Statement of Work Summary

This is a Statement of Work (SOW) for repair services provided by the U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) for HC-130J aircraft components. The contractor must repair applicable parts listed on a Schedule of Supplies/Services and return them to USCG in a Ready for Issue (RFI) condition in accordance with applicable technical directives. Repair actions shall follow In Accordance With (IAW) technical directives approved in writing by the USCG Long Range Surveillance Product Line Division (LRS) Contracting Officer, with components returned in airworthy condition suitable for HC-130J installation. The contractor must supply all parts, labor, tools, test equipment, and facilities at a fully burdened, firm fixed-pricing rate, with Service Bulletins and Unusual Damage repairs priced separately.

The contractor must be an OEM Certified Repair Facility and maintain a Quality Assurance System including test component calibration and documentation. Key requirements include: notifying the Purchasing Agent/Procurement Technician within ten days of component receipt with confirmation of part numbers and serial numbers; performing visual and technical inspections per current technical directives; submitting DD Form 1577-2 unserviceable tags for NRFI components; providing Component Repair Records (CRR) and Significant Component History Reports (SCHR) for tracked items; submitting FAA 8130 Airworthiness Certifications or equivalent; submitting Certificates of Conformance per FAR 52.246-15; and complying with environmental cleaning requirements per FAA Advisory Circular 43-205. Specific conditions define Unusual Damage (obvious misuse, cannibalization, crash damage), which requires 30-day inspection reports with photographs and price proposals. Components meeting technical directive specifications and inspection/test requirements shall be invoiced at the established firm fixed-price, with delivery dates and turn-around times provided in individual purchase orders.
