About this file

This is a Statement of Work for the replacement of fueling equipment at the Roman L. Hurska U.S. Meat Animal Research Center (USMARC) located in Clay Center, Nebraska. USMARC requires modernization of its fueling system infrastructure to replace outdated gas and diesel pedestals that are no longer functional and lack available replacement parts. The facility's two existing fueling pedestals must be updated to meet current operational needs for daily employee use.

The contractor must deliver and install the following equipment and software: one OPW FSC 3000 Fuel Site Controller (or equivalent) capable of integrating with existing Gasboy fuel pumps and MiFARE Tags; two PV200 Island Card Readers with 48-inch pedestals (or equivalents) each equipped with proximity readers and alphanumeric keypads; Phoenix SQL Lite Software installed on a local computer with transfer of existing historical data to the new database; and wired communication connectivity from the Fuel Site Controller to the local area network with direct pump control to electric Gasboy pumps. The contractor must remove and dispose of existing pedestal equipment, test all replaced equipment for operational functionality and error-free performance, and ensure the system operates as a stand-alone installation with no annual fees or cloud-based dependencies. The contractor may utilize existing wiring, network connections, fuel pumps, and MiFARE tags. Delivery is required 90 days after contract award to USMARC, 844 Road 313, Clay Center, NE 68933. The government will handle removal and disposal of existing software equipment.

Statement of Work

Replacement of Fueling Equipment at USMARC

1.0 Background and Scope:

Scientists at the Roman L. Hurska U.S. Meat Animal Research Center (USMARC) are developing scientific information and new technologies to solve high priority problems for the U.S. beef, swine, and sheep industries. Being such a large facility, gas and diesel pedestals are utilized several times daily. The system has become outdated and requires too much of the system.

There are currently two fueling pedestals located in the base camp of USMARC that need to have the pedestals and software updated. The current system is out of date and many of the parts that need to be replaced are no longer available. Because of the inability to be replaced the current system is no longer working to meet the needs of the employees.
