STATEMENT OF WORK
FOR
Annual Maintenance and Biannual Load Testing on Five (5) Generators at
JPRA White Bluff
11604 W NEWKIRK RD, SPOKANE, WA
2 January 2024
1.0 PURPOSE
The Service Contractor shall provide all tools, supplies, equipment, parts and labor necessary to perform full service maintenance and annual preventive maintenance on five Cummins Onan generators at 11604 W Newkirk Rd, Spokane, WA in accordance with manufacturer recommendations.
1.1 Generator service contractor shall provide the necessary labor, material, equipment and expertise to provide annual maintenance per manufactures recommendation for listed generators:

1.2 PREVENTIVE MAINTENANCE VISITS
Preventive maintenance shall be done in accordance with the manufacturer’s recommendation.
However, at minimum, maintenance shall be conducted annually, and scheduling will be pre-approved by the using agency. This visit shall provide a comprehensive inspection of the system to ensure that components are performing to defined technical specifications. All Generator are easily accessible can drive up to. The following list describes the service tasks that should be provided with this visit.
2.0 GENERAL REQUIREMENTS/ASSUMPTIONS
2.1 All services shall be performed on-site by qualified technicians who are certified to maintain specified generators. Pertinent Information:

GENERATOR SYSTEM MAINTENANCE GUIDELINES
SCHEDULE A
PREVENTIVE MAINTENANCE LIST
Check condition of the drive belts Check oil level Check block heater operation Check fuel level Verify the generator set breaker is closed Verify all controls are in automatic position Check air cleaner condition Take fuel sample for visual analysis Drain fuel/water separator filter (If equipped) Check anti-freeze Freeze Point and DCA concentration Check battery charging system Drain exhaust system and condensate trap Check starting batteries (Load test & Specific Gravity) Check radiator, block heater & fuel hose condition Replace if necessary Check generator room for adequate cooling and combustion air inlet Replace coolant in all units in 2024, then every 3 years thereafter
Functional Tests Operate the generator set to verify frequency, voltage & engine operation Test protective alarm operation as control system allows Change crankcase oil and filter yearly Contractor will be responsible for disposal of old oil or coolant per industry standard.
Change coolant/water filter (if applicable.
Change fuel filters yearly.
Perform County/State Confidence Test (Yearly copy required) o This test info is compiled through our annual Spokane Regional Clean Air Agency certifications; the contractor would present us with any data collected. JPRA will provide the technicians with our GENERATOR OPERATIONS LOG, AFCESA 487 to be used to log the testing information.
Full Resistive Load Bank Test - Recommend 2 Hours (Biannually); 2 times a year, IAW
UFC 3-540-01.
3.0 SCOPE OF RESPONSIBILITY
The items stated here are responsibilities of both the vendor and the customer.
3.1 Vendor Responsibilities
3.1.1 Meet the customer’s service schedule date.
3.1.2 Perform all the maintenance service tasks.
3.1.3 Submit service reports to the customer.
3.1.4 Inform and provide recommendations to the customer about any action items not included in the SOW (statement of work).
3.2 Customer Responsibilities
3.2.1 Provide dates and times when the scheduled work can be performed.
3.2.2 Facilitate site access for service personnel.
3.2.3 Notify vendor of any safety training and safety equipment requirements.
3.2.4 Provide an on-site point of contact.
3.2.5 Maintain the generators in an environment that adheres to manufacturer specifications.
4.0 LOCATION
The location of this project will be on-site at 11604 W Newkirk Rd, Spokane, WA.
5.0 CONTRACT PERFORMANCE PERIOD
5.1 Schedule: Preventive maintenance dates will be discussed and approved between vendor and the customer. Period of performance: One (1) Base Year, plus 4 optional one-year periods.
6.0 WORK SCHEDULE:
Working hours shall be between the hours of 7:30 am and 4:00 pm, Monday-Friday (excluding federal holidays). The contractor shall provide the Government a schedule of actual work days to resolve conflicts with JPRA’s training schedule. Any time changes will need to be coordinated with the Government. It will be necessary to work closely with JPRA staff to create the least amount of operational interruptions.
7.0 ACCESS TO WHITE BLUFF:
The government will provide access through the controlled entry gate. The contractor will be required to check in with the control entry receptionist in Building 2. The contractor will be required to provide a list of names, to include place of birth, address, and Social Security Number two weeks prior to gaining access to White Bluff. If contractor currently possesses a Fairchild AFB base pass copies can be provided to the Government and if valid, the other information will not be required. If deliveries are anticipated, the contractor will need to notify JPRA personnel at least 1 day in advance.
