Statement of Objective (SOO) Bureau of Indian Affairs (BIA) Reston Cellular Connectivity Improvement Project

1. Purpose

The Bureau of Indian Affairs (BIA) requires improvement of the cellular signal/connectivity within specified/designated areas of the 1st and 2nd floors.

2. Scope

BIA requires a vendor agnostic solution to provide viable indoor cellular service for multiple cellular carriers operating within the 700 – 2100 MHz spectrum.

3. Period/Place of Performance/Onsite Security Requirements

The solution shall be implemented during regular business hours (Monday – Friday, 8:00am – 4:30pm) and shall be completed within 60 days after award. The BIA has office space located at 12201 Sunrise Valley Dr. Reston, VA 20192.

Visitors must sign in at the Visitors entrance, go through security booth/metal detector, and be escorted by a badged Federal employee. US Citizens may enter with a Government ID or state driver's license that conforms to the Real ID requirements. Foreign nationals must adhere to the “Policy for Foreign Visitors to Federal Buildings”.

4. Objectives

The overall objective of this project shall result in sufficient signal quality to send/receive voice calls and/or SMS messages.

The successful contractor shall furnish all materials, equipment, incidentals, labor, and project oversight to fully implement the quoted solution.

5. Any operating constraints

GSA and State Historical Preservation Officer (SHPO) approval for all major projects impacting wall and/or roof areas.
