Statement of Work (SOW) Background The National Park Service seeks a contractor to replace or fabricate a cantilevered sliding vehicle gate at our maintenance facility located at 2700 George Washington Memorial Parkway, Arlington, VA 22202. This facility houses fleet, equipment, and personnel. The gate is approximately 60 feet long, 10 feet tall, and spans a 45-foot opening. It is about 20 years old and has sustained structural damage over time, including multiple instances of welding fabrication and component replacement. The existing drive unit and control cabinet are outdated, with the control cabinet frequently being inoperable.

I. Scope A. Objective: The goal of this contract is to achieve a cost-effective and efficient fabrication or replacement of the cantilevered security gate.

B. Services: The contractor shall provide all necessary materials, labor, supervision, equipment, tools, and services required to perform the repair or replacement. Any items not explicitly mentioned but necessary for compliance with industry standards and accepted practices shall be included in the contract.

C. Contractor Definition: Throughout this document, the term "contractor" refers to the selected offeror responsible for performing the services outlined.

D. Licensing: The contractor must be licensed in the state of Virginia to provide the services described in this Scope of Work.

II. Work Requirements A. Dismantling and Disposal: The contractor is responsible for dismantling and disposing of the existing gate and components.

B. Installation: The contractor shall install a new cantilevered sliding vehicle gate and associated components. This includes, but is not limited to, the control cabinet, drive unit, end stops, ingress protection, keypads, rollers, etc.

C. Gate Material: The new cantilevered sliding vehicle gate must be constructed from high-strength steel or aluminum to ensure durability and long-term performance. The chosen material should be suitable for the specific operational and environmental conditions of the site.

D. Feasibility and Approval: If the cantilevered sliding gate is determined to be unfeasible due to site constraints or other factors, the contractor must propose an alternative gate design. Any alternative design must receive prior approval from the Contracting Officer’s Representative (COR) before proceeding with installation.

E. Gate Functionality: The new gate must support the following functionalities:

· Manual operation

· Keypad/remote switch control

· Automatic opening and closing based on sensor technology. The contractor shall use either infrared sensors, photoelectric sensors, or radar sensors for the automatic operation of the gate, selecting the most cost-effective option.

· Timed auto close function.

· Automatic opening and closing when exiting or entering, as required.

E. Switch and Keypads: The contractor shall install a new functional open and close switch inside the office building and two keypads at specified locations if the preexisting ones are incompatible.

III. Delivery A. Timeline: The contractor shall complete all tasks identified in this scope within 90 business days of receiving the notice to proceed, excluding weekends and federal holidays unless authorized prior by the COR.

B. Work Hours: Work hours are restricted to 6:00 a.m. - 3:00 p.m., Monday through Friday, unless otherwise approved by the Contracting Officer's Representative (COR). Weekend work is permitted from 6:00 a.m. - 2:00 p.m. with prior COR approval.

C. Compliance: All work must comply with the latest revisions of the following documents. In case of discrepancies between codes and specifications, the more stringent criteria shall apply:

· International Building Code (IBC)

· Federal, State, and Local Regulations

· 29 CFR 1910 – OSHA General Industry Regulations & Standards

· 29 CFR 1926 – OSHA Construction Industry Regulations & Standards

· US Army Corps of Engineers “Safety and Health Requirements” Manual No. 385-1-1

· National Park Service Occupational Safety and Health Program – Reference Manual 50B IV. Government-Furnished Property A. Utilities: Water and 120V electric power are available on-site.

VI. Contractor Qualifications and Experience A. Qualifications: The contractor must have relevant experience and certifications in the repair and installation of cantilevered sliding gates.

B. Experience: The contractor should provide references or evidence of previous projects similar in scope and complexity.

VII. Performance Standards A. Quality Assurance: The work must meet all specified quality standards and industry practices.

B. Inspection and Acceptance: The completed work will be inspected by the COR to ensure it meets the scope requirements before acceptance.

VIII. Safety Requirements A. Safety Plan: The contractor must submit a safety plan detailing measures for managing risks and ensuring safety.

B. Compliance: The contractor must comply with all relevant safety regulations.

IX. Maintenance and Warranty A. Warranty: The contractor shall provide a minimum one-year warranty on all work and materials. The warranty period begins upon final acceptance of the completed work.

B. Preventative Maintenance: The contractor shall provide a detailed list of scheduled preventative maintenance for the gate and its components for a 10-year period. This list should include recommended maintenance activities, frequency, and any associated costs.

X. Contract Management A. Point of Contact: Contact information for the COR will be provided upon contract award.

B. Progress Reporting: The contractor must submit progress reports in a format specified by the COR.

XI. Change Orders A. Process: Any changes to the scope of work will be documented through a formal change order process.

XII. Payment Terms A. Schedule: Payments will be made according to a schedule tied to milestones or deliverables.

B. Invoicing: The contractor must follow the invoicing process as specified in the contract.

XIII. Insurance and Bonding A. Insurance: The contractor must maintain adequate insurance coverage.

B. Bonding: A performance bond may be required.

XIV. Environmental Considerations A. Waste Management: The contractor must manage and dispose of waste materials in compliance with environmental regulations and remove from NPS property.

B. Environmental Impact: Measures must be taken to minimize environmental impact.

XV. Confidentiality and Data Protection A. Confidentiality: The contractor must ensure the confidentiality of any sensitive information.

B. Data Protection: Provisions must be made for the protection of any data handled during the project.

XVI. Place of Performance A. Location: The work will be performed at the George Washington Memorial Parkway Maintenance Facility, 2700 George Washington Memorial Parkway, Arlington, VA 22202 Preexisting Gate
