About this file
This document is a Minimum Salient Characteristics attachment specifying requirements for compact mini crawler cranes/spider cranes for federal procurement by the 20th Special Operations Aircraft Maintenance Squadron (20 SOAMXS) at Cannon Air Force Base, New Mexico.
The requirement is for two new, unused, current-production SpyderCrane URW375/URW376 units or equal products suitable for CV-22 aircraft maintenance lifting operations. Delivery must occur within 120 calendar days of order receipt to 614 Liberator Avenue, Building 208, Cannon AFB, NM 88101. No operator training is required. The cranes must meet thirteen mandatory minimum characteristics: new crawler-mounted configuration with hydraulic telescoping boom; capability to safely lift 5,000 pounds at 10-foot working radius with official manufacturer load charts; minimum hook height of 41 feet; JP-8 fuel compatibility with manufacturer documentation addressing engine, fuel system, emissions system, and warranty coverage; maximum transport dimensions of 51 inches width, 71 inches height, and 171 inches length, weighing no more than 8,760 pounds; multi-position outrigger/stabilizer system with interlocks and stability monitoring; full-function wireless remote controls and onboard operator controls with emergency-stop capability; comprehensive safety systems including Load Moment Indicator, anti-two-block protection, automatic braking, and wire-rope protection; hydraulic telescoping boom with 360-degree swing and rated-capacity monitoring; manufacturer-approved accessories including single-person work platform, protective covers, non-marking tracks, hydraulic tilt-deck trailer, and track mats; manufacturer standard commercial warranty valid during JP-8 operation; and complete technical documentation. Technical compliance with all requirements is mandatory, and failure to demonstrate compliance with any requirement may result in rejection of the quotation.

Offeror Instructions: An equal product must meet or exceed every minimum characteristic below. The offeror shall complete the right-hand column and provide official manufacturer literature, load charts, and other documentation with specific page or section references. Unsupported dealer or reseller statements are insufficient where manufacturer verification is required.
No. Characteristic Minimum Requirement Offeror Compliance / Document Reference
Configuration
Each offered unit shall be new, unused, current-production, compact, crawler-mounted mini crane/spider crane equipment suitable for CV-22 aircraft maintenance lifting operations in restricted-access and limited-maneuverability areas.
The crane shall include a hydraulically telescoping boom, crawler mobility, and a multi-position stabilizing outrigger system.
State COMPLY / DOES NOT COMPLY. Cite the manufacturer document and page, table, chart, or section.
Load / Working Radius
Official manufacturer load charts shall demonstrate the ability to safely lift not less than 5,000 pounds at a 10-foot working radius. Maximum advertised crane capacity alone is insufficient.
Load-chart submission shall identify the boom length/configuration, working radius, outrigger/stabilizer configuration, parts-of-line and hook-block configuration, and applicable operating conditions or limitations.
State COMPLY / DOES NOT COMPLY. Cite the manufacturer document and page, table, chart, or section.
Hook Height
The crane shall provide a standard-boom hook or boom-tip height of not less than 41 feet without an unauthorized or unapproved modification.
Official manufacturer documentation shall identify the maximum hook/tip height and applicable operating limitations.
State COMPLY / DOES NOT COMPLY. Cite the manufacturer document and page, table, chart, or section.
Load-Chart Verification
Official manufacturer load charts shall show rated capacity at the applicable working radius, boom configuration, outrigger/stabilizer configuration, and hook height.
Generic capacity statements, maximum-capacity ratings, marketing literature without a supporting load chart, or unsupported dealer/reseller statements do not satisfy this requirement.
State COMPLY / DOES NOT COMPLY. Cite the manufacturer document and page, table, chart, or section.
JP-8 Fuel Compatibility
The crane shall be furnished in a manufacturer-approved configuration capable of operating on JP-8 fuel.
Written documentation from the original equipment manufacturer shall confirm JP-8 compatibility. A general diesel rating is insufficient.
Documentation shall address engine compatibility, fuel-system compatibility, emissions-system compatibility, warranty coverage during JP-8 operation, JP-8-specific maintenance requirements, and any restrictions, limitations, or required modifications.
State COMPLY / DOES NOT COMPLY. Cite the manufacturer document and page, table, chart, or section.
Mobility / Transportability
The crane shall be crawler-mounted and suitable for operation on unimproved surfaces, ramps, and limited-access aircraft maintenance areas.
Travel/fully stowed dimensions and crane weight shall not exceed:
Width: 51 inches.
Height: 71 inches.
Length: 171 inches.
Crane weight: 8,760 pounds.
Dimensions shall be measured in the normal transport configuration with the boom, outriggers, hook, and permanently installed equipment fully stowed.
State COMPLY / DOES NOT COMPLY. Cite the manufacturer document and page, table, chart, or section.
Stabilization
The crane shall include a multi-position outrigger or stabilizer system capable of supporting safe lifting operations on paved and unimproved surfaces.
The system shall include manufacturer-installed outrigger/boom interlocks, stability monitoring, or an equivalent system that prevents operation outside the authorized load and stability configuration.
