STATEMENT OF WORK

Sampling, Cleaning and Inspection of Building 414 Spill Containment Tank

The 911th Airlift Wing has a requirement to have a contractor capable of pumping out any liquids and solids/sludge while also capable of entering and cleaning an underground 15,000 gallon containment tank located at Building 414 on base in Coraopolis, PA 15108. This requirement is not recurring and is only required when the tank becomes filled with liquid, usually after aircraft washing operations that occur inside Building 414. Base POC’s will reach out to the contractor and notify when either the tank needs pumped out, or when the tank needs to be cleaned. In carrying out work under this contract, the contractor shall furnish all personnel, services, equipment, tools, materials, vehicles, supervision and other requirements necessary for, or incidental to, the performance of work set forth herein; assure any and all program and/or project related costing information (regardless of its stage in development) is secured, as directed by the Contracting Officer (CO); and be responsible for safeguarding proprietary, classified, and other sensitive information. The contractor shall be immediately capable of addressing and interpreting all aspects of environmental law and regulation.

Some drawings are provided but it is the responsibility of the contractor to field verify the information used from the drawings.

The 911th Airlift Wing is a tenant of the host; Allegheny County Airport and it is their policy for all confined spaces be permit required. The confined spaces are not maintained, not opened for years at a time, and thus present potential hazards making them permit required before entry. Each day confined spaces are to be entered, the contractor will complete and present to the Base Safety Office an AF 1024 “Confined Space Entry Permit”. No confined space will be entered without prior coordination with the Base Safety Office. All confined space operations must be coordinated with the Base Safety Office prior to start of work.
