Project CFSL – Security Night Patrol
General Information
1.0 Scope of Work
The Patrol shall be performed at the Corvallis Forestry Sciences Laboratory located at 3200 SW Jefferson Way, Corvallis, Oregon 97331.
Provide night shift watch from the hours of 2300-0400, 5 hours shift, 7 days a week, including all Federal Holidays:
June 19th, 2024 – Juneteenth National Independence Day July 4th, 2024 – 4th of July September 4th, 2024 – Labor Day November 11th, 2024 – Veteran Day November 28th, 2024 - Thanksgiving December 25th, 2024 – Christmas Day January 1st, 2025 – New Year’s Day January 20th, 2025 – Martin Luther King Day February 17th, 2025 – Presidents Day May 26th, 2025 – Memorial Day
The USDA-Forest Service, Pacific Northwest (PNW) Research Station, Corvallis Forestry Sciences Laboratory (CFSL) has the need for a security patrol for crime prevention to increase personnel safety, theft prevention, and grounds security.
All work under this contract shall be performed in a skillful and workmanlike manner.
| A. | Contractor shall be responsible for maintaining satisfactory standards of employee competency, conduct, and integrity. |
| B. | Contractor employees shall be professional in appearance and be in uniform. |
| C. | Contractor’s employees performing the patrol service shall carry state identification and the contractor’s identification card. |
| D. | Contractor’s employee will not be allowed to have any persons (family members or |
otherwise) accompany the Contractor during performance of the contract.
Contractor will be notified of non-compliance and will be requested to correct the condition at the Contractor’s expense.
2.0 Background
CFSL is a federally owned facility located on the Oregon State University Campas with multiple outbuildings and government fleet vehicles. Area crime includes vehicle or facility break-ins, homeless camping, and property theft to name a few.
Contractor Requirements
3.0 Technical Requirements / Tasks
The Contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, and other items and non-personal services necessary to provide a nightly random security patrol. Services shall include:
| A. | Foot patrol of the exterior of the Laboratory to include outbuildings and government vehicles on a random schedule, between the hours of 2300-0400 (11:00 PM – 4:00 AM). |
| I. | Check each first-floor window and exterior doors or other readily accessible point of entry of the laboratory and outbuildings. Ensure such areas are closed and locked. If they are found open, a reasonable effort will be made to secure them. If unable to secure them, contact the Facility Manager or designated representative and remain on-site until they arrive. |
| II. | Patrol government vehicles parked in the CFSL parking lot. Check vehicle windows and doors to ensure they are closed and locked. The contractor shall close/lock any that are found open. If a vehicle cannot be made secure, contact the Facility Manager or designated representative, and stay on-site until they arrive. |
| III. | Ensure individuals not on official government business vacate the area. |
B. One randomly timed night drive through patrol, performed outside the hours of the random foot patrol hours of 2300-0400 (11:00 PM – 4:00 AM). The drive through includes observing the exterior of the buildings, vehicles, and parking areas for any unusual or suspicious activity or persons.
C. All patrols are to be logged with the date, time of arrival, time of departure and note of any unusual or suspicious activity and the actions taken. Patrol logs shall be kept on file at least until the end of the contractual period and be available for inspection upon request. Patrol logs will be emailed to the Contracting Officer’s Representative (COR) at least weekly. If any vehicles, or buildings (doors or windows) are found unsecured, message the COR with a photo from a phone or other devise, on the day of the occurrence.
Contact the Facility Manager or their designated representative; and the Oregon State Police if appropriate; immediately upon discovery of any unusual or suspicious activity and stay on-site until they arrive. The contractor shall perform to the standards in the contract as well as all federal, state, and local codes and regulations.
4.0 Government Furnished
None. The contractor will provide all items necessary to perform the work.
5.0 Deliverables / Schedule
The contractor shall submit an electronic copy of all deliverables to the COR in PDF format and phrased in layperson language.

7.0 Contractor’s Key Personnel
Contract Manager: The Contractor shall designate, in writing to the Contracting Officer (CO) a Contract Manager which will be responsible for the performance of the work. The Contract Manager will have full authority to act for the Contractor on all contract matters relating to the daily operation of this contract. The contract manager will be available by means of a communication system so the Contractor may respond in person or by phone within (1) hour after normal duty hours. The name of this person shall be submitted to the Contracting Officer at pre-work meeting and within one (1) workday of any change(s).
