About this file
This Statement of Work (SOW) details a Heat Recovery Steam Generator (HRSG) Tube Replacement project for the USDA Agricultural Research Service (ARS) located in Ames, Iowa. The project requires a certified technician to locate and replace 6 leaking tubes in 3 areas of the HRSG boiler, with new tubes matching the original specifications (2" OD SA178-A). Key tasks include performing hydro testing to verify tube leaks, removing and replacing tubes, assessing failure causes, reviewing tube conditions, patching refractory, reinstalling the boilerplate, and pressure testing the boiler to 1.5 times operating pressure.
The work is constrained by strict security and safety protocols, including controlled site access, mandatory check-in/check-out procedures, work limited to specific buildings, and comprehensive confined space entry requirements. Regular work hours are 7:00am to 6:00pm, Monday through Friday, with a mandatory site visit scheduled for Tuesday, August 12, 2025 at 1:00 pm CDT. The project will be conducted at the National Animal Disease Center (NADC), a premier facility dedicated to animal health research and disease control, with biosafety level 2 and 3 laboratories.

Statement of Work (SOW)
Project: HRSG TUBE REPLACEMENT
GENERAL INFORMATION
1.0 Scope of Work: The United States Department of Agriculture, USDA, Agriculture Research Service, ARS, located in Ames, Iowa has a requirement for locating and replacing leaking tubes on the HRSG boiler. Leaking tube(s) will need to be removed, and measurements taken for replacement tubes to be manufactured and installed. The new tubes shall be made of the same material and have the same wall thickness and bend configuration.
2.0 Background: The USDA/NCAH campus is a premier facility dedicated to safeguarding animal health through advanced research, diagnostics, and disease control measures. Comprising of National Animal Disease Center NADC), National Veterinary Services Laboratories (NVSL, and the Center for Veterinary Biologics (CVB), the NCAH serves as a critical hub for addressing both endemic and foreign animal diseases.
These facilities conduct vital work in biosafety levels (BSL) 2 and 3 laboratories, involving the study of zoonotic diseases, vaccine development, and diagnostic testing.
Established to enhance the USDA’s capacity to support the livestock industry and protect public health, the NCAH is equipped with state-of-art laboratories and containment facilities. The center’s mission aligns with the USDA’s broader goals of ensuring a safe, abundant food supply, and improving animal health and welfare through scientific excellence and innovation. During yearly inspections there were 6 tubes in 3 areas that are leaking and need replacement. Another hydro test would need to be performed to verify leaking tubes and placement, also to make sure there are no other leaks in the vessel. The tubes are 2” OD SA178-A the length is to be determined after removal.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks: A certified technician will perform all the repairs.
• The contractor will verify and LOTO all areas before entering.
• The contractor shall not enter a boiler before all safety precautions listed above have been taken. The contractor shall ensure that all free blow vents or drain valves are open. The temperature of the boiler shall be such that the inspecting personnel will not be exposed to excessive heat.
• The contractor will follow all confined space entry requirements that meet the owners program. The contractor shall be satisfied that a safe atmosphere exists before entering either the fireside or water side of a boiler. The contractor shall not be permitted to enter an area containing toxic, flammable or inert gases, vapors or dust without appropriate personal protective equipment. The oxygen content of the breath-able atmosphere shall be between 19.5% and 23.5%.
• Personal protective equipment and clothing must be worn as appropriate. This may include, among other items, protective outer clothing, gloves, eye protection, and foot protection. The contractor shall have the proper training governing the selection and use of any personal protective equipment necessary to safely perform each boiler inspection. Particular attention should be afforded respiratory protection if the testing of the atmosphere of the object reveals any of the hazards noted in the paragraph above.
• If requested by the contractor or required by regulation or applicable procedure, a responsible person (“attendant”) shall remain outside the boiler at the point of entry while the contractor is inside and shall monitor activity inside and outside and communicate with the contractor as necessary. The attendant shall have a means of summoning rescue assistance if needed and to facilitate rescue procedures for those inside the boiler without personally entering the boiler.
• Using hydro testing, determining location and number of leaking tubes.
• Assess the failure and determine the best course of action.
• Remove the failed tubes and determine the failure caused to prevent further failures. Remove refractory as needed to gain access to tubes for removal.
• Remove enough tubes to access the leaking tubes.
• Review the tube’s condition and the connection spots to check for any other signs of wear.
• Install the new boiler tube following code requirements.
• Patch and cure refractory with new to manufactures specifications.
• Complete any repair forms and reinstall the boilerplate.
• Pressure test HRSG boiler to 1.5 operating pressure.
• Assist with start-up after repairs to verify all repairs have been completed satisfactorily and return the unit to operating condition.
4.0 Government Furnished: The Government shall furnish water for cleaning and preparation work, electrical outlets rated at 120v, 208 3 phase and compressed air at 95- 100psi. The government will provide escorts and assistance for access to building 154 and proper precautionary measures.
