WILD HORSE AND BURRO MANURE REMOVAL SERVICES
5 YEAR REQUIREMENT:
GENERAL
1. Description of Work
a. The Contractor shall furnish all labor, equipment, transportation, and materials necessary to load, remove, and dispose of manure at the Rock Springs Wild Horse corrals. Manure removal shall occur twice annually (once in the spring, once in the fall) for each year the contract is exercised.
b. Manure will be piled and placed across the road by BLM ahead of removal events.
c. A total of approximately 8,000 cubic yards of manure will need to be removed from the corrals each year. Manure capacity can vary depending on gather activity and number of animals in the facility. The number of cubic yards stated in this paragraph is an estimate and is not guaranteed every year.
d. Moisture content of material will vary depending on the environmental conditions during each removal event. The contractor is responsible for identifying appropriate load sizes based upon any weight restrictions. The contractor will only be paid based on the number of cubic yards of material hauled, not the weight of that material.
e. Contractor will limit their work hours from 7:00 a.m. to 3:00 p.m., Monday through Friday excluding holidays, unless otherwise notified by the COR.
f. The Contractor shall continue performance of the work under the contract without delay or interruption except by causes beyond his/her control as defined by contract clauses, or by the receipt of a "Suspend Work Order" issued by the Government. Failure to do so may be cause for action under the "Default" clause.
2. LOCATION
Work under this contract is located at the Rock Springs Wild Horse and Burro Facility, HWY. 191 North Lionkol Road, Rock Springs, WY in Sweetwater County.
3. SPECIFIC TASKS
a. The Contracting Officer’s Representative (COR) will prepare a work schedule of manure being hauled, approximately two weeks prior to work commencing. The actual start work date will be confirmed verbally or in writing by the Contracting Officer’s Representative. The Contractor will be given approximately 40 workdays to complete each task.
b. Manure shall be removed down to the existing ground line. All manure removed must be legally disposed of in a landfill or a manner approved by the Wyoming Department of Environmental Quality. It is the responsibility of the Contractor to make all arrangements for disposal. Contractor shall comply with all Federal, State, and local laws and regulations.
c. Ground contour shall not be changed by over excavation of soil and manure in stockpile area.
d. Contractor must be aware of visitors to the facility as a road surrounds the facility with daily visitors, proceed with caution to avoid accidents.
4. Contractor Responsibilities of Operators and Equipment Requirements
a. The Contractor shall furnish the equipment (trucks, trailers and loader) and have skilled operators fully capable of effectively operating equipment to load and haul manure. The Contractor shall furnish dump trucks and side dump trailers that are able to haul minimum of 12 cubic yards and up to 25 cubic yards of manure per truck or trailer. All rental equipment and required equipment attachments/accessories shall have fully operable mechanical features. All accessories and attachments shall be in accordance with the equipment manufacturer’s recommended size for the specific models and the defined work tasks. All cutting or other wearing surfaces shall be sharp and conform to original contours. All hydraulic and other power systems shall deliver forces within the manufacturer’s performance limits for the respective equipment and application. All equipment shall have OSHA quality, standards rollover protective structures (ROPS), regardless of equipment age. Equipment provided shall be able to efficiently and effectively complete the work described in this contract.
b. The Contractor is responsible for the cleanup of all hazardous material spills from their equipment (fuel, oil, etc.). Any environmental damages resulting from the contractors equipment will be the responsibility of the Contractor.
5. BASIS OF PAYMENT
Payment will be made based on cubic yards (CY) of manure removed from the site. Contractor shall maintain truck logs detailing capacity and number of loads for each day of manure removal services. The BLM Contracting Officers Representative (COR) or the Project Inspector (PI) will periodically inspect trucks to verify documented capacity.
6. PRE_WORK CONFERENCE
a. Notification: A pre-work conference will be held at the Rock Springs WH&B Facility headquarters following the award of the contract. The Contractor will be notified in advance of the meeting date and time.
b. Attendance: The Contractor and the person(s) responsible for performance of the work must be present at the meeting.
c. Presentation: The Contract Officer Representative (COR) will provide the initial manure hauling schedule at the meeting.
d. At the prework conference, the Contractor shall provide to the COR a written "work progress plan" that details its proposed work force and schedule to provide for orderly completion of the work within the contract performance time. This work schedule must be acceptable to the Government. At a minimum, the schedule must reflect a work progress rate equal to the available amount of contract performance time.
