About this file
This Statement of Need details a contract opportunity for the MacDill Air Force Base to enclose a Distinguished Visitor (DV) Area within the Diners Reef Dining Facility. The project requires a vendor to design, procure, construct, and install glass enclosures with black aluminum framing, specifically including 4 doors and 3 windows across multiple storefront openings. The enclosures will create a private space for leadership discussions, mitigating noise issues in the busy dining facility that hosts approximately 300 DV area reservations annually.
Key requirements include completing the installation within 7 days after starting on-site, with a project start window of 4-6 weeks from contract award. The vendor must obtain base access, acquire all materials within 2 weeks of the start date, and provide a warranty and post-installation maintenance support. The facility operates 7 days a week from 0400 to 1900, closing only on Thanksgiving and Christmas, and the vendor will be responsible for any real property damage during the installation process.

Diners Reef Dining Facility DV Room Enclosure
Statement of Need
8 April 25
1. Requirement: The Mission Support Group Commander is requesting the installation of an enclosed area within the Diners Reef Dining Facility (Building 263) to serve as a Distinguished Visitor (DV) Area. This space is essential to providing privacy for leadership discussions, official engagements, and high-level meetings.
MacDill Air Force Base supports two Combatant Commands and two Wings, frequently hosting senior leaders of all ranks, visiting dignitaries, and organizations conducting official business.
The Diners Reef Dining facility is one of the busiest facilities on base, open to the public and serving as a central hub for all personnel. Due to the high volume of foot traffic, noise levels within the facility make it difficult to conduct required discussions in the DV room requiring discretion.
Additionally, the base receives approximately 300 reservations annually for the DV area.
However, the current open-air design of the space compromises the ability to hold sensitive conversations due to the elevated volume required for speech and the nature of the discussions.
An enclosed DV area is necessary to maintain operational security and professionalism while ensuring accessibility and awareness.
The Dinning Facility is manned 7 days a week from 0400 to 1900. Vendor will be required to obtain base access. We are only closed on Thanksgiving and Christmas.
2. Characteristics: The existing framework is largely in place. No sensitive information will be discussed in the completed room. Standard glass will mitigate sound. Required work will enclose two open entry points that require black aluminum framing with ¼” glass and double doors (1/4” glass). One set of double doors per enclosure. Additionally, ¼” glass pane windows are required for three window openings located along the interior wall of the area.

3. Inherent Services: Vendor will be responsible for design, procurement, construction, and installation of the enclosures. All enclosures require installation process. Only modification needed is the removal of the two 4”x6” tiles located prior to assembling the door enclosures.
Tiles will be assembled back to real property during the installation process. The vendor must acquire all materials within 2 weeks of the start date.
4. Delivery: The vendor must be able to start the job within a 4-6 week timeframe and complete the installation within 7 days of starting the work on-site.
5. Terms and Conditions: Contractors must comply with base access requirements. Vendor must provide a warranty period and support for any required maintenance post-installation.
Vendor will be responsible for any real-property damage incurred throughout the installation process.
