STATEMENT OF WORK
For
60TH AMW/OG
Description: The 60TH Air Mobility Wing SERE program requires a boat and trailer to conduct SERE Refresher training (SRT) for all 60 AMW aircrew as well as plan and execute personnel recovery exercises locally. All information within this statement of need will be referenced in the AFI 16-1301_AMCSUP SURVIVAL, EVASION, RESISTANCE, AND ESCAPE (SERE)
PROGRAM.
For SERE refresher training aircrew are required every 48 months to attend SS05, Water Survival Training (WST). 60 OSS SERE requires a boat to effectively conduct WST in a realistic and safe manner. As outlined in the operational guidelines, it is essential to simulate real-world survival scenarios to the maximum extent possible. To achieve this, training needs to be conducted in natural waters, such as the ocean, or a lake verses where it is currently being hosted at the base pool. A boat will enable personnel and equipment to be transported to the training site, provide a safe and stable platform for risk management, demonstrate and practice survival and recovery techniques in a realistic environment. By having a boat, it will be ensured that personnel receive the best possible training, which is essential for meeting operational and deployment requirements. This will ultimately enhance readiness and ability to respond to real-world emergencies world wide.
60 OSS SERE needs a boat to conduct realistic personnel recovery exercises in natural waterways, which is essential for assessing operational support capabilities. The boat will enable 60 OSS SERE to simulate real-world scenarios, testing aircrew and equipment survival skills, as well as the ability of wingmen to communicate and locate downed personnel. This capability is critical for preparing personnel to respond to emergency situations and increasing their chances of successful recovery, ultimately enhancing the unit's readiness and ability to respond to real-world personnel recovery scenarios.
Period of Performance: 30 Days after contract award requested.
The contractor shall provide the following:
1. One (1) Tritoon Boat
a. The length of the boat deck will be at least 24'
b. The Pontoon diameter will be at least 25"
c. It will have a single outboard motor with 400HP
d. Fuel capacity of at least 21 gallons
e. Will have the capacity to hold at least 15 people
f. Will have power hydraulic assisted steering
g. Will have heavy duty rub rails
h. Will have at least a single curved bimini
i. Will include cleats
j. Will include a saltwater package, which adds saltwater anode, and a stainless steel fuel separator
k. Will include roughwater package, which adds solid M deck brackets providing extra reinforcement to the already solid deck construction
l. Reinforced bow rails
m. Metal jacket tube protectant
n. Will include a Ski Tow Bar
o. Will include windshield for driver
p. Will include in-floor storage
q. Will include anchor and anchor storage
r. Will include docking ropes.
2. One (1) Boat trailer
a. Triple axle
b. Galvanized metal
