 CFR 100-199. The contractor shall comply with all local, state, and/or federal requirements including all necessary permits, licenses, and approvals.

12. The Environmental Office requests the option to review the offerer’s submissions prior to the award of the sewage sludge contract to review the above-mentioned requirements.

13. The contractor shall perform all operations in accordance with all local, state, and federal environmental rules, regulations, and requirements

14. Installation will be responsible for testing the sewage sludge to determine if it is a hazardous waste in accordance with 40 Code of Federal Regulations 261. Any additional sampling will be the responsibility of the Contractor. Attached is a copy of the most recent lab analysis of the sewage sludge, which indicates it is not a hazardous waste.

15. Contractor is responsible for obtaining any necessary certifications, licenses and permits, and for complying with any applicable local, state, and/or federal laws, codes, and regulations in connection with the prosecution of work without additional expense to the Government. This includes acquiring any required certifications, permits or registrations necessary to operate on the Installation.

16. Contractor shall perform all operations in a prudent, conscientious, safe, and professional manner. At a minimum, contractor's personnel and equipment shall comply with applicable local, state, and/or federal laws.

NOTE: It is the recommendation of the Pennsylvania Department of Environmental Protection (specifically the Sewage Treatment Plant Permit Inspector from PADEP) the sludge disposal contractor be located in the state of Pennsylvania in order to assure compliance with sludge removal regulations.
