About this file

This is a Statement of Need for the purchase of a 96-well pipettor system for the National Oceanic and Atmospheric Administration (NOAA) Fisheries Northwest Fisheries Science Center's Conservation Biology Division, located at the Manchester Research Station in Port Orchard, Washington. The Genetics and Evolution Program's Molecular Genetics group requires this equipment to streamline sample processing for population genetic studies of hatchery and wild fish, including Endangered Species Act research. The system must be a stand-alone unit with a small footprint (less than 1 foot by 1 foot) that does not require external computers or network connections, and must precisely handle liquid volumes from 0.5 microliters to 12.5 microliters. An optional two-stage sample position feature is also requested, with separate pricing required for configurations with and without this option.

The equipment must be delivered by July 17, 2026, to the Manchester Research Station at 7305 Beach Drive East, Port Orchard, WA 98366. No formal installation or training is required, and contractor personnel will not work on-site or require access to NOAA facilities, PIV/CAC credentials, NOAA email, or DOC information technology equipment. The technical project lead is Ewann Berntson (360-871-8333, ewann.berntson@noaa.gov), and the invoice approver is Kathleen Neely. Solicitation number 1305M326Q0153 has been issued with a request for information (RFI) deadline of June 10, 2026, at noon CDT. All questions should be submitted to Jenna Taulman at jenna.taulman@noaa.gov.

STATEMENT OF NEED

National Oceanic and Atmospheric Administration (NOAA) NOAA Fisheries Northwest Fisheries Science Center – Conservation Biology Division Purchase of a 96-well pipettor system 4 June 2026

PURPOSE:

We require the purchase of a 96-well pipettor system for our genetics lab at the Manchester Research Station (Port Orchard, WA).

SCOPE OR MISSION:

The Northwest Fisheries Science Center (NWFSC), National Oceanic and Atmospheric Administration (NOAA) of the Department of Commerce (DOC), is a government agency charged with the mission of stewardship for living marine resources. This requirement will serve for the purchase of a 96-well pipettor to be used by the Genetics and Evolution (GE) Program’s Molecular Genetics group at the NWFSC’s Manchester Research Station. This pipettor will be used for the processing of samples for studying population genetic dynamics of hatchery and wild fish, as well as other mandated activities in support of NWFSC’s mission. A 96-well pipettor helps to simplify benchwork processing time and to reduce user error that can arise with multi-step processes. It will support the lab’s important analysis and research in the pursuit of NOAA’s mission, including Endangered Species Act research.

BACKGROUND:

The Molecular Genetics Group of the GE program has been an important resource for decades, performing critical, cutting-edge research related to understanding diversity within and among marine and anadromous populations, species, and communities. Multi-channel pipettors are essential tools required for many of our lab protocols, and currently our laboratory does not have a 96-well pipettor. Nearly all of our samples are processed in a 96-well plate format, therefore having a 96-well pipettor will streamline our efforts and reduce the number of steps technicians require.

TECHNICAL SPECIFICATIONS:

We require a 96-well pipettor that is a stand-alone unit, and does not require any peripheral computing devices. We are looking to expand our lab capacity beyond the 8- and 12-channel pipettors we currently have, but do not require the cost or complexity of a liquid handling robot. We have limited benchtop space, so this further eliminates the need for a liquid handling robot.

Required Specifications:

●Small footprint (less than 1’ x 1’)
●Does not require external computer, or network connections
●Can precisely and accurately handle liquid volumes from 0.5 ul to 12.5 ul
●No formal installation or training required

Optional Item:

· Two stage positions for samples

Pricing for a 96-well pipettor system with and without the optional item is requested.

DELIVERY SCHEDULE:

Must be delivered by 7/17/2026.

DELIVERY LOCATION:

NWFSC Manchester Research Station 7305 Beach Dr. E Port Orchard, WA 98366

TECHNICAL PROJECT LEAD:

Ewann Berntson 360-871-8333 ewann.berntson@noaa.gov

Invoice Approver:

Kathleen Neely

SECURITY:

·Personnel performing work will not work on-site.
·Personnel performing work will not require access to NOAA facilities.
·Personnel performing work will not require a PIV or CAC.
·Personnel performing work will not require a NOAA email address.
·Personnel performing work will not require use of DOC owned IT Equipment (Laptop, Desktop Computer).
·Personnel performing work will not require Non-Government IT equipment to interconnect to a DOC network.
