About this file

This is a Statement of Work (SOW) for repair services for HC-130J aircraft components managed by the U.S. Coast Guard Aviation Logistics Center (ALC). The contractor must repair components to Ready for Issue (RFI) condition in accordance with applicable technical directives, primarily Original Equipment Manufacturer Commercial Maintenance Manuals (Cage Code 37695 - Raytheon Company). The contractor must be certified as either an FAA Repair Facility, OEM Certified Repair Facility, OEM Certified Distributor, or DoD/USCG Certified Facility. All repairs shall be performed at fully burdened firm-fixed rates with the contractor supplying all parts, labor, and materials. Replacement parts must be new and traceable to the OEM; replacement part certification documentation must be maintained for 24 months after delivery. The contractor must maintain a Quality Assurance System including component calibration requirements and must have access to current technical directives, demonstrating availability through signed DD-2345 forms or Technical Order Distribution Office (TODO) account codes.

The SOW establishes specific requirements for component receipt notification (within 10 days), deficiency reporting, corrosion treatment in accordance with FAA Advisory Circular AC 43-4B, and handling of Beyond Economical Repair (BER) components. Components determined Unusually Damaged due to obvious misuse, cannibalization, or crash damage require inspection condition reports with photographs and price proposals within 30 days of receipt. All repaired components must be certified as airworthy, with either FAA Form 8130 certification or equivalent documentation signed by an authorized representative. Certificate of Conformance per FAR 52.246-15 is required for each repaired component. The contractor must submit Component Repair Records (CRR) and Significant Component History Reports (SCHR) to the USCG within five working days of completion, with originals packed with components and copies mailed to the ALC. Product Quality Deficiency Reports (PQDR) must be addressed within 30 days, with repairs to deficient components performed under warranty. Environmental requirements mandate thorough cleaning per FAA Advisory Circular AC 43-205 prior to return, with random sampling to ensure components are free of hazardous dust including hexavalent chromium, cadmium, and lead.
