About this file
This Statement of Objectives (SOO) outlines the Wrangell Ranger District's requirements for a custom-built removable photography blind enclosure at the Anan Wildlife Observatory in the Tongass National Forest. The project involves designing and constructing panels for a two-story observatory deck and spiral staircase, with specific technical requirements including green Phifertex panels with 35% openness, RexTex waterproof roofing, and various attachment components. The enclosure must be removable for winter storage and blend with the surrounding environment.
The project specifications include detailed measurements for different components: an 18'x22' roof, spiral staircase sections of 50'x7' and 20'x7', a first level of 45'x8.5', and a bottom level of 56'x8.5'. The panels must be heat-sealable, waterproof, durable, and easily cleaned. The observatory, located 35 miles south of Wrangell and accessible only by boat or float plane, is designed for wildlife viewing, particularly brown and black bears. The contract period runs from the date of award through June 16, 2026, with all items to be delivered to the USDA Forest Service Wrangell Ranger District in Wrangell, Alaska.

The Contractor shall design and build a custom photography blind with waterproof roof designed to fit the existing two-story observatory deck and spiral staircase located at Anan Wildlife Observatory.
Appendix 1 Anan Observatory Photos: The spiral staircase and platform are having additional framing components constructed which are not shown in the photos. The additional framing will provide additional areas for the panel system to attach/mount to. The platform will also have a roof frame for the roof system to attach to. The top 2 photos of Appendix 1 show the spiral staircase and platform areas. The lower 2 photos depict what the observatory panels might look like.
The panel system shall include all fasteners, awning track and cord, webbing, turn buttons, snaps, binding and other components for the system to be installed. The system shall be removable for winter storage and cleaning and be of a natural green color to blend in with the surroundings.
The roof shall be RexTex or similar and the side panels shall be Phifertex or similar:
1. Heat sealable, waterproof, and has a high tensile and tear strength.
2. Functional and durable, easily cleaned with soap and water or bleach solution.
Circular staircase enclosure panel specifications.
1. Approx. 25 yds of green Phifertex with 17x11 mesh, a 35% openness factor, 6’ zippers, #2 spur grommets.
2. Include all binding, turn buttons, snaps, and webbing straps.
3. Functional and durable, easily cleaned with soap and water or bleach solution.
Enclosure Panels for bottom and top levels of decks.
1. Approx. 75 yds of green Phifertex with 17x11 mesh, a 35% openness factor, 5' separating #10 tooth zippers, and #2 grommets.
2. Include all fasteners, awning track and cord, webbing, turn buttons, snaps, and binding.
The approx. measurements for the components.
• Roof – 18’x22’
• Spiral staircase 50’x7’ and 20’x7’
• First level 45’x8.5’
• Bottom level 56’x8.5’
Area 1: Observatory This area includes a 2-story deck/platform observatory area with roof on the top level. The deck/platform shall
