STATEMENT OF NEED

FOR

Ordinance Disposal Machine at MACDILL AFB, FL

25 June 2024

Requirements: The Ordnance Disposal Machine that will be located within the control of the 6th MUNs Squadron must be able to inert brass IAW T.O 11A-1-60 and DLA 4160.21M. Placing the machinery within the MUNs compound is advantageous for all agencies located on MacDill AFB that expend brass.

Characteristics o Due to the unpredictability of inert brass the shredder should utilize a system that can ensure once the brass is processed cannot be reused as is. Suggested methods of disposal would be a propane fueled chamber burner with low emissions. Or a Crushing conveyor belt system.

o Must be able to process 500-1000 lbs per hour.

o If the inert process involves heat, that process would need to be at a range that completely removes the residue from expended brass, if the process involves crushing the material must be rendered completely unusable to be considered inert possible combustion is still acceptable.

o The bullet trap must be designated to destroy any volatility of powder charges and primers associated with live ammunition, which can become inadvertently commingled with a large supply of spent brass. And if possible, efficiently transformer live ammunition back into its individual solid metallic components, rendering the brass inert and releasable to the general public.

o Safety certification unit to regulate under 40 CFR as a flash furnace.

o Device must come with ballistic containment capabilities to contain at a minimum 1.4 explosive ordinance.

o Item is required to inert expended rounds IAW 11A-1-60 , primer and casing must be inoperable.
