Federal Energy Regulatory Commission – Office of Enforcement BPAT Equivalent ATC Data via OATI

Statement of Work

1. SCOPE

Acquire an annual subscription from Open Access Technology International, Inc (OATI) to append Bonneville Power Administration Transmission's (BPAT) Equivalent Available Transfer Capability (Equivalent ATC) and Equivalent Total Transfer Capability (Equivalent TTC) data to the webFERC database solution. webFERC is an OATI-hosted database environment that the Commission has contracted OATI to provide since 2013. webFERC currently hosts the Commission’s main source of eTag1, Transmission Service Request (TSR) and Available Transfer Capacity (ATC)2 subscriptions data.

2. BACKGROUND

The Federal Energy Regulatory Commission (FERC) is an independent agency that regulates the interstate transmission of electricity, natural gas, and oil. FERC’s Mission is to ensure reliable, efficient, and sustainable energy for consumers. Fulfilling this mission involves pursuing two primary goals:

Ensure that rates, terms and conditions are just, reasonable and not unduly discriminatory or preferential.

Promote the development of safe, reliable and efficient energy infrastructure that serves the public interest.

In an effort to support the first goal, the Commission protects consumers through market oversight and surveillance; assuring compliance with tariffs, rules, regulations, and orders; detecting, auditing, and investigating potential violations; and developing and formulating policies and regulations to address emerging issues. The Commission employs various methods in these activities, including:

Developing surveillance procedures to detect potential manipulation, anticompetitive behavior, and other anomalous activity.

Identifying potential subjects of nonpublic investigations.

Analyzing trading and other complex data related to manipulation or other improper conduct.

Analyzing long-term electric market trends.

Issuing, coordinating, and developing proposed policy reforms to address emerging issues affecting wholesale and interstate electric energy markets.

In support of these objectives, the Commission contracted OATI in 2013 to receive e-Tag data under Commission Order 771 via the OATI webFERC solution. In 2019, the Commission contracted OATI to append Equivalent ATC and Equivalent TTC data to webFERC. In this procurement, the Division of Analytics and Surveillance (DAS) in the Office of Enforcement (OE) is requesting access to the complete BPAT Equivalent and Equivalent TTC data available to OATI.

OE will use this data to continue its efforts to monitor for the exercise of market power and/or market manipulation in the electricity markets. Staff has access to ATC and TTC data from other transmission providers in the U.S. However, in the Pacific Northwest the largest and most integral transmission system in the region is

1 Order 89603018P0047 is the current contract for eTag data. The ultimate completion date for the final option period is 3/14/2023.

2 Order 89603018P0076 is the current contract for Transmission Service Request (TSR) and Available Transfer Capacity (ATC) database subscriptions. The ultimate completion date for the final option period is 12/27/2023.

the BPAT system. Transmission customers' requests for transmission service in BPAT are accepted and denied based on the Equivalent ATC and Equivalent TTC data. FERC staff does not have access to the data and OATI informed staff that they will need to construct a separate data process to save the Equivalent ATC and TTC data to a database for FERC.

BPAT posts the Equivalent ATC and Equivalent TTC data for a limited time on its OASIS site. In order to perform comprehensive and robust analysis, staff will need to use this data over periods of one or more years.

Purchasing the data in a complete database from OATI will save a significant amount of staff time downloading, standardizing and aggregating the data in preparation for analysis.

3. TASKS

3.1 BPAT Equivalent ATC and Equivalent TTC data management (initial set-up and on-going):

The Vendor shall populate the webFERC solution with the BPAT Equivalent ATC and Equivalent

TTC databases.

The Vendor shall ensure data quality. Data available to the Commission shall accurately reflect BPAT

Equivalent ATC and Equivalent TTC data available to OATI.

The Vendor shall ensure data is updated in a timely manner. Real-time updates are not required.

The vendor shall maintain and modify the database structure as FERC’s data uses evolve over time.

The Vendor shall continue to operate under the Interconnection Service Agreement / Memorandum of

Understanding (ISA/MOU) with the FERC signed in March 2013 to create the webFERC solution.

The Vendor shall maintain and modify the database structure to maintain consistency with current

BPAT Equivalent ATC and Equivalent TTC standards as they evolve over time.

3.2 Access to the TSR/ATC data

The Vendor shall provide FERC access to all BPAT Equivalent ATC and Equivalent TTC data available in its systems.

As is currently the case for the webFERC solution, the Vendor shall continue to provide a robust, dedicated and encrypted connection utilizing TLS 1.2. Please note that this security requirement is subject to data communications security requirements provided by OMB/NIST and may change to a more stringent standard at a future date. This connection should enable transfer of any query results to the Commission.

As is currently the case for the webFERC solution, the Vendor shall continue to ensure constant access to BPAT Equivalent ATC and Equivalent TTC data with 24 by 7 reliability (99.0% uptime)

As is currently the case for the webFERC solution, the Vendor shall continue to provide up to 50 credentials to access the database through the Vendor's proprietary user interface.

As is currently the case for the webFERC solution, the Vendor shall continue to provide FERC direct access to the database without requiring the use of a proprietary user interface. The BPAT Equivalent ATC and Equivalent TTC database solution shall be capable of efficient large query runs using SQL query language. FERC staff will develop and submit any queries, while the Vendor shall ensure that the database solution is sufficiently robust to process submitted queries.

3.3 Support and expert advice and assistance

As is currently the case for the webFERC solution, the Vendor shall provide annual training covering e-Tag, ATC, TSR, and BPAT Equivalent ATC and Equivalent TTC data concepts once the solution is deployed at no cost to the Government.

The Vendor shall provide data documentation for the BPAT Equivalent ATC and Equivalent TTC data. This documentation must include a column description for all data columns and where applicable an Entity Relationship Diagram (ERD) and SQL statements required to relate tables within the data model.

The Vendor will accommodate staff requests for training on specific matters at no cost to the Government.

The Vendor shall meet FERC policy regarding Incident Handling Process and Procedures.

3.4 Other Constraints

The following constraints apply to the proposed database solution:

The BPAT Equivalent ATC and Equivalent TTC databases shall be fully functional within 90 days after award.

The Vendor shall include all BPAT Equivalent ATC and Equivalent TTC data available in its systems via the webFERC solution.

The Vendor shall securely house and maintain the data.

The Vendor shall comply with all relevant federal information security standards regarding a secure

VPN interconnection.

The Vendor shall communicate to FERC any unauthorized data disclosures and/or data breeches within two hours of discovery of the incident.
